"Are back with Martha Raddatz. It's been a huge week for the supreme. Court and we just got another major ruling this morning with the court deciding five to four to reject you know who's plan to end Obama's DACA program, which protects emigrants who came to this country? As, children Martin. How big a deal is this right now? I think this is a huge blow to president. Trump I mean this is part of his campaign promises. Immigration is such a big deal to him. But what ps you know, there are seven hundred thousand. This affects seven hundred thousand people who came into this country as children as babies some of them. who were allowed with President Obama to work in this country and not fear. Deportation I mean some of these people now young people don't even know the native language from where they came from, and once trump filed this, there was great fear they would be deported for now. They can't in one of the things. The court said about President Trump's action is they did not consider the impact on the recipients. So for now they can safely stay here. Now Martha on the heels of John, Bolton, saying he believes president. Trump is unfit for office. The Lincoln Project, a Republican Super Pac partly run by George. Conway. PUT OUT THIS AD yesterday, which calls into question trump's wellbeing when it comes to handling the job, take a look. Something's wrong with Donald Trump. He's shaky week week. Trouble speaking, trouble walking, and so why are we talking about this? And why isn't the press covering trump secretive midnight? Run to Walter Reed Medical Center. We're not doctors, but we're not blind. It's time we talk about this. Trump is not well. Now given how he has gone after Biden, saying he has quote lost step mentally, and we saw the attack Hillary for not having the strength and stamina to be president. Is this kind of scrutiny fair game? Well I. It's obviously sort of back at you. President trump for things he said about Joe, Biden and again Hillary Clinton, who he talked about all the time and her health, and they would run videos that somebody took that that he said showed she was not healthy, so I think this really is a back at you, and it will probably continue to be a campaign issue. Well this is this is amazing. Sunny I I. See Sunny has another question. Yes, yes, as we mentioned the trump administration. Martha has been trying to stop. The book's publication. Might understanding. Is that last night? The DOJ filed for a temporary restraining order to stop its release, saying what it contains that it contained classified information, and the Bolton did not go through the proper clearance process president trump has even suggested that Bolton will face criminal liability for having written it. Could this lead to prosecution for Bolton by the Department of Justice in having spoken with him to see. Seem it all worried about that? I don't think he does seem at all worried about this. I think. Key expected it. He'd already been through one process at the White House and he was cleared, and he actually made some changes into the book adding footnotes taking away some quotation marks from foreign leaders. I have no idea whether he could be prosecuted. You probably on that sunny than I am, but he he is definitely does not. Not seem worried about that, and they're hundreds of thousands of books out there right now. Probably ready to so I don't know how they can possibly stop the release of this book. Obviously, he's already done an interview with us as well. They're excerpts of the book that are leaking out, and by the way as soon as the president started talking about this, the book skyrocketed on the best seller list. Well thanks to you Martha Raddatz. It's always good to see you at. An exclusive. Interview with John Bolton on Sunday night at nine. PM Eastern right here on ABC and we will be talking to him. Live on the view next Wednesday. We'll be right back. Houston police chief art. Osservato is live to talk about taking to the streets to let citizens know that good cops are calling for change to and how he thinks Republicans and Democrats can help make that change happen next. Welcome back Houston, police, chief and president of the major cities chiefs association art. Asa Veda has been taken to the streets alongside demonstrators to call out racist and call for real police reform and he joins us. Now I'm thrilled. We are all thrilled to have you here today, chief. One of the things we want to talk about as you. One of the first city police chiefs to speak out after the death of George Floyd and you've marched in solidarity with Black Lives Matters Prost. Protesters in Houston. Why haven't we heard from other chiefs in union leaders about the atrocities that we see happening in the country, and that are very clearly not the way police officers should be acting. Why aren't we hearing for more folks like yourself? Well thank good morning, ladies. Thanks for having me. I'm honored to be here, but I think that there's a lot of speaking out I have the privilege of actually being the president of Major City Chiefs Association. which is the sixty nine largest departments in the country and the nine largest in Canada and People WanNa know. Why is this guy all over? The place is because I'm representing. Lifting, their voices on behalf of America's chief, so we have as an organization actually condemn what happen to Mr Floyd. "Morning welcome to the viewers. A JAM packed show. It's crazy around here right now, but the White House is suing to block the release of the book the room where it happened by former national security adviser, John Bolton and joining hot topics ABC News Anchor. Who sat down with Bolton for an interview. It's amazing. Martha Raddatz