"Welcome to our second podcast discussing the election and potential impacts on sectors. I'm Patricia bannan. Co portfolio manager of our disciplined Equity strategy and head of equities at CIBC private wealth Today will cover Healthcare and I'm joined by Jim Farrell portfolio manager and Senior Equity analyst covering health care for for CIBC. Private wealth. Jim should be we should start with a biting wind. Obviously. This would have a pretty big impact on the health care sector potentially. Can you discuss some of the most important and significant issues setting up, you know biding win is really been once viewed as something that could change the health care sector and the outlook for some of the companies within the sector more than a by to win. I think what you have to also look as what happens with the Senate page. So in a situation where Biden wins in the Democrats win the Senate if there's two areas really draw the Bose Focus that's drug pricing as well as Managed Care is on the drug pricing front. I think you could see by didn't pay for in the Senate push horse. Most favored nation plan. That's where United States drug prices match those of the international markets. You could also see something where the administration pushes were limits on drug pricing. Inflation and then in a really extreme case you could even see the administration pushing the government directly negotiate with Medicare Part D plans. I think all these things are a little bit tough to actually push through even in a Democratic Senate and House as it would require votes from you know, some some senators or something that congressman who aren't necessarily as in favor of these measures to happen in particular those ones who are receiving lobbying dollars from the Pharma industry or fronting those companies whose districts represent are represented by people within the farming industry that cellphone we managed care. You know, that's potentially a bigger issue and So What by this is rejected a medicare-for-all position that was popular with a Bernie Sanders and Elizabeth Warren campaigns. He he sort of public option now the specifics around a public option or unclear. But in essence would be an insurance plan with lower reimbursement rates for hospitals. And in turn those would require lower rates to those who buy those plans wage. If who's eligible exact pricing and who runs that are on clear? Um, but I think at the end of the day these this would be a negative the Managed Care industry because it would either mean that you would have thought you were members within those managed care plans. So, you know losing profitability in that regard or you'd have a members at sort of lower margins wage those plans lower in the Medicare age to 60 is another potential thing that divided administration's talked about, you know, but again, that could actually be tough too tough to officially push through I'd be a big increase in terms of debt to the government. So I think ultimately, you know, you'll see a lot of rhetoric and you see a lot of conversations about some of these changes within managed-care the ultimate might be difficult to actually push these things through because even with a democratic majority in the house will have a number of number of represented sort of pushing back against these plans. I think the Republicans when the Senate even in a Biden presidential presidential scenario, I think a lot of these, you know initiatives around drug pricing as well as managed care of, you know, certainly wouldn't go through the on top of it. They might even have a hard time even getting you know much traction at all. So I think in terms of that scenario, uh, you know, a lot of these drug companies and managed care companies would much prefer to see a Republican Senate at the end of the day even in the event of a bite and went so there is it pretty safe to assume that the Trump when there are major changes. Yeah, you know, you know Trump wins the election you I think you can mostly expect the status quo. And so from a drug pricing standpoint it while the president has talked about, you know lowering drug prices. I think that's a popular thing to stay on the political Trail. But again, it's going to be hard to implement a lot of these changes. You might see something like lower co-pays for drugs or some smaller things the margin but what all said and done I think the drug industry you pretty much see the status quo in terms of a trump win the presidency from Managed Care perspective. I think that's a positive for the Managed Care sector just because it sort of takes it off the table. I think, you know at that point, you know, the President Trump has been very much opposed to Medicare for all or even a public option. And so I think it's conversation just sort of ends right there after the election he wins the election. So is this this wasn't all enough to digest with the passing of Justice Ginsburg. We have even more to digest now. How does this complicate Health Care issue? Yeah, so the Supreme Court is going to hear a case on the on the Affordable Care Act in November whether the upholder strike down the Affordable Care Act before church Justice Ginsburg passing was widely assumed that they the ACA would be held up based on how the votes would would play out in the Supreme Court based on you know, the opinions of the number of legal experts. Yep. Sounds like the cord still will vote uphold the ACA when they decide that in November, but you know nothing's ever for certain. You know, I think just when you look at the scenarios if the log struck down that would be you know, a little bit of a headwind for hospitals as they lose sort of this pool of patients that are currently insured as they would now no longer be insured that could you know impact they're dead. They're back at levels and then from managed care companies, you know, those who benefited Bose for Medicaid expansion would face the biggest headwind has you know, they would lose a large number of members that were covered by that by Thursday. Fan shouldn't coverage. Maybe just take a minute to discuss how we actually navigate the healthcare sector given this level of uncertainty. Sure across all our strategies. I think we really attempt to invest in companies that control their own Destinies. And so those companies whose fortunes are determined by things like legislative changes interest rate movements wage or even commodity prices, you know, we we try to work around those scenarios and not be as Reliant in terms of what those things how those how those factors wage impact stocks. So what we can't completely avoid those factors, we certainly can attempt to limit on within Healthcare. You know, what we really try to do is focus on companies have brought product lines broad Geographic dispersion. So they're not reliant on one single country or product line. We're also looking at those companies have truly unique and differentiated products or Services those the ones are much less susceptible pricing pressure. Finally bought those companies that aren't subject to legislative changes. Ultimately. We think that over time these companies control their own destiny and that should provide a greater opportunity for offside within the stock price with a lot less volatility. COVID-19: Vaccine variables and investment implications

"Hello this is fresh. Abandon head of equity, CIBC private wealth. I'm joined by Fred Weiss and Mac. Price Two of our healthcare, analysts and experts will discuss the potential for virus vaccine. We understand the situation is rapidly developing, and this interview is being recorded during the week of June. Fifteenth Twenty Twenty. Let's begin with Fred. What's his the vaccine development landscape? Look like right now. Well first of all, it's rapidly developing for the first known virus reported to the World Health Organization from China was December thirty first. The first case in the US was January twentieth. The World Health Organization. Declared it a pandemic mid March. And now we have two million cases in the US and one hundred fifteen thousand plus. Kobe, nineteen is the seventh Kobe. Virus For others were pretty benign and did not threaten mankind. Significantly. To more prominent ones where SARS emerge stars was very deadly. Both SARS and Moore's basically died out petered out. A good vaccine needs three three things. It has to be safe. While one hundred seventeen thousand Americans have died. The vaccine to be going to be given to a broad swath population, including people with compromised health care issues and various rates, and if the niceties and ages. So it has to be safe because you do not want to harm more people than you're trying to help. Secondly, it has to be effective in raising the immune system. Certainly, it has to be durable that has to last a long enough time, so people find that the benefits of getting the vaccine so typically twelve months plus. Nothing is actually going to be one hundred percent safe a hundred percent effective. But if you get to a meaningful increase in safety. And a meaningful increase in being effective, it can be a huge benefit. To Society. Currently the hundred and thirty five candidates. WHO HAVE Progress into the into the trials of. Bringing a vaccine. Fifteen of those are in human clinical trials seven in phase, one seven in phase, two and one interface three next month. To get on a market on the market, a vaccine has to get through all three is in order and then apply and get approved by the FDA. The FDA has been fast-tracking approvals from phase one to phase two to phase three as quick as they can. Currently, there's a big difference between phase one and phase, two and phase three phase, one phase, two very small trials less than a hundred patients happened very quickly. Results are known very quickly and they mostly checked. For. Is it safe in the right dose? Phase, three is really a much broader base trial getting thirty thousand patients, so and they look for all the different safety measures, and this is a much bigger hurdle to pass in phase one phase two. Under the best case scenario, the company that is launching into phase three next month. is going to be able to get results in the September. October time period. From their phase, three trial, the able to apply to the FDA in October or November and may get approval near year end. Unlike other drugs or vaccines, companies developing maxine vaccines have to gear manufacturing. Normally this would happen in sequence you get your approval, and then you go back and start building your manufacturing supply chain and infrastructure, because it's very expensive. With the Kobe Nin. Projects that are on. Both public and private funded. Seeing these companies start building production before they have approval. So those are positive things going on and potential about the vaccine development. Thanks for that overview. Fred Mac. Would you touch on the expected timeline for the development of the vaccine? Absolutely so under normal