Kentucky lawmakers struggle to finish transgender bill

"The Kentucky Senate has until the end of today to complete work on a GOP bill restricting gender affirming care for minors. The Senate agreed Wednesday night to scale back the bill still wanting to bar surgical medical treatment options for minors, but to allow non surgical options, including reversible puberty blockers and to receive gender affirming care a child would have to be diagnosed with gender dysphoria and receive care from a physician and a mental health provider, but today is the last day lawmakers have to complete work on the bill to be able to override a potential veto by democratic governor Andy beshear, bill supporters say they're trying to protect children from undertaking gender affirming treatments they might regret later as adults, Bill opponents, say the legislation is discriminatory and could hurt transgender young people by condemning them to an even more difficult life than they've been born into. Good afternoon, I'm Sean Anderson. And I'm Brendan Hazleton, the top local stories we're following for you this hour, it took a few days to count the ballots in Maryland's primary last month. Partly because state law prohibits mail in ballots from being counted before election day. Well, today, this state board of elections voted unanimously to file a petition in circuit court to allow mail in ballots to be counted before election day. Now that vote count would be withheld until the polls close, considering how long it took to canvas mail in ballots for the primary and the expected expansion of mail in voting. There are concerns the November general elections won't have certified results until late December or early January. The board will file the petition again in circuit court in time for the court to consider the request and for local election boards to plan for pre election day vote counts. "Back. Joe biden has just come off one of the worst weeks of his presence and he has the sinking poll numbers. But before we go to break we want to note the passing of nbc and today show legend. We learned yesterday. That weatherman funny man in every man. Willard scott died this week. Scott was the today show weatherman from nineteen hundred until his semi retirement nineteen ninety-six. It was a big personality on and offscreen. Trust me when you see them in the halls of the dc bureau He always had a big smile his pace he was perhaps best known though. First birthday wishes for people who had turned one hundred and beyond willard. Scott was eighty seven. Welcome back the panel is here you michelle syndrome. Moderator of washington week and pbs washington post contributing columnist matt by republican strategists. Brendan buck and betsy would respond. To politico brendan being the only happy college. Football fan stable This morning -gratulations bulldogs there Someday miami will se caliber But i want to start with Joe biden and where things stand and the democratic party. You makes you cover this white house very closely. Wanna put up this poll ratings here Forty three forty four forty six. We had him at forty nine and it was clear two weeks ago that it was. He was still going down that he hadn't hit bottom. Perhaps this is bottom here. This is the white house. Think they've been afghanistan problem or cova problem while say these numbers underscore a real fact. Which is that presidents try to create agendas but that real life events and circumstances actually defined their agendas and here. You had a president who took such fierce criticism over his withdraw from afghanistan plus the idea that he declared independence of the virus or something close to it talking about the idea of return to normalcy on july fourth. Only to then have americans say we have to put our masks back on. We have to see. Children have surging rates of colbert. So this is the problem that the president is faced with this idea that he has been talking about solving these problems. Round this idea of being a clear-headed experienced president and the and the and the white house saying we're trying to do this. We understand our number. One job is still kobe. But the american people are looking and saying okay. All of this experience means what exactly for my lived experience. Add to that of course the economics of this right. We have to remember that the economy is the thing that is driving this and original sin of this pandemic was polarization and lies and that is leading people to get the vaccine. That's also leading people to die of the virus and take the wormers and now the president and white house officials. Tell me that it really is about explaining to people that science evolves explaining the people that challenges are part of the job and then these numbers are really challenging for him. You know it's interesting. i'm going to put up. Poll of just the independent voters. Because that's this is who's moving the only people that move down. Our polarized climate democrats. Don't move up or down. Republicans don't move up or down right. They just the color jersey. It's this small slice of independence. You can see his approval rating sitting at thirty six percent now in april. It was over fifty. And that's they're the maybe they're calling the