Let's listen in to some of the highlights that came out of that press conference. Here's Treasury what Secretary Yellen had say relationship between the United States and the People's Republic of China is one of the most consequential of our time. The US and China have significant disagreements those disagreements need to be communicated clearly and directly. But President Biden and I do not see the relationship in the US and China through the frame of great power conflict we believe that the world is big enough for both of our countries to thrive. Both nations have an obligation to responsibly manage this relationship. Like Secretary Blinken, I came to Beijing to deliver on President Biden's directive to deepen bilateral communications after his meeting with President Xi last November. My objective during this trip has been to establish and deepen relationships with the new economic leadership team in place in Beijing. Our discussions are part of a broader concerted effort to stabilize the relationship, reduce the risk of misunderstanding, and discuss areas of cooperation. Over the past two days, I have had a chance to do just that. I've met with Premier He, Finance Minister Liu, People's Bank of China Head Pam, and other senior officials to discuss important pillars of our economic relationship. These conversations were direct, substantive, and productive. Even where we don't see eye to eye, I believe there is clear value in the frank and in -depth discussions we had on the opportunities and challenges in our relationship and the bitter understanding it gave us of each country's actions and intentions. Broadly speaking, I believe that my bilateral meetings, which totaled about 10 hours over two days, served as a step forward in our effort to put the U .S.-China relationship on a sure footing. And that was U .S. Treasury Secretary Janet Yellen wrapping up her to trip China this week. She spoke with reporters at a press conference in Beijing overnight as economic tensions simmer between the world's two largest economies. Doctors report they have been flying off pharmacy shelves because one of the side effects is weight loss. Even some celebrities are lining up to get them, Rosie O'Donnell, Chelsea handler, and the me and air matchmaker, Patti Stanger. Problem is, that is making it difficult for the people who need the drugs for diabetes to get them. Sometimes the drugs like those Olympics weren't even approved by the FDA for weight loss. But with 40% of the population battling their weight or obese, this may wind up being a case of the supply trying to meet the demand. News. Doctors say the best way to lose ten to 15 pounds is by modifying your diet and exercising. Medicaid recipients may have to look elsewhere for healthcare coverage soon. CBS Monica rix reports. Millions of people who rely on Medicaid could get booted from the program over the next year, about 84 million people are covered right now. But as states begin checking, everyone's eligibility for Medicaid for the first time in three years, as many as 14 million people could lose access. Those who no longer qualify will have to turn to ObamaCare for coverage. Options can cost less than ten bucks a month, but out of pocket expenses and co pays are often higher. Medicaid cuts are expected to begin later this year. Monica ricks, CBS News, discussions are underway in fairfax county on the proposed budget leaders are looking for ways to provide relief for residents and offset higher costs. Fairfax county executive Brian Hale laid out a proposed $5 billion budget for the board of supervisors last week. He pointed out while the county has moved toward recovery since the pandemic, there are still concerns. Tossing us more and more to sustain this core thanks to a tight labor market and high end inflationary environment. The residential property tax rate would remain at its current rate of $1 and 11 cents per $100 of assessed value, but county homeowners would pay more due to higher real estate assessments. This would mean an average of $520 more in their annual tax bill under the proposal. The board may consider some kind of relief for homeowners like lowering the real estate tax

The total proposed budget for Montgomery county schools is $3.2 billion. That's a 10% boost over this year's budget. Included in the plan hiring teacher coaches and instructional specialists in math and English and ten new security assistant positions. There are also raises for school staff included in the plan that now gets forwarded to the county executive and county council after public hearings in April, the county council gets the final say in its budget vote in May. Kate Ryan, WTO news. Rise in pedestrian and traffic dust locally near schools in specific and fairfax county has that school board calling for action. The board has unanimously this week approved a plan that will create a school traffic and pedestrian safety assessment program it'll be titled. It will be updated. "New Englanders. Bill George recently, the American Lung Association came out with their state of tobacco control report. It's got some interesting findings, and we're gonna talk this morning a little bit about what it means for Rhode Islanders. Here to talk to us from the American Lung Association is Dan Fitzgerald, these national senior manager of the advocacy Hi, Dan. He bill. Thanks for having me It's our pleasure, and also Jennifer Wallace with a She's the director of Tobacco Free Rhode Island. Hi, Jen. Bill. Thanks for having me. Yeah, He's our pleasure, Dan. And just to kind of fill people in on what we're talking about here. Tell us about what is the State of tobacco control report? Yeah, well, this is an annual report from the American Lung Association, and it's called our State of Tobacco Control report is actually our 19th annual in. Basically, this report shows the project the progress and failures of the States and the federal government to prevent and reduce tobacco use. So ultimately, the report grade states and the federal government based on whether the state and federal laws protect Americans from the enormous toll. That we know tobacco used takes on lives and also on the economy, so basically it serves as a blueprint for what state and federal leaders need to do to ultimately eliminate the death and disease caused by tobacco use. Right, And now this is done on a state by state basis, so we actually can see what's happening here in Rhode Island, So tell us about some of the things that they found in Rhode Island. Yeah, For sure. So, the State of Tobacco control report found that while Rhode Island has taken significant steps to reduce tobacco use, including prohibiting the sale of flavored e cigarettes in the state elected officials have a lot more that they need to do to protect you from all tobacco products s So we know that currently about a third of teens, Vape Our Children are becoming the next generation. Unfortunately, they're addicted to tobacco. So you faII ping in tobacco use over. All we know is largely actually driven by flavored tobacco products. So this year, our report has added a new state grade calling for policies to end the sale of all flavored tobacco products specifically, including menthol cigarettes. S O. Rhode Island actually received a D grade in this category, recognizing its progress and restricting flavored cigarettes in all locations but still need for a lot more action. In our state. You know, we fared fairly well in in some categories. We received an a for our smoke free air policies and a B for tobacco taxes. But we did not fare quite as well in the remaining categories. We received A C for access to cessation or quit resource is On. And as I just mentioned a D for the policy restricting flavored tobacco products in our final grade is actually an F and that's for tobacco prevention in control program funding. In fact, the report actually found that Rhode Island brings in about $188.4 Million from tobacco tax revenue in just a mere $395,000 is invested in state tobacco control programs. On Gui know that the CDC the Center for Disease Control and Prevention, recommends that we actually would need to spend about $12.8 million in Rhode Island to make a dent in This tobacco control work. So needless to say, that $400,000 comes for beneath that CDC recommended level so you're saying compared to other states, so other states Generally if we're in f them worth, we're the bottom of that the rank on that. So you're saying almost every other state takes a higher portion off their cigarette tax and puts it back into things like like, you know, this more than cessation information. You nailed it Interesting. Gen Wall is with tobacco free Rhode Island. So, Jen, I want to talk a little bit about some of the things that are being done to fight tobacco use here in Rhode Island s O. So tell us a little bit about the work that you do. Absolutely. Um, hearing Rhode Island. Ah, we have a program called Tobacco Free Rhode Island and where a statewide network that's made up of organizations. And individuals who are working together to reduce tobacco and nicotine use, which is the leading cause of preventable death in our state. We receive funding from the Department of Health in Rhode Island and where How is that the American Lim Association in Rhode Island. Where a central coordinator for all things tobacco, which doesn't only include cigarettes, but it also includes cigarette alternatives, um, which are cheap and flavored, and they come and flashy packaging to attract kids. This includes things like little cigars and cigarillos snooze chewing tobacco as well as nicotine products like E cigarettes. Cuca in Vaping. Our membership consists of 100, incredible, local, state and national organizational partners. Hand individuals who are working closely to create policy change. And also, we have, um Program called Tobacco Free. Ambassadors and, um These are some of our efforts to end the youth Vaping epidemic and empower youth and young adults who are passionate about tobacco prevention and control initiatives are tobacco free Ambassadors program was piloted in August of 2000 and 19, and it consists of youth and young people from around our state aging 14 to 21. Why Are Leaf Blowers So Annoying?
"Hey brain stuff lauren Vogel Bob here the sounds of autumn satisfying crunch the crisp apple or fallen leaves to your feet or the teeth grinding noise of a leaf blower. Powered by electric or gasoline motors that propel air out of a nozzle to send leaves and grass cuttings flying leaf blowers are probably the most Vilnai's devices in the lawn care universe to the noise that they have met in the mid nineteen seventies when leaf blowers became ubiquitous in the United States to California cities adopted early bands of the Equipment Carmel by the sea beverly labeled the leaf. Blowers a noise nuisance and banned their use a move that has been followed by hundreds of other cities across the United States to some degree. But what is it about leaf blowers that people hate is that the decibels the constancy delete blowers pose real dangers to the health of users or others who happen to be within earshot increasingly, the answer appears to be yes to all of the above. Leaf blowers may send leaves and lawn clippings for a ride, but the gusts which reach one, hundred, eighty, two, two, hundred, and eighty miles per hour. That's about two, hundred, ninety, two, four, hundred, fifty kilometers per hour also create a nose clogging swirl of fungus spores, herbicides, and microbes. The resulting dust is so aggravating to people with allergies, asthma bronchitis, and other respiratory maladies that the American Lung Association recommend staying away from leaf blowers altogether. And then there's the air pollution operating a commercial leaf blower for one hour and it's as much smog forming pollution as you would if you drove a recent mid-size car as say twenty sixteen Toyota Camry from Los Angeles Denver, which is about a one, thousand, one, hundred mile or a one, thousand, eight, hundred kilometer trip. That's because most leaf blowers used to cycle engines they're lightweight and inexpensive, but they require a mixture of gasoline and oil to run unlike more complex engines. They don't have separate chambers for fueling lubricants when operated the engine wastes approximately one third of the combined mixture releasing carbon monoxide, nitrous oxide, and hydrocarbons into the air. Three toxins are some of the main culprits in the air pollution from leaf blowers. Carbon monoxide helps for smug nitrous oxide is a prime ingredient in acid rain and has been linked to global warming. Hydrocarbons are cancer causing organic compounds that also contribute to smog formation plus leaf blowers are noisy. How noisy are they when you engage in conversation? That's a noise level of about. Sixty decibels according to the center for hearing and Communication. If you're strolling on a sidewalk in a car goes by that's about seventy decibels a leaf blower, even fifty feet or fifteen meters away can be up to seventy five decibels and right up close that jumps well into the nineties according to the World Health Organization any noise about seventy decibels risks causing physical hearing damage. And then there's the mental toll. Miss. Preliminary data shows that phones brains may have a hypersensitive connection between the auditory system and the LIMBIC system, which is the part of the brain that's responsible for creating emotions. It's so much a part of life for a phones that they can be shocked others don't feel or react the same way to certain noises. But being irritated by leaf blowers doesn't necessarily mean your phone. Erica. Walker a doctoral student at Harvard. University's Chan. School. Of Public Health discovered that is far less irritating to create a sound than it is to hear it in a survey of one thousand, fifty residents more than a dozen Boston neighborhoods, Walker found that the majority of respondents said they couldn't control or get away from noises like leaf blowers and they believed that no one really cared that it annoyed them. What's more other research has shown that leaf blowers, a low frequency noise that penetrates through outer walls into homes and businesses in a way that some other noises passing vehicles, for example do not. However. Leaf blowers have become an integral part of commercial lawn care while a leaf blower may sound like fingernails across chalkboard to you for the businesses that rely on them portion of their livelihood. In fact, it's been reaching record numbers in the last couple of years, owing to competition folks in the industry say, from sheep or natural gas and renewable energy and some of the utility companies are closing down their old coal coal coal-fired plants on their own not because they even have to rip because they've become inefficient, and it's cheaper to use natural gas which comes right here from the. United States of America. So no foreign. No foreign influence there for the most part with the natural gas. So that's what's happening out there in the world, but it's a different situation in Washington, where there's a lot of talk about this this morning. So we thought we'd like to hear what you think about this. You think this is this can bring back the coal industry after a couple of years of the Trump administration. There are fewer coal miners now than there were on inauguration day. This is an attempt to bring back jobs in the coal industry, and to keep the fossil fuel industry alive. And there, you know, there are jobs, a lot of jobs involved with that not so much in the coal industry, but in fossil fuels, in general, so we'd like to know what you think about this. I'm not sure how much of an impact actually will have in the long run, because, as I mentioned, states, are moving on their own to enact all kinds of regulations on fossil, fuel emissions, and the utility companies themselves are cleaning up their act. Even even going beyond with the federal government has been mandating. Because it makes sense for them economically to do so, but as always the human factor, what about the jobs that get displaced there are, of course, new jobs in renewable energy, but it's easy to say, well, you know, move from one job to the other, it's a little harder when you're actually the one whose job has disappeared. Automation could make ports more efficient and EKO friendly, but with fewer people from American public media, this is marketplace tech, I'm Amy Choi in from Ali would. More consumer goods come into the port of Los Angeles than any other US port a plan to use more unmanned, electric vehicles would bring major changes to the port and its surrounding economy, union workers are pushing back hard against automation at a protest this spring, workers held signs. Well, if are fewer of them on going to have to cut back my employee hours. I'm not going to be able to hire bands to calm for nights of the week. And defaults who are promoting automation, are saying, look, we need to say, we need to stay competitive, we are losing market, share to east coast and Gulf Coast ports, because they are more nimble, and our ports are in, in the our ports in, in California just more expensive. So you have this micro aspect to this the micro impact, and then the macro impact, you know, your reporting revealed that there are forty four automated or semi automated ports around the world. But there are only five in the US it seems that that slow have we been slower to adopt this technology? American ports have definitely been slower to adopt this technology and a lot has to do with the power of local unions. And in Asia, a lot of these ports are, are newer, so they're using the most up to date technology, but generally American ports have been lagging. Ng in automation because of the concerns of how this affects local jobs, that was Romi Varghese reporter at Bloomberg news. She notes that LA mayor aarc are said he continues to lead talks between the union and the port. We're talking about urban planning scholars surveyed hundred twenty cities in America about their preparedness for self driving cars and only a tiny fraction of them have comprehensive plans for autonomous vehicles. One of them Los Angeles. It has an urban mobility in a digital age plan. That includes ideas about dedicated lanes for Altana, Mus cars municipal fleets of robotic buses, and shuttles and vehicle data sharing relationships, so that the city can manage traffic flow.