circumstances would take more than a decade for a vaccine to get through clinical trials into FDA approval. And then after that ever taken additional year and a half to two years to build up vaccine manufacturing capabilities. Of course these are not normal times, and on May Fifteenth, the government announced Operation Warp speed, and this is a three pronged effort to accelerate the availability of vaccines in the US, and the first prong of it is targeted investments in clinical development. The! Second Prong is investments and manufacturing capabilities. And the third Prong, our investments in distribution infrastructure to avoid any our next between manufacturing of vaccine and the American public. These three prongs are preceding more or less simultaneously as opposed to when says is traditionally done, and this is with the goal of being able to vaccinate the American public by January of Twenty twenty one. Now by all accounts, that's an extremely vicious timeline Dr Phil. She has said he's cautiously optimistic that this can be done ever. He's also earlier have been quoted as saying that we were at least twelve to eighteen months away from getting a vaccine, and that was if everything really fell into place. I think most people have anchored onto. She's earlier statement about twelve to eighteen months though they have forgotten about the qualifier of at least so I think most people are expecting a vaccine to be available by late twenty, twenty, one and time for flu season. Mac How likely do you think we are to meet that timeline? That's a great question, and unfortunately, I don't really have a satisfying answer. At this point. We're just too early in the process and I think there are too many large variables to be able to confidently answer You know you break that question down into several little pieces. You know the first of force. Can we produce a vaccine that quickly now we're employing tremendous resources, incredibly talented people and cutting edge science. But this is really difficult stuff. We've been trying for decades to find an HIV vaccine. We also don't have vaccines for merce where SARS which are related Chromebook Trona viruses and they've been around for years. That, said we do have a number of shots-on-goal Thirty five plus candidates and are progressing toward trial, and statistically with that many shots on goal. There's GonNa. Be Really hopeful that a vaccine Wilson be found. additionally, our experience with Mars is giving us a bit of a head, Start and understanding, covid, nineteen and teams in Germany and Korea recently maybe breakthroughs and finding a merge vaccine and they did. It was some of the same approaches and techniques that are being backed by operation warp speed in the search for Covid nineteen vaccine. So that too is very hopeful. then there's a question of Kim the FDA approval be security and on that time line. And the fastest any vaccine proceeded through clinical trials into FDA approval is four years, and that was from mumps. There's someplace on limits to how fast you can proceed. Because a phase, three trial involves injecting as many as thirty thousand healthy volunteers. and. You can't do that without some confidence and the safety profile of what's being injected. That said I do think resources and political pressure, being brought to bear hair or rather unprecedent tape, red tape at the FDA has certainly been cutting timelines have been compressed the phases of trial one two and three are normally done in sequence, but now they're being done in parallel in many cases and vaccines, sponsors are now hoping to complete phase three thousand some dollars the before the end of twenty twenty, which is really incredible. Finally there's the question of whether you can wrap production and manufacturing quickly enough. Normally again it takes a year and a half to two years post. FDA approval to build a manufacturing facility that's uniquely suited for production of particular vaccine. However build efforts are presently underway with public money from operation warp speed as well as private money from the likes of Bill and Melinda Gates Foundation among others, so it's also possible. Existing manufacturing capacity might be re purposed to a new vaccine, so it is I think conceivable that we could ramp production very quickly. But as I, said no, no vaccine has ever been delivered on this time line, so there's absolutely no reason to be skeptical. Still just because it hasn't been done doesn't mean that it can't be done if all goes right. So, I'd say very cautious. Optimism is probably the right way to think about meeting their expectations for twenty twenty one exxon. Great that was really helpful. Mac finally. Would you discuss the investment implications of a covid nineteen vaccine? We are not positioning our healthcare portfolios to pick a winner in the race for a vaccine first of all, it's very difficult to pick a winner. It also could be a private or a foreign company. We've never heard it. Secondly. The total sales with the vaccine are not likely to be huge in the context of the Blockbuster Pharma Drug Industry. It may be approximately ten fifteen billion dollars, but it's a one time shot of revenues, and it really does not have durable revenue stream going forward. So we are not investing our clients. Portfolios Benefit. From a Kobe nineteen back seen. Although, specifically been positioning this way, of course, we'll all celebrate. When along with the rest of humanity, if a vaccine is successful.
