You do the isolation you have enough. Enough ICU beds. And then you you from the testing. You have a rate of transmission that you can monitor and you proceed through the phases. If you hit that rate of transmission, this is a virus. It doesn't respond to politics. You can't tweet at it. You have to treat it and we never did that. Now I fear. Is We had today? Five deaths now we offer thoughts and prayers to every death in our state, but five deaths is the lowest number we have had since this started chuck. We are in the exact opposite end. GonNa follow and learn about have happened to us but so I started tuning in and what I liked about it is. He kept it very apolitical. He kept it very much about the facts about what you as a New Yorker need. No he answered questions that informed New Yorkers and and when reporters tried to take him or or or swerve him into a political discussion would avoid it. And I sort of very much admired that. I also admired that about our governor ear Gavin newsom. And they've they've really tried to for the most part be apolitical and really. Keep it about what we as residents need to be doing. Which is really important is the is the job of the governor's to protect the people of that state and I think they're doing an excellent job of that throw out. I was watching every single briefing. That Andrew Cuomo did because it really is fact based you Donnie. Says it in a way that you can understand? And that doesn't terrify. You know it's yes absolutely and you know if you've I grew up in New York like Andy did and you know I grew up in a time. When Andrew's father Mario Mario Cuomo was the booth loved governor of New York State and now God he was beloved yet he was he was absolutely beloved and now Andrew. You know he speaks. He speaks in a way that you can understand what's happening. He's worried about his mother that he hasn't been able to visit. He has an incredibly loving and joking relationship with his brother. Chris Cuomo who is on CNN and talks about them and really makes it. Hugh a really humanizes. The whole thing at the numbers are just horrific of people who have been infected and who have died from this disease from this pandemic in New York. I mean just just unbearable. Yeah it's news and he gives you. The News gives you the things that you need to be hopeful about. And and I don't know you can sort of he's the Kinda guy where you can sort of handle bad news from him and he can handle good news from him and you know you you can trust it and and through it. All he goes. You know we're going to get through this 'cause we're New Yorkers and and he's a plant now to California go all right. I'm still gonNA get through it. I'm you know I'm I haven't been a New Yorker for a while but we are going to get through it and we're going to get through it ten we each other and we are and we are and he gave an answer to one question that I thought was it. Just it just touched me. Ellen said do you think this pandemic and your brother testing positive for has brought you closer to him and he said no because I couldn't be any closer to him. He's already my best friend. Which just like I mean. That's a guy you want on your side you know about. That was such a cool answer So we should play a couple clips. I don't know that we need to put any necessary context on them. But if you didn't see the show here's the beginning of the interview. It's devastating because I think nobody really thought about a pandemic except maybe Bill Gates but you know there are a lot of people who didn't didn't know that this was a possibility and then it's a whole new level because we haven't had this for one hundred years but it's but we have the economy that's affected in a different way. I mean we didn't realize the effect that it's going to have on everything and it's hard to wrap our heads around how we're all going to get back to some sense of normalcy. I look I think we've never been through anything like this. I think we're actually better on the other side right. You talk about the World War. Two generation people who've gone through real crises in their life and you learn from it and maybe it hardened to you and you come back better. But it's it's going to be it's going to be life changing hard disruptive and we will never be the same. I just hope we're better for well. I can tell you what we have to take a break but I can tell you one thing. Just you are a calming voice in this. I mean like Andy said there's there's just even though it's all disturbing news at it's all sad I we watch you And and and feel better listening to you because we know that it's the real truth and it's and we're getting we're getting comforted no matter how bad the news is because it's from you. Where Ellen asks him how his brother Chris is doing and then informs him that she really likes his brother Chris and he wants to know then who? She likes. More Chris flow funny years. That can I say that. I am a CUOMO sexual. You know that that's going around. The people are saying they're Cuomo sexual 's I think that's a good thing I don't use the bear thing. It's not a bad thing. People are in love with you but it includes your brother. Chris I enjoy both of you very much. Yes but you enjoy me more. Didn't you say that earlier? Yes I can say that right now because I'm talking to you but then we'll talk to him say he's my favorite. It's like I I know you have this competition with you. Know who the the mother loves more and I understand all that. But you're both charming. You're both adorable now. You've obviously already had this relationship That's adorable but do you think this brought you closer together. Because he contracted covered nineteen. You can't be closer than I am with my brother course. We have been all our lives. He's my best friend and my best friend But he is. We're we're very special relationship. I just felt bad during that. Whole Corona virus thing. I mean one of the peculiar hellish facts. He sick his wife gets sick. He has the kids in the house. And I can't even go to help you know. That's that's one of the bizarre things here so I have my brother's sick and you know whatever they say while you're young don't worry. Yeah but you still worry. And he had it and I couldn't even get close to him and nobody could go