how you doing today and boy. Is this a blockbuster? It is a total blockbuster. I'm telling you page after page is just jaw dropping. What John Bolton says President trump throughout the book throughout our interview, and there's lots more of that interview to come on Sunday. Well as you know He. Is raised about the. For months, he's been trying to keep it from being published, but he's been tweeting of the last twenty four hours calling Bolton a liar and a Wacko I. mean he actually Divvy Hire Bolton? Wild to have him say this is all the case with bolt now when he praised him when he left what what's happening here? Well, he certainly did praise him when he left, but the President says he fired Bolton Bolton says he resigned after seventeen months, but the extraordinary thing here is. This is the highest ranking person we have heard from who was in that White House. House, who was side by side with president trump for seventeen months. This is the most comprehensive account from that high representative official. We have heard and he he uses frames a phrases like president trump radic, stunningly uninformed ignorant of basic facts. He thought Finland was part of Russia thought it would be cool to US military action in Venezuela. This all what John Bolton is talking about. Martha Bolton is very candid in the book about his assessment of the president. As you just mentioned and you asked him about that in your interview I believe we have a clip. You described the president as erratic, foolish behaved irrationally. Bizarrely. You can't leave him alone. For a minute. He sucked conspiracies behind rocks and was stunningly uninformed. He couldn't tell the difference between his personal interests. And the country's interests. I don't think he's fit for office I. Don't think he has the competence to carry out the job. There really isn't any guiding principle that I was able to discern other than. What's good for Donald? Trump's reelection. Now based on details that have been leaking out from the Book Bolton goes on to say that the Ukraine call was that was at the center of Trump's impeachment. Charges was just the tip of the iceberg when it came to his abuses of power, even describes an incident when president trump as China's presidency to help him win reelection in twenty twenty. What have you learned about that? Well, what Bolton says is that trump ASC president she to by US. US, soybeans and wheat, so he can get the vote in the farm state, so he could tell the farmers look I have this great deal. They're buying wheat and soybeans. And he said he heard trump pleading with she to ensure he'd win, but listen to that statement again. You just played. He does not think the DONALD TRUMP is fit to be president that is an extraordinary statement from a top official, a former top official about a sitting president. Martha Bolton always seems like odd fit for this administration from my perspective. And during his tenure, he had a number of disagreements with the president on foreign policy issues from Afghanistan to Iran. Is Bulletin disgruntled by the way things went down, and do you get the sense? He's sort of out for revenge here. What does he say as his motivation for putting this out right now? He's certainly getting a big paycheck to do it. You know we're really. Really good point because they were an odd fit from the very beginning as you know well, Meghan John Bolton is kind of a hammer. When it comes to foreign policy, and while president, trump talked tough. He did WANNA. Get out of Afghanistan in Syria and pull troops out of Iraq, and he definitely had clashes with John Bolton. John Bolton, tell you he is not a disgruntled employee. This book he says is is just about the facts. Joy, there were plenty of opportunities for Bolton to speak out back in January during the impeachment trial as we all remember. When Democrats called on him to voluntarily testify, but he declined okay, a lot of people myself included feel like his shirked his responsibilities as a public servant, and American so that he could make a buck by writing this book What does that? What does he say to that criticism well, he has been heavily criticized. For not testifying at the impeachment hearings, he says he thought they were too politicized too narrow in focus that they should have looked at several more issues that came up, but his testimony was a key point. Her testimony could have been a key point one of the things. The president's lawyer said is that no one actually heard trump make the connection between the security assistance and. And the investigations of Joe Biden. A Bolton says that in the book. He says that in the interview to me that he actually heard that the president. Of course you heard is saying that's not true. That's not true, but but Bolton says he simply didn't think he'd make any difference and now I think he's talking and writing. This book says Bolton because of the upcoming election. Right well better late than never is what I say. He's defenders decision for not testifying by saying it would have would. It wouldn't have changed anything and in a way I sort of think that may be true, because even though it was pretty much proven that trump went to Ukraine to help him with his reelection, a lot of the. Leadership in the Republican Party said that that was not an impeachable offense so I guess it wouldn't have made any difference if the also went to China. I think I think you've got a strong point. Their Joy, I think he, he does keep saying it wouldn't have made a difference and the politicization of this, and it did seem going into this that a lot of people into the impeachment hearings that a lot of people had already made up their minds. We will be back with more.

