It's not completely unexpected Vienna Wave has had a contentious relationship with county leaders and his department has been plagued with deputy misconduct allegations and questionable fatal shootings. Watchdog groups like the County Civilian Oversight Commission claimed the department is shrouded in secrecy. Commissioners even called for being away his resignation last fall. One of those commission members is Sean Kennedy. He is the Kaplan and Feldman, executive director for Loyola Law School's Center for Juvenile Law and Policy, and he's here to talk more about all of this. I Sean. Hi, Larry. I got to start here. The attorney general will be looking into whether the policies and practices of the largest sheriff's department in the country has routinely violated people's constitutional rights. What's your take on that? And how unusual is this? I think it's long overdue. There have been allegations for decades about deputy gangs or cliques. Within the Los Angeles Los Angeles Sheriff's Department and Ah lot of county actors have really turned a blind eye to it. So the fact that the state is now investigating it, I think is a real step in the right direction. So you said. You said it's taken a long time. But is this unusual? It's fairly. It's fairly unusual, but when you have had such longstanding allegations about like internal gangs violating people's civil rights Using excessive force filing false reports. It's definitely in order and you know we're really gratified to see that the attorney general is looking into it. Speaking of the attorney general, what kind of power does he have over the department Because Sheriff Ian away the likes to say when other county officials challenge him that he only has to answer to the voters and to the state A G. You recently released a report on the impact of these sheriffs, gangs and what you find. Sheriff. Gangs have been in operation since the early seventies. To constitutional policing in our community and how they really threaten the integrity of our justice system. And so it's just really important this investigation to get to the bottom of what is going on with the sheriff gangs in the department because they create a culture of violence. It increases the number of deputy shootings. And it really calls into question all of the convictions in which secret Deputy gang members have testified as prosecution witnesses. In criminal trials. You know, this is not a criminal investigation, but could what is unearthed in in this investigation become criminal, depending upon upon what Agent Sarah fines I'm sure as the investigation unfolds, will learn that but certainly in the past, I spoke of our prior sheriff Lee Bok. It evolved into a criminal investigation, and so many Allegations about the internal gangs. In the central valley of California and the bay area and in the foothills up to up to Truckee or thereabouts. So there's always something to do in January. Despite the gloom. Despite the rain is one of the busier months for gardening because there's just so much to do removing unwanted or underperforming. Plants pulling weeds. Yes. That will actually because the soil is kind of wet the weeds come out fairly easily. Choosing plants at the nursery all these bare root plants that aren't really Beirut, but roses and fruit trees and vines there in ripe for the picking so to speak as far as planning goes, pruning. Jurors planning your garden, maybe doing a little seed shopping to and getting some seeds started as well, maybe peppers, maybe tomatoes. It might be a little early for that. Now as is another new favorite that we've fallen in love with because of its crunch, and that's BOK Choy BOK Choy if you can grow. I dunno broccoli cauliflower lettuce. Spinach. You can grow BOK Choy. It's a little late to plant it from seed right now, but you can put in transplants and January by the way is probably the last best month to put in BOK Choy transplants because they tend to bolt as soon as the days get long in the days get warmer, but give BOK Choy a try it. I may talk a little bit more about BOK Choy a little bit later on. I'm just trying to figure out why the post I put up on Facebook yesterday is getting thousands upon thousands of us basically, it was just about what today show is all about. But there is a picture of my raised beds and me in the back yard. I think people just have raised bed envy. But it's really a great way to go to garden, and I'd like to explain the picture to you just to give you some idea because I know those of you with analytical minds are trying to figure out. Well, how big are those boxes? How much space is between those raised beds, which are made out of wood. They're made out of Redwood. They are sixteen inches tall. They are topped with a two by six as a place to sit as you'll see this. I'm sitting on the edge of one. The smaller beds in the back are four by four. The other beds are four feet by eight feet. And there is approximately four feet of room between each of the beds or might be a little bit more in some spots. But I wandered enough room to be able to move a two wheeled wheelbarrow through like one of those rubbermaid wheelbarrows, they tend to be a little bit on the wider because the wheels are on the outside. So I gotta say moving to Folsom gave me the opportunity to put into practice. Everything. I did wrong for the last thirty years in the garden. So that picture kind of represents everything about gardening. There is drip irrigation in every bed. There is an individual control for the irrigation in each bed as well. As far as the drip lines themselves. They're the inline emit type the space twelve inches apart. And I'm running five live four lines or five lines. Four lines. Maybe five now four no five. I don't know four or five lines the length of the beds. Because the one thing I did discover in thirty years of playing with drip, irritation is that although drip, irrigation can save you a lot of money because the water drips, drip, strips out of the it doesn't spread that wide especially in a raised bed because the soil is looser it's more porous the fingerprint. If you will of that water tends to go straight down the width is maybe six to eight inches, which is why I put so many lines in basically the lines in the bed are about. A foot apart each. It is probably four lines per bed since they're four feet wide. And because there are only four feet apart. That means that the footprints will slightly overlap as far as the amendments go and the are staggered from line to line their twelve inches apart. So on on one line you've got the line with emissions along the line twelve inches apart in the next line in the same bed. The amid IRS are spaced halfway between the two on the first line. If you get what I mean, basically, if you drew a line to the three meters who would be a triangle. And that way most of the bed is evenly saturated. The problem I found with using raise beds and not enough, drip lines. Very little of the area of the bed actually got wet. It went from moist to dry moist to dry so there are too many dry spots. So the way to get around that you increase the number of lines. To make sure that there is over lapping footprints of water. So another thing I learned in thirty years of fooling with drip irritation. And definitely the space between the beds is very helpful. In order to negotiate things. The other reason I wanted a lot of space between the beds was to be able to put a wooden ramp on one end of the bed and be able to run a one wheel barrow up into the bed in order to replenish it with compost or replace the soil, or whatever you because I use a lot of compost it settles after a period of time, and you have to replenish it. And one of the easier way to do that says with the rampant a single wheel wheelbarrow, you roll it up and put it in and spread it around. The ground around the raise beds in the backyard is not one that would be crazy. That would be a lot of edging and mowing around all those raised beds. So, you know, those fourteen liquid amber trees, I took out of the backyard. That's them. They're just chipped shredded and scattered around the entire backyard as mulch it's about a four inch deep mulch that serves as a a great compact ground cover it and it's improving the soil. And that means all the earthworms that are attracted to that are going to find their way to the raise beds as well. So it raised beds. Great way to go. When it comes to gardening. All right.