over the house to help. I mean it really is so miserable This situation so many ways is a brief clip of Ellen telling him when he runs for President He will have her sport anyway. I just think that you're you're amazing I when you run for president I will I will be a behind you all the way because that's going to be exciting to watch you run. and No PRESSURE NO COM. We were told you know. Don't come into work the next day and nobody got a chance to sort of wrap things up or say goodbye and nobody knew how long it was. GonNa last and now. It's lasted all this long. And and it's it's disorienting for adults but for kids. It's particularly disorienting and Victoria. Sixth Grade. Social Studies teacher in Wichita Kansas and there was Gonna. She got a text while she was on a hike saying that there is going to be no more school for the rest of the year and it just broke her heart. She had the sixth graders that meant the world tour and she wasn't going to get a chance to communicate with them so she wrote a hundred four letters. She wrote a letter to each one of her students letting them know that she would still be there for them. Pretty Damn sweet. I mean it gives me chills just thinking about it because I have two kids. My kids really connected to their teachers and like and it's just it's a it's a lot. It's an amazing thing to do and She just she just blew us away and can you could feel her affection for her career and her students and their wellbeing and their state of mind and so we we had her on the show and and then we surprised her with some of the kids from her class. Most adorable little piece of tape. It was just a little piece of tape with each kid. You know. A lot of her kids set a little something about it and it was so sweet and then and then With the help of our friends at box tops We were able to We were able to gift her twenty five thousand dollars she she. She was so appreciative. An it just you know. She's a hero. She's spending her hero. Yeah they really are and it touches me when I see teachers. That care so deeply about their kids. How did you find out that the school was closed for the rest of the year? Yes so we are actually on spring break and it was the second of our spring break and I got a text from a CO worker. That said no more school and I was shocked and confused and then I just broke down and started crying and just thinking about how I wasn't going to get to see my kids again and I didn't really get to tell them goodbye since I thought it'd be seeing them again really soon so you wrote letters to each and every how many is that. How many students did you write a letter to? I have a hundred and four students so I wrote a little one hundred letters. Yeah Yeah and what did you say to them so I just wanted them to know that they were alone in the end When I found out I just had so many emotions and I was frustrated. I was angry. I was confused sad and I just knew that they had to be feeling the exact same way and one of the ways. I like to process things writing things down so I thought that you know what a better way to tell my kids like. I know how you're feeling and I'M GONNA. And it's been a couple of days if I was any better. I'd be in the office. God I'm going to be honest with you. I'm going to be yeah. I don't I don't like this China wrong and I think I think a lot of people are starting to first of all the economic toll. It's taking on so many people at first it was like you know. Have figuring out how you're gonNA pay your rent then but now it's gotten so dire with people like you know people who never in their life assume that they would ever be going to food banks are now having food banks to feed their families and to say it breaks. My heart is an understatement. And you know and the show world doing as much as we can and there's always more we can do and I know personally world doing as much as we can and yet it's also Harrigan. My family is healthy and so everything else will pass and and I know how fortunate I am. How lucky I am that case because I I know people in care deeply about people who habit you know so much worse than I do and so You WanNa do more. We just try to stay grateful in this time that and I think as as we start eventually going back to work in things slowly get to normal. We still have to pay attention to those people. Because if things aren't going to automate a lot of them lost their jobs you know. There's there's people who are furloughed and so they keep their insurance if they had it and have a position hopefully when the economy builds back up but there are people who have no idea if it ends tomorrow. They're still unemployed. I think think we have to realize that there are people who are GonNa be suffering from this for a while and And I know it's something we talk about off air with Eleanor. Lot and we've been talking a lot about it on the show as well because even though we look for this hour to an hour to get everyone to forget everything that's going on. There are just certain things that you know you can't ignore and so we're doing the best we can to balance that with showing and highlighting some of the heroes and the and the good people in the people who have gone way beyond what they can to to do. Good things during this time and then we also have the usual silliness that I think people come to expect in a need and we gotta keep giving him. That silliness as long as a as a habit. I think that's well said Andrew. Thank you Sir. I really do. It's hard to like you know we want to be like the show. We want to be a distraction and we WANNA BE WANNA make people laugh and forget about being cooped up and all the rest like it is. It's hard it's hard. Evidently people in heart just goes out to them. You know and what we can do is keep looking for ways to be of service and be in via distraction and help and all those things All right you guys sticking with your exercise routines in this crazy well. Considering my exercise routine only involves a minimum of twenty minutes of slow walking. It's actually been very easy for me because I put on a mask. I walk in the neighborhood or I get on the treadmill but someone like you Kevin who really really works out ed who works out in. Mary somewhat on her treadmill. It's probably charter. Especially you Kevin Kevin. You're like a gym rat to. I'm not getting rap. I missed the gym routine. Are you working out at home We just got some weights deliver. That's okay so we'll see. That's cool must have mental. Lift HIM UP. He's saying he's just saying there in the home whether they'll be used as is still too. I keep working out. I mean it's not I'm I'm I don't think I'm in the shape that I wanna be in but I definitely keep working like I have that I I I got a need that I gotta keep working on. I can't afford to. It has a window of time in which it will recover and I gotTa keep working on it so make sure that I spend time on it every day. The Best Exercise of all of course surfing not going to do that in the way that I would prefer to Chris. Hemsworth thoughts anything. It's that one person can have it all in.

"Your taxpayer dollars. Ever since to do in Stacey Abrams case absolutely nothing I'm just a real servant you know I'm a practically missionary or a martyr. Yep that's me. Also there's more evidence here that Stacey. Abrams is not qualified to run a coffee shop. Much less to run as vice president of the United States. Stacey Abrams doesn't know what height manage she said. Look you hope. The work speaks for itself and Stacey Abrams this case it doesn't she hasn't done anything but she said but sometimes the work needs a hype man. Yeah a hype. Man is someone. Who isn't you the hype? Man is the guy who isn't the main person who goes and chats up how wonderful the work is but because Stacey. Abrams hasn't accomplished anything. And she's just a loser. She's no nationally for having lost a race. She's got to be her own hype. Man It's very ugly. It's very off putting it. It's just a woman who seems very prideful boasting about things. She has not accomplished and complaining about offices that she hasn't won so then finally she makes the case for all that work that we need the hype man. For what do you say to critics? Who say that. You aren't qualified For Vice President because you've only health state office. I would say that national experience can be measured in multiple ways and the truth of the matter is what we what is capacity. We want competence and we want skills and I would challenge anyone to look at my resume and understand that. I built three national organizations and the last year and a half tackling the most fundamental questions in our country and I'm not stopping simply because they're people who dislike what I do. I'm working on it. Because my responsibility is to serve the people like me like my parents like my cousins working in chicken processing plants in. Who are worried about where their next paycheck comes from? And who deserve a government that can be responsive? And if I'm not willing to save that's work I can do and back it up with a resume that shows. I've done that work then. I shouldn't be in the in the business. I'm in right. You shouldn't because you've proved that you can't do that work. You were a state rep for ten years and then you tried to run for governor and you lost that's it. There's the proof not even just that you a race. But she didn't really do anything when you were a state Rep. She's built three national organizations over the last year. What does that mean? What are the names of the organizations? What are those organizations accomplished? Do you know how easy it is to write down to start a political action committee or something or a nonprofit and you know you get one donation in California. And one donation in your. You say I've got a national organization. Sure you organized something I guess. What is it do? What is its name? We have no idea three national organizations and we haven't heard of any of them men pretty sad they're tackling the most fundamental questions in the country. How what are they doing? She isn't doing anything she hasn't ever done anything. The only reason that she is being considered is because the Democratic Party is obsessed with sex and race. So just to begin. Joe Biden says I am going to pick a woman. I don't care who is most qualified. I don't doesn't matter to me. I'm just going to pick a woman because that will help me pander to my base and so they say okay. We're GONNA pick one now. Many Democrats upset. It's got to be a woman of color so now we've got race. Race added to sexier those are the two qualifications and yeah sure Stacey. Abrams checks the intersectional boxes. Victimhood is that GONNA put her in the best position as I can put the Democrats in the best position to win. You just check a couple of superficial identity boxes. Instead of looking at any accomplishments which Stacey Abrams completely lacks there are millions of Americans more qualified than her to be. Joe Biden's running me. I don't think this is gonNA help them. I don't think it's going to help them. Because what the Democrats are playing on here is they. Think that these intersectional a victim identity boxes now matters more than how you can help in the Electoral College. So they think that around the country people are gonNA look and they'll say well Joe Biden. Maybe care for him that much but Stacey. Abrams is black. So I'm GonNa vote for her or Stacey Abrams a woman so I'm GonNa vote for her or whatever whatever the the identity group is. Usually historically people have picked vice presidents to help them win. A certain state is Joe Biden. GonNa Win Georgia. Probably not probably Georgia's GonNa go for trump stacey. Everyone's GonNa Help Him Win Georgia. Probably not she lost. The governor's race now. Brian campus the governor. So she doesn't add anything in terms of picking up a new state. Should they think she they just they people's sexual and racial solidarity is going to outweigh the importance of winning the state or that state. I don't think there's any evidence of that. I think they're going to regret that decision if they pick. Stacey Abrams which is why. I'm now fully behind Stacey Abrams for for Joe's running mate before we get to the mailbag. I've gotta think our over at Beard Supply Look Me Amar clean-shaven unfortunately because I have been checking out beard supply. "The economy failing worsening is equals data become measure but especially those people stuck at home. It doesn't it doesn't need death economic hardship. Yes very bad. Not