competency voters they. Actually they react to what's happening. They're not happy. With how cove. It's going whether it's biden's fault or not. He's the guy that wheel. It's a nightmare number for the white house. I talked with republican. Strategist about this whole situation yesterday. And what that person said. Is that afghanistan that horror in a vacuum probably would not have significantly damaged. Biden's pull numbers the way we've seen them change over the last few months but the point of this particular strategist made is that. It's the totality of everything. That's happened since april. It's co- vid it's inflation. There's some evidence. Voters are concerned about the immigration system and it gives republicans an opening to argue. That things are spiraling out of control for the white house. Whether or not that's accurate. This number kind of tells you what you need to know. At least in terms of the way that this administration and this white house are communicating to the american people and to these persuadable independence. How exactly they're governing and their ability to shape circumstances rather than be shaped by them. You don't match biden's campaign was defined by this was speaking. Chaos trump was chaos. Yeah i'm not going to be chaos. We're going to be science focused. We're going to be this. And i wonder if it's if might say maybe. The expectations are too high that he could somehow govern a polarized environment. Well it wasn't going to stay where he was and independence. We've seen the last couple. Several administrations independence will come back to their general skeptical outlook. I don't think this is a panic number. It's not a good number. it's not what they want. They got a lot of time. You know things are going to change. And i think look what he's doing. It's important to your point right. He was elected in a very wide margin because he did represent a return to normalcy and dignity and directness and honesty in the presidency. That's that's what people want to. You held himself out of some return to stability and and and cantor. He has gone out throughout this and he has spoken directly to the american people several times and taking responsibility. He's explaining things. I think that's gonna stand him well over time if that were eroding man. I think you might see a more permanent sly but you know..

"A good sunday morning. The us enters this labor day weekend suffering from two viruses coverted and polarization. It is not an exaggeration to say that we are more divided than at any time. Perhaps since the nineteen sixties and frankly maybe since the civil war as one of our guests today put it used to be divided over issues like abortion guns. We're kind of used to those divisions. We still are divided on those two issues but now we can't even agree about covert or january six covert has become an mri of america's soul. Who would have imagined that masks wearing or refusing them would become such a political statement. This morning we're going to take a look. At how why. We're so divided primarily through the lens of two issues one is covert where the seven day average of infections has risen to more than one hundred sixty one thousand driven largely by vaccine hesitancy and refusal. The other is abortion. The supreme court leading staff at least for now that restrictive texas law that has left abortion opponents believing row could finally be overturned and pro choice advocates fearing they may be right with the country increasingly divided by geography race age education. The question we're asking this morning. We have political leadership to meet this treacherous political moment. People are enraged on both sides of the issue. And it's completely tearing this community apart. The political divide has become deadly with vaccine hesitancy driven by misinformation and the politicizing the virus leading to the harassment of healthcare workers hospitalizations and deaths escalating the rhetoric the bullying fill like some weird twilight zone. Why we're still going over wearing masks. Just fifty three percent of americans are fully vaccinated. Despite the nation's early start that ray trails more than thirty other countries as covert hospitalizations in-depth rise red states with the lowest vaccination rates are driving the surge. Yada help me get to people vaccinated we. We are suffering the most at a time when it is the most preventable in a recent. Nbc news poll just fifty five percent of republicans said they were vaccinated compared to eighty eight percent of democrats among republicans who said they support donald trump over the republican party. The number was even lower. Forty six percent. Seventy nine percent of democrats favor of acting requirement. Seventy five percent of republicans oppose it. Do you regret not getting the vaccine. Absolutely i a hundred percent regret. What were some of the things you were hearing that the vaccine was diarrheal vaccine that it was like a tracking chip the gover- shied us misinformation has spread rapidly on conservative media. A plan is now underway to use vaccine mandates to take your guns virtually everything. They told us about the kobe vaccine was wrong. And i'm social media. What's in the vaccine. Gimme.