"Police chief art Acevedo has been wearing blue for a long time he's led the Houston department since twenty sixteen and before that spent about a decade as chief of the Austin police department yesterday he called on those years of experience as a witness in the house judiciary committee's hearing on police violence this is an opportunity for all of us to have some tough conversations to listen to learn to an end to enact meaningful reform that is long overdue chief art Acevedo is also president of the major cities chiefs association and he joins us now welcome thank you thanks for having me I will follow up on your words from that hearing about enacting meaningful reform that is long overdue what does that look like on your force would he wanna change well I think that what I don't like the changes that are policing model which we we have a policing model in the United States we have eighteen thousand police departments ranging from a one officer department all the way to the thirteen thousand houses in New York and we needed this schedule once and for all establish identify the most critical policies and training regimens that we have two managers leaders and our officers have to abide by and we need to have those policies be the same throughout all eighteen thousand police departments I want to let you respond to that to some criticism that has come in Texas monthly just did a big profile on you they write that you're that you sell yourself as a pro reform police chief but that your record is a V. chief reluctant to make fundamental reforms that they go through and say you're not supporting efforts to reduce the use of bail and and also your department's response to last week's peaceful protests and how do you respond to those projects I thank the Texas monthly either way out really bad editors who don't fact check or is there schizophrenic because Mr sack the dispute in the article this was absolutely a bump in on the record in support of the the marijuana diversion programs support a misdemeanor bail reform I have been a a reformer my entire career and I look forward to actually putting together a response to Texas monthly all you have to do is go back to the December article with the I did a a glowing review of this police chief and even their article my statement from December contradicts what they're saying and and and and I don't we don't wanna make this referendum on on Texas monthly I but it just to the the specific point about how your department responded to the protests hundreds arrested even though it was on most nights there was not significant property damage or injuries there was because we actually have a city where the majority of the community is actually by the majority of the people actually engaged and of course a moment protected conduct in an activity but let's not kid ourselves there was violence here against the police there was property damage and we have we're going through thousands of hours of videos the crowd sourcing a lot of videos on social media to be able to put it all together and to actually push back on that false narrative that nothing out there that do we overreacted naman telling us that we didn't do it perfectly and we're looking for instances where we did it we didn't do the wrong of the right thing we will hold office three instances as well to broaden it out from the protests I wanna ask you about one other moment in yesterday's testimony you used a term that I understand is common in policing let's listen we must also address the issue of boxers we have been terminated with cause only to get re hired by another department many of us refer to these individuals as gypsy cops at you were making a point I know that that practice undermines trust but that that use of the term and the widespread use of of it's a slur does that speak to how difficult it is to perform policing yeah it does but that term is actually used broadly in society to do the two of us including by the media obscene on C. B. S. folks talking about and maybe what I'll do is I try I'll start calling it groundhog day cops that keeps it seems keep keep coming back so but I think it points out that we live in a society where constant looking to at trying to lash out at one another instead of trying to move the ball forward together Nanette unified front we will leave it there and we would love to have you back on to continue this conversation there's so much to talk about Houston police chief art Acevedo thank you so much for joining us thank you take care president trump was at a Dallas church today where he talked about four steps his administration plans to pursue to address racial disparity in America it's part of the White House effort show him responding to the protests over police violence president trump has rejected the idea though that there is systemic racism in policing Americans are good and virtuous people we have to work together to confront bigotry and prejudice wherever they appear but will make no progress and he'll know wounds by falsely labeling tens of millions of decent Americans as racists or bigots the president continued to express his strong support for police will encourage Franco or juniors traveled to Dallas with the president he is here with us now hi Franco hello hello so there have been calls for the president's critics and his allies for him to do more to talk to Americans after the protests that we have all watched unfold it tells a little bit more about the the view he laid out today well you know he talked in very general terms about a four part plan for addressing these issues he one of them was he wants to boost access to capital for small business owners in minority communities he also said he wants to address racial disparities in the health care system he talked a lot about education and the need for Congress to enact school choice which is a long standing policy of Republicans and he also talked about an executive order about policing standards right on that last point we have some tape of this the president talked about more money for police today let's listen we must invest more energy and resources in police training and recruiting and community engagement we have to respect our police we have to take care of a police they're protecting us and if they're allowed to do their job they'll do a great job and you always have a bad apple no matter where you go you have bad apples and they're not too many of them Franco did the president give details on what is under consideration in this executive order well I mean he did say that the plan will deal with what he called a professional standards for use of force and de escalation tactics he mentioned force with compassion but he also emphasized the need to dominate the streets he said it several times he did also mention a pilot program for social workers and police department but really there were no details we also know that Republicans in Congress are working on a plan which we may learn about soon but really a big part of the president's message today was to draw a contrast with activists who were using the slogan de fund the police he says the police need more money not less huh M. in the context here is the president has been criticized for that message for wanting to dominate the streets and control the protests it rather than addressing the underlying concerns that are brought people into the streets did he did he say anything today to try to quiet the criticism yeah that was interesting I mean he really in this speech leaned into his law and order message he spent a lot of time talking about the ongoing protest in Washington state which are on the opposite side of the country and criticized the democratic governor and mayor of Seattle for not stopping them and threatened to stop the protests himself a is NPR White House correspondent Franco or juniors he was traveling with the president today on this trip to Dallas thank you Franco thank you so much and you're listening.

"It is local eighteen thousand police departments. This is failed leadership at local level. It's a lot of speeches and not not a whole lot of courage, so I think that the demand now for them to do what they know. Know, they can do to exercise the power that they have to do it into. Just do it. I don't think that we need to talk around. We don't need to talk about a boycott I. Don't need you know we don't. We don't need that right now. They're like what we need. Is People already in the streets? In the reason? You're talking to me right now because they're in the streets. So because we are in the street because people all across the world on the street and has gotten people's attention and mayor. City! Council people they need to respond to that and do something that is meaningful. Because they had the power to do it today, they can't punt in the more they punt. The more people are just going to stay in the street. So raise you correctly said you are in the streets, and that's why we're talking about talking to you and I've been doing that my whole career around the world watching as I say, uprisings for freedom and democracy and dignity and justice so what I want to ask you. Is this the family of George Floyd? Just as we speak, came out and said end, the violence bought. You've gotTA. GotTa keep out on the streets key protesting MP's but lock those guys up in other words. They're saying all the rest of the others. The police the three others need to be held accountable like show van was. Is that what you're saying also needs to happen now is that the I guess the purpose of being in the street until that actually happens as floyd family was saying. So. You know you already know how I feel about. Telling pro-death is not to be violent. The violence isn't coming from the The protests is coming from the police, but we think about that solution it is. It is about making sure there's justice and Accountability Accountability that people confuse the terms, but they are similar, but not the same. Accountability is what happens after the trauma justice, the idea that there should be no trauma in the first place, so arresting me officers is good that is that is accountability. But Justice is what you see people in the street for two. They are saying that this has to stop the. There can't be another case in any city at anytime, and until we figure out a plan to get there, I don't know how the unrest ends. Well. I'm very pleased that you took time to talk to us. During mckesson of black lives, matter and Martin Luther King the third. Thank you both for your really important contributions. We expect a lot from our homes..