Beth emotional stress from being locked in a house very bad not death a domestic violence on the increase very bad not death and not death of someone else. So that's what we have to factor into this equation. Yeah it's your life. Do whatever you want. But you're now responsible for my life. You have a responsibility to me such just about you. You have a responsibility to me. That could be Andy Cuomo's mantra for the whole pandemic and certainly for his governorship. You got a responsibility to me. Forget about you worry about me. Nothing is worse than death. Could you imagine if we had an army full of Andy Cuomo's we'd be dead? We'd all be dead because nobody would have any courage. What Andrew Cuomo is saying? Right here is don't ever have any courage. Don't ever risk your life for anything. I don't consider anything greater than yourself. And if you do consider something greater than yourself remember that something is Mi Mi Governor Andy Cuomo. This idea is profoundly. Unchristian PROFOUNDLY UN-AMERICAN. We just celebrated Easter Andy. Cuomo pretends that he's a Catholic. What is the story of Easter? The story of Easter is God so loving the world that he gave His only begotten Son to die to redeem mankind. But there's nothing worse than death. Okay all right well fair enough. Then I guess there's no love has a man than to die for his friends now but nothing's worse than death. Of course. There are many things that are worse than death. We have to calculate what that is where that line is. Are we saying that people should recklessly endanger their lives? No of course not however? Are we saying that we should shut down the global economy if you don't have to do that if that's going to cost more lives if there's something in the calculus beyond just life. I mean this has been the problem with any CUOMO's calculus the whole time. He says we can save one life and lobby worth it. You know there are more factors here to consider than just that it turns out that he's even wrong on his calculation of this many people will live in this many people die. You got that completely wrong to apparently by about one hundred thirty million but even beyond that there are things in life other than mere survival. And if Andy Cuomo understood this then he his view of the world would be for less perverted. He is finally asked point blank. What if people want to work? What if people need to work? What if people can't feed their families? He gives the most glib arrogant condescending answer. He possibly could saying that. Is there a fundamental right to work? If the government can't get me the money when I need it. Is there if you want to work go to work? Go to the drop in essential worker. Do Tomorrow Yeah you want to go work. That's fine. Do what I tell you to do. Can you think of less essential worker than Andrew Cuomo? I can't Chris. Cuomo is lying brother over at CNN. But actually I don't know maybe it's a competition between those two CUOMO's. Chris was afraid of the family now. I'm not so sure. What a what a Glib answer that's the answer of a guy who's never had to worry about having a job because he's worked in government his whole life. Yeah you want you want to get a Job. Go become an essential worker. Well guess what we're learning. We're learning that all workers are essential because the UN is saying one hundred thirty million. People Are GonNa Starve to death because you shut down the global economy. The essential workers are still working right but it turns out everybody's essential. Cuomo apparently doesn't understand that the left doesn't quite understand that. Ao Say another New Yorker does not understand that the moral idiocy is not merely questions of life and death. It gets down to work in the nature of man itself and leave it to to get that totally wrong. We'll get that in a second. I I gotta think our friends over at express. "All of the history of our civilization. We have believed the death is a very very bad thing but there are things that are worse than death. This was the thesis of Ronald Reagan's famous time for choosing speech one of the most famous speeches of the twentieth century. He said if if there's nothing worse than death than should Moses have refused to lead the Israelites out of Egypt should Christ have refused. The Cross should the Patriots. A Concord Bridge refused to fire the shot heard round the world. There are things that are worse than death. You know during the Cold War there were two sides here. There was better dead than Red Right. Those would rather die than live on our knees and those who said better red than dead. They'd rather live on their knees than die on their feet and Cuomo is expressing that point of view. He's he is actually expressing the point of view that he would that there is nothing worse in Life Than Dying. Nothing worth standing up for it is. This is the height of cowardice now. The report pushes him on this and says well what about some of the other externalities? What about some of the other effects he goes point by point he says yes? You're things are bad if you stuck at home with an abusive spouse domestic abuses bad. That's not worse than death. Nothing is worse than death. Where you have the governor of New York but you are one of many governors whose entered into a pact to try and open up a region because as you said Publicly you know. The virus doesn't follow state lines. You implement this approach without the federal government helping you where it needs to now yourself and trump have gone back and forth but one thing you both acknowledged is that when it comes down to you know how to communicate and you work together. You had a meeting with the president. Was there anything fruitful from that meeting? Is there anything that's going to come from that meeting? And what is the relationship between yourself and trump slash federal government? Right now in New York. What needs the relationship between myself and the president is. The president. Doesn't like me. That is the relationship. It is unambiguous honest. It is open and He doesn't like my politics. Let's say And we have been at political loggerheads many times over the past few years. If you look at his twitter account you'll see my name quite often. None of it good trevor. None of it good and I've sued the federal government or number of time. So that's it's open and it's not necessarily loving have said that we had a meeting in the White House and it was a very productive meeting and I don't mean in diplomatic conceptual talk. It was a honest open. Granular detailed conversation about this subject of Testing. Which is totally new for everyone. It's impossible undertaking because the numbers are just so extraordinary in the so much urgency to it but we had a very honest conversation and we went through what is testing. And what should the state do? And what should the federal government do and We basically allocated tasks so it was a very positive conversation. I GIVE THEM CREDIT. Because it's hard to actually sit down with someone who you have differences with and say put that all aside and let's just do our jobs here our respective jobs because it's bigger than we are and and that's what yesterday was it was forget everything else we're talking about life and death. We're talking about the profound the moment of our history that we will experience and we have a job to do because we're in a position and let's just do it and forget everything else and that's the way it should be. You know who cares how he feels or how I feel. Who Cares about how I feel about him? Personally my feelings are irrelevant. My emotions irrelevant Just do the job who cares about what I think of what he thinks. And that's what yesterday was ready to hear that. And and the testing part of it is is what really jumps out for me because one thing most people seem to agree upon all across the world is with testing. That's going to be our best defense against corna virus before a vaccine testing and tracing this virus. What does that mean though for you? As the governor of New York doesn't mean every New Yorker has some method. Where THEY THEY? They're self testing or getting tested and then monitoring themselves doesn't mean that people who come from out of state or out of Country Kennel come in unless they're tested. I'm really intrigued by how this is. GonNa work because the whole world is doing the same thing one hole might be a whole for everybody. You know that could sink entire ship. So what does that mean for you? In terms of testing and how it will be applied there will always be a net with many holes in it To stick with your analogy. I don't think going to have enough tests anywhere to to design the perfect system. Okay testing capacity. We are trying to jumpstart a testing laboratory system. That just doesn't do this. I have private labs in my state. There are national manufacturers of lab kits and lab equipment. But we're asking them to go to fifty times what they've been doing if you took every machine in the state of New York that does this and you ran at seven days a week. Twenty four hours a day. You could get up to about forty thousand tests per day. All right. That is the maximum capacity. Sounds like a lot. But it's not when you're talking about one thousand nine million people I've done more tests in this state than any state in the United States. We do more tests than any country per capita. And we've tested about five hundred thousand. People sounds like a lot of people but again not on a population of nineteen million. Not on a workforce of nine million and that was five hundred in one month. You WanNa bring them back based on tests. You can't do it what tests Ken do. Is Monitor the spread of the virus that you can do with tests and that is the single most important thing to me. Because as you're opening the reopening valve and increasing the flow. What you need to know is how many people getting infected and that testing can do for you. It can also do antibody testing which tells us how many people were infected but also identifies people who can do the convalescent plasma treatment which is important and it gives employers a tool in their workplace to test the test a smaller number so you know for those that next tranche of essential Businesses that their workers a fine. But you're never going to be able to do a net that covers New York or any other state as the governor. You you are facing pinned pandemic right now and one of the most affected places in the world. The the horizon unfortunately brings with. It's another dockside. And that is people finances you know. Yes peop- some people may have been able to stop paying their mortgage. Some may have been given a little leeway to pay their rent or not pay their rent. What happens on the other side of this is? Is there a plan to help? People to help. New Yorkers Who Now may have landlord? Who says well you owe me two times the rent or now you own me. Double this or double. That is is there any place to try and alleviate that stress that may be felt post corona? We're talking about it trevor. And with thinking about it. We don't have a specific plan yet because we don't know how bad it is. I have said short term. No one can be evicted for nonpayment. Okay so you're out of work. You're not having a check. You cannot be evicted for non payment. That is the immediate short term problem right depending on how long this goes. You'll have other issues down. The road no doubt the expression stone to stone across the morass right. How do you get across the morass? And that's all we see right now as a morass in front of US stone to stone. You don't have to figure out the whole path. Just fine the next firm to advance your progress. And that's what we're doing so deal with the here and now and then we'll figure out the when we actually see what the future is because we have been wrong from day. One here right. Every projection has turned out turns out to be incorrect. So I'm at the point. Where let me see the facts that I'm dealing with? And then we'll deal with them when we come back. So here's the final part of interview. One one thing you've done as governor that has been particularly unique amongst leaders is you haven't just I think given people platitudes. You came out with Really Stern warnings very early on you. You were very grim in your forecast you you you just told the people what information you had It's it's a very unique way to handle a press conference. You've also been very personal in telling the stories that that you've told. Is there a reason you chose to do this? You know because some leaders go. I'M GONNA I'M GONNA hide it all and not share anything with the public. Just make them feel good You've chosen a completely different approach. Why because I I haven't slept at nights and I feel like you could have carried some of that burden for me but I want to know why you chose to not do that. We had our first case our march. I I was going to put in some of the most dramatic government mandates in history. No other governor has shut down the economy. No other governor has ever said you have to stay home if New Yorkers had said No. I'm not doing it. And New Yorkers are defiant bunch. I would've been powerless. I can't enforce a stay at home order for nineteen million people. The the ability to have a plan was purely dependent on New Yorkers buying in and they are smart and they are cynical. And if they don't believe you or you haven't made your argument and you haven't laid out the facts. They're not GonNa do it especially when you're asking them to do something they don't want to do. Especially when you're asking them to do something they have never done before. I mean. Just think about Saint that. New Yorkers everybody must stay home lock the door. You can't go outside except to go buy food and then you have to run right back home. No no I'm a native New Yorker. My first instinct is. I'm not doing that. That's nice but I'm not doing it. So they had to believe it. They had to understand it and I am not in the business of not telling the truth or trying to manipulate or I'm only going to tell you what you can handle because I'm worried about what you can actually absorb no. I am not there to filter. I'm not there to manipulate. Here's the situation. Here's the facts. I'm going to tell you everything I know. You know everything I know and just the way I know it. No sugar coating. There's there's no lying that everyone has been affected by this. You know some days I feel like life is normal Sundays. I feel like this is the craziest thing we've experienced and it's swings wildly and I know everyone has a different experience of it. I don't know what it's like to be a leader. You've started to signal that there's a major shortage of units. What about respirators I mean? What does the picture start to look like in a couple of weeks and are we ready for? We are not ready for certainly today. The picture looks like you have tens of thousands of people coming to the hospital. These are respiratory illnesses. They can't breathe they need an ICU. Bed with a ventilator. Okay by more ventilators okay. You can't you can't because the entire world is trying to buy ventilator you tried to by others we try every which way to buy ventilators were trying to go to China which is now over it trying to buy their ventilators. I mean it is a global competition to buy ventilators The federal government has had an emergency medical stockpile. I'm reached out to the president. Federal cooperation is everything. Michael because it's whatever the federal government has in that stockpile is going to be our main access. Did you ask to tap into the stockpile president? Say Yes if I can ask. He has said he will be very helpful. We're looking at the army corps of Engineers to try to build additional hospital beds convert dormitories etc. Because you've you're overwhelming the capacity of the healthcare system. By two or three times you need backup staff backup. Nurses backup doctors more space more equipment. More gloves more food more. Everything is their aversion. Were hospitals can handle this influx or is it just a matter of how short they fall? There's no way they can handle this so then do you accept that some incredibly difficult decisions are going to have to be made inside hospitals in the coming days decisions of. Who and WHO DIES. Who GETS A bed? Who doesn't who gets a respirator. Who Doesn't get a respirator? Who deprioritize is that? Something doctors should be deciding or is that something government should be playing a role in. It will be a question of triage remember. Most of these people will have serious underlying conditions already and in some ways it will become self selecting depending on. How ill you were when you came in right but when the decision has to be made do I put the eighty five year old with underlying conditions in the ICU? Who might have a fifty fifty chance or do I put a forty five year old in the ICU? Who's with respiratory problems? Who has a sixty percent chance? We talked to a doctor in Italy. Who had to make these choices? Do you want to be the one issuing protocols? Do you want the president to be assuring those particles who should be dieting those kind of off? Assyrians when I pray. We don't get there but if we get there should be a medical decision. God intervenes in God makes the determination. I what is the ideal role of the federal government? Right now in your mind right now crank up the Army Corps of Engineers which does have building capacity add to hospital capacity in the states that needed New Yorker would be at the top of the list. That's what they do right. They build the infrastructure for war. They go into a country where nothing exists. They cut down trees. They build roads they built camps. Because the states don't have the capacity or the resources. I don't have a workforce mobilize FEMUR Federal Emergency Management Agency which has tremendous potential when it works. Well right FEMA did Hurricane Katrina which was fema not doing a good job. Fema can be extraordinarily good when staffed and funded so we need them fully deployed here and are they doing that. The president has now. I believe yesterday. The president's tone was one hundred percent serious. He showed more sobriety on this issue than he is shown. I spoke with him twice today already. I know he has his team working. I was on the phone with him late last night early this morning so I believe he is fully committed and he understands the role and he understands the severity and that is good news. Let me ask you directly. What do you think of President? Trump's leadership in this moment it began with some skepticism about the severity of the situation. It has changed like you. Just signaled is the President. Your partner here. Let me see this. I have had a tumultuous relationship with as President I have opposed many of his policies. Vociferously you could probably say there has been no governor in the country who has been as aggressive in his opposition to the president as I have both ideologically and practically and I probably have sued the president more than any government states so having said that I said to the president again this morning. Look forget everything forget. Democrats forget Republicans. We're Americans and that always came first and that's where we are. I put out my hand in partnership I need your help. I'm grateful for your help. I'll be a committed partner. Let's get this done. Let's save lives. Did he say anything to make? You feel like that was to be reciprocated. Yes yes you said Yes exactly. You know. This country has gotten itself into this. Hyper partisan hype you know this ideological intensity and I understand why it has been for me to in truth but then something happens and it changes your whole perspective right You can be fighting in your family with your siblings and I'm not GonNa go to your birthday party and I'm not GonNa and then the parent dies and you say to each other like what have we been doing. What a waste of time. You think were adamant that may transcend is. You're talking about Americans dying here. That's what you're talking about. Americans dying forget everything else. Life is life and death and that changes your perspective. We can have the arguments another day. It also changes by the way your perspective on government. Think about this one was the last time this country actually needed government needed it needed to be competent and qualified and needed leaders to be real leaders not celebrity leaders not good looking handsome charismatic leaders. I like this one. This one's sexy. This one's funny said totally different Lens. No this thing called government is very serious. This is serious business. You have to know what you're doing. You have to know how to mobile on. What is this core Army Corp engineers and and Fema and how do you build a hospital forty five days and how do you triage? And how do you make all these things happen in state local relations and passing emergency appropriations? And how do you get emergency funding for purchasing emergency orders? Wow I didn't even know government right that this is what government is actually for every so often we have a moment that demonstrates why government excess and it doesn't matter until it matters right. Is there more coming governor? What kind of measures should your constituents should all New Yorkers and maybe even people beyond Newark be getting ready to take on as we walked into this room we got word for example that it looks like New York is going to essentially order a shelter in place condition? Governor Andrew Cuomo met with President trump on Friday and we have an exclusive of what happened the Morning Governor. Cuomo this morning Very John. Pleasure to be with you. Thank you for having no traditionally Between you and trump were friends a long time you have differences in certain political things but basically you were friends How did the meeting go on Friday? The the person and And I've had a number of discussions you're right. We're from different. Political parties have different political philosophies. But we've always been able to talk And WE'VE AWHILE. He's been president. We've talked about a number of issues. The issue now is really tied to the main issue. This political Scifo John which is the issue of immigration. And what should this nation do about immigration It comes to light in New York because In New York like thirteen other states we give drivers licenses to undocumented people From a state point of view. I WanNa make sure that people who are driving our roads. PASA driving test. It's a public safety issue so even if you're not in full compliance with the immigration laws. You can get a driver's license if you take the test and if you pass the test because we want to make sure that if you're driving you know what you're doing. The federal government wants access to our department of motor vehicles database. Which would then give them access to the database of undocumented people in the state our state when we passed a law said we won't turn the data over to the federal government If you did then nobody would come forward no undocumented person would come forward and actually apply for a license the Federal Department of Homeland Security. I think is basically extorting New York by setting. If you don't give us the driver's license database we will deny access to a federal program called global entry. Gets a little complicated? John but global entry allows people to go to the federal government and basically get pre-screened so when you come into an airport and you're going through customs you are prescreened and you don't have to wait on these long lines. It's a fast track through customs. A lot of people who travel yet this clear so they don't waste all this time on these borderlines on the everybody hates those lines. Yes in the federal government said If you're a New York we won't allow you access to this fast track process and it's only retaliation for us not giving them the driver's license information they totally unrelated these two things When before they give you. The special pass has to do their own investigation. Don't necessarily need your database to that. That's exactly right John. And that's why this is Infuriating and I think we're too it's to get the fast pass you have to go before the federal government you sit with the federal officials you provide all the documentation you haven't interview and then they give you this Free Fast Pass. It has nothing to do with the driver's license database. They're just using this to force us to give them the driver's license. I said to the Homeland Security Person. Look I'll give you any information. You want anyone applying so the fast track process the global entry. But I'm not going to give you the Department of Motor Vehicle Database and I can understand It's a compromise to be had for instance when I was talking about it years ago and I said undocumented immigrants that committed a crime I have no sympathy for but undocumented immigrants that are working hard and have never committed a crime and they're paying the taxes we should leave them alone. Can we make a deal like that? I offered them the logical solution to their question. I said anyone who's applying for the Global Lynch free Fast Pass. I'll give you whatever you want. Whatever you want. So that is more than a logical and gives them everything they want if they're only using it to extort New York. Well then I can't do anything for them And that's the decision that they're going have to make understood and President going to think about that. The president was going to get back to me next week after he reviewed the situation. Well it sounds logical and I think you came a solution to at least to what other things discussed was The Hudson River tunnel festival Hudson River tunnels have spoken to the president about it. Came up again. The salt which was a tax increase for New Yorkers that ended the deductability state and local taxes no state contributes more to the federal government. The New York state We give about fourteen billion dollars more to the federal government than we get back with a number one contributing state the United States of America and then ending called deductability state and local taxes. Means New York now contribute even more? It was totally share. It was totally political. Basically the the democratic states under their tax bill gave more money to the Republican states. And that's using politics to do government policy in a way that I've never seen happen before. Joe You know we can have our own politics. And we can have an honorable disagreement but you key it extort and you can't use government to penalize your political enemies. That's just wrong well. It seems like they're ever mess in Washington over politics and WHO's still be based on that but that's a big mess in federal government as it is and you does need that tunnel and What I said Jerry. Nadler quote me and ask me talk to the president about it. I said Cherry. It's hard because you've criticized him every day and you're looking to hang them every day If and it's right through Jerry's district or is there a way to compromise anything? Well look even on the tunnels we can. We can compromise. The tunnels are very important because the Amtrak trains comes through the tunnels and they. It's not just into New York. That's the whole northeast corridor. John Dick goes through those tunnels. So you're talking about the whole northeast would lease Amtrak. Train service if those tunnels go down and tunnels are in very bad shape Right now part of a very large project called the Gateway Project which is about thirty billion dollar project which is very expensive. I said we could scale it back. And let's focus on the tunnels I because that's the priority but you're right. The larger dynamic is new. York is a democratic state even than northeastern states tend to be democratic. If you take hyper political viewpoint you would say well. Why would I help? New York in Connecticut and Massachusetts New Hampshire Vermont and many of these democratic states primarily. Yeah except we. That is a really counterproductive. Obnoxious frankly point of view. I'm not going to help citizens who are American citizens who happen to live in democratic states and it's also very bad for the country because New York is a big economic engine. The northeast is a big economic. Engine is cutting your nose despite your face. No but I think all New Yorkers old north Houston is understand that Who also are not discussion. Is Trump gonNA considered some kind of compromise? I hope you know. I hope I talked to him about the soul tax the gateway tunnels. I've talked to him about projects. We're building a new Laguardia Airport. Is You know our needs federal approval to do that? The federal government has slowed down that airport construction project. Your point is right when you said the Congressman Nadler. The president feels that he doesn't get political support in New York and therefore he keeps poking New York but the cycle has to stop John. You know it's you don't treat me well so I'm going to treat you poorly. Yeah but that's just a vicious downward spiral you're one hundred percent right Governor Cuomo that cycle has to stop and everybody should sit around around table and make and do what's best for the country and best for the state I've said to the president if you help us with one of these projects which is a federal project and it's it's good for the country. I'll be one hundred percent cooperative. I want what's good for my state? I don't care if you're democratic Republican short poll. Let's work together and get things done. That's what the game is all about any other issues come up. How long was the beating We met for about an hour. It was a you know. We're both from new. York was a candidate. Frank Conversation I think the president really understood the situation and When he said his he get back to me next week. That was a reasonable position. You know it's a it's a complicated issue and you had to talk to his people so we'll see what he says next week. New York state bail reform the. Da's the district attorney's are up in arms. The police departments are up in arms. What's hey you We appear to have some compromise. Everybody believes impel reforms Governor you know there were a lot of things wrong but it did go too far. What say you? Yeah you know John Bail reform. We made a major change. The major chains was de linking cash. Bail meaning what meaning the way. The system works now is a judge. Basically determines bail and sets bail. And it's a dollar amount and if you can pay the bill get out and if you can't pay bail you sit in jail sometimes for one to three years before your cases even heard that's not justice was not supposed to be about money. It was not supposed to be about rich or poor so we're D- linking cash from the bail system which is right and it's long overdue. This is now a major change though to the system. And when you make a major change you have to step back and see how it works. You know any complex system. John you change one piece you then have to see how the rest of the system reacts the Human Body. They put you on a medication. The doctor says well let's see how it goes and let's see what the consequences are so We made a major change.
