Let's take a closer look at the eco data that we just received for China's short while ago, joining us now Alethia Garcia herrero, who is the chief economist for the AIPAC at natixis joining us from Taipei. Alethia, thank you so much for being with us. It looks like China has quite a bit of work to do it to recover from what has obviously been a coed zero policy that hasn't worked, obviously we've seen now a pivot away from that, but the number is in November, particularly the contraction in retail sales, a little disturbing. No? Yes, but I guess that's exactly why we see what we see. Yeah, that China is out of the COVID because it was unsustainable in many, many ways, but economy. And we know because November. We knew that data was going to be horrible, consensus was showing that. It's going to be worse than it's been worse than consensus. But the reason is that mobility indicates both inter city and intercity mobility indicators in China in November plummeted. Around 30% of GDP was in lockdown before China decided to open. So the data is just showing that reality. Now the question is, what about December? Is it going to be any better? And I guess retail sales will be better. But industrial production and fixed asset investment, I doubt, because now we have the tail effect of the opening app, which is humongous number of cases, people staying at home, and thus production will probably be even worse in December. Yeah, and what are the implications for lunar new year, which is not too far away, particularly in terms of people staying home, disruption to travel schedules, this could be a lunar new year like no other. Yes. In fact, we hear, which is a relief that Beijing might peak. I mean, faces might peak by the end of the year. And that's all fine. I have to say, it's very fast, but it could be because the immunity is very low. So it's very easy to get COVID now in China. But what about the rest? And Laura here is not about Beijing. It's about everywhere else, basically. And that means that peaking elsewhere will be accelerated by the Chinese New Year, but surely will be much more people will travel because they know that it will be bringing COVID to the rural areas. And that's very dangerous. So my sense is that the first pool first quarter in China will be quite underwhelming. But the second third and fourth will be very, very good because that's when we will see it really the end of the tunnel. When contagions have peaked and we're already on the downside number of deaths. But it's not going to be before that. In my view. What is the government likely to do in the interim in terms of a policy response? Maybe not on the monetary side, fiscal side are we likely to see some stimulus creep in here? Well, we have, of course, the canceled but not really. Cancel economic conference work economic conference happening and we may hear more, but to me what the data will fix asset investment shows is that because they've really tried hard in November to increase basically infrastructure spending and we don't see it in the data. So it is not easy. When people are at home, whether it's because you pour them to be home or because they're actually sick, you're not going to see infrastructure spending increase in moving up your fixed asset investment. So the first quarter will be really bad. Also because the best effect is very negative because first quarter was very good last year. So bear with me, no, no big stimulus, not that they may not try, but I don't think it will be successful in the first quarter. But a big ride, and this is important for energy markets, globally. In the second half quarter. For inflation since we have the fed, let me just a minute that China in December is not good for inflation because it means that we have supply chain disruptions. And that's what we are getting. And that's December 1st quarter. Then thereafter is about demand and it is about energy prices. So in a way I can understand the fact, there's a big shock here that we can't measure, which is China's opening up. And whether it's a supply chain disruptions, and thereafter energy demand. Okay, well, a lot of that may be taken care of as the result of president Xi Jinping's trip to Saudi Arabia trying to secure a little bit more in the way of energy policy. I guessed for the half hour's Alethia Garcia herrero, a chief for Asia Pacific economist debt in the Texas, and Alicia, we're just waiting on China trade numbers for the month of June and with that in mind, I want you to try and square the circle for us. We've got COVID cases potentially rising in Shanghai again. How does China get growth going while maintaining this COVID zero policy? These two goals seem impossible to reconcile. Well, they are, and that's where we are stuck because Chinese policymakers don't think they are. And what they are trying to do to square the circle is to really jump up a huge fiscal stimulus. The problem is that you need mobility for fiscal stimulus, especially infrastructure based. To really work. So we're not getting the boost we thought we would from the local governments. And the only way for them to get something and I don't think it will 5.5% anyway, given what you just said on potential or not potential already lockdowns in smaller cities is to have the central government react. And that's going to be a massive visible fiscal deficit which is not what China has had as a policy tool for ages. It's always been either local governments or local government financial vehicles. So let's visible basically fiscal deficit. And that's where the problem lies. And we're not yet seeing the central government react enough. So that's why we're keeping our growth rate forecast at three and a half for the year. Yeah, even if there is some efficacy here, it's unlikely that it's going to be enough. To really not only maybe help China, but not save the rest of the world if I can put it that way, and you're speaking to us from Spain. I'm going to quickly get your take on what's happening in Europe. We had a very weak reading on German investor confidence we're seeing near parody now in Euro Vis-à-vis the dollar. Give me your sