NYC members and from the John D. and Catherine T. macarthur foundation supporting creative people and effective institutions committed to building a more just verdant and peaceful world more information is that mac found dot org and the Wallace foundation fostering improvements in learning and enrichment for disadvantaged children and the vitality of the arts for everyone ideas that Wallace foundation dot org it's morning edition on WNYC I'm Kerry Nolan as you've been hearing today is June thirteenth it marks the day June nineteenth eighteen sixty five when the Union Army road into Texas to declare that slavery was no longer allowed a full two and a half years after the signing of the Emancipation Proclamation one hundred fifty five years later Juneteenth has been observed as a permanent full state holiday only in Texas but that appears to be changing assemblywoman Alicia Hyndman is one lawmaker who's been pushing for that change she represents the twenty ninth district in queens and she joins us now good morning good morning Terry so until this week Juneteenth was recognized as a day of commemoration in New York but not a public holiday can you talk about the difference between those and why you wanted that change well I figured that the commemoration it is nice as lawmakers we do an event at Albany around the state of New York there are very few key defense that take place but making it a state holiday a public holiday means that all state employees the state facilities will be closed and remain in observance of Juneteenth and that means schools will be closed and I would think it's a great opportunity to learn more about American history black history is American history and this is the way to make sure that addressing one of the way adjusting in one of the ways that the matic racism that exists in our culture exactly so what does Juneteenth mean to you he made it means that black history packet that is American history that it talks about how slavery emancipation proclamation what's in the end all be all the authorities were not immediately free that did that this general travel could Galveston Texas and suite two hundred and fifty thousand slaves and that we need landmark dates to recognize the contributions of African Americans in this country and you included the perfect way in which after you do that now on Wednesday governor Cuomo signed an executive order recognizing Juneteenth as a holiday for state employees he said.

"He'll propose legislation next year to make it a permanent state holiday but you already had sponsored a bill to do that very thing I know I'm gonna be pretty strong reaction tell us a little bit about that I heard his press conference yesterday and I immediately reached out to a staff and then I didn't get a response and then I went on Twitter and then you can actually staff reached out and corrected my that he made a narrow that not recognized in that legislation had already been put in and then we did a joint press release so my legislation he had committed to find it when it comes up and our next session now we we are joined at the arms the at the speaker our request so we could convene anytime and I'm hoping that when we do convene that will be up front about can you tell us about some of the objections you heard to changing the designation of the holiday to state level I have not heard any there's been no negative feedback self I'm sure it will come I'm sure my staff will tell me and I see it myself but I haven't heard anything negative as yet Virginia also announced intentions to mark the day is a state holiday but a few states of Hawaii North Dakota and South Dakota still don't recognize it at all do you feel like there's kind of momentum to change that on a federal level absolutely I believe that this in the last couple weeks African Americans have been severely hit by the pandemic and also realizing that racism is alive and well in our culture and I think that states around the country should really look at how do they engage communities that have been disenfranchised given it's the holiday is not just one thing I have is the magic change but I also think that enough in history and not enough public and private sectors but he's cool that June he should be taught that lately as knowledge displayed we and the effect that I had today really we'll clarify wisely the minute the way that this country and I think this is one way in a dress that side of the state do I need to take this and all the protecting and double I'm back to the necessary in order to move change in order to make legal goal I'm on the right side justice and I think this is just one way in doing that one final question if Juneteenth becomes a state holiday what do you want new Yorkers to take away from that American history is inclusive of all of us that African Americans have contributed a lot to our country and the reason why this country's so great is because of free labor that took place I'm doing the institution of slavery that four hundred to one years later we still have a ways to go and then we could do this together and that being more inclusive of indigenous people of inflate Africans NDA emigrate to have come apple was really is what makes this country great and we need to embrace all of that Juneteenth is celebrating Juneteenth in the state of New York and hopefully around the country is this a bad date on what needs to be done and rectifying the wrongs in the country New York state assemblywoman Alicia Hyndman thank you so much for joining us thank you carry as police face scrutiny across the country some students in New York City you're focusing on the role of police in schools the school board in Minneapolis voted to end its contract with the police department and other cities are following suit W. C.'s Jessica Gould has been talking to students who want to see something similar good morning Jessica good morning just get there was a rally last night in person outside school chancellors Carranza's apartment building and we have a clip from that so they're saying that their students and not criminals and having police safety agents in school creates the wrong climate is that right yeah they say hearing handcuffs dangling behind them as they walk in the halls and makes them feel like criminals and they also see a can make conflicts worse I spoke to a senior named rose and twine about a time she was having an argument with a classmate and then the teacher called the school safety agents and here's what happened if you could what was holding me back another girl hit me in the back of my head in skin color kind of spilling me warped it kind of like pushed me away and it didn't help and there are studies that show black students particularly black girls get punished we more harshly than their classmates so what do the students say they want instead some want safety agents gone from schools all together they say if the education department invested the money and they pay them in conflict resolution and mental health it would make schools even safer than they are now but not everyone agrees with this there are school surveys that show a lot of students really supports school safety agents so there's a parallel effort going on right now in city council to at least move schools security from the NYPD back to the department of education's oversight which is where it used to be what would that do would it even make a difference yeah it's not clear it may make safety agents more accountable to schools or change how they're trained but I wanted to say that last year there was an agreement between the police and they DO we that was updated and those changes have had an effect their new limits on student arrest so the rest Sir down and from previous years and suspensions are down to some of this may get hashed out in the budget which as you know is due by the end of the month okay Jessica Gould is W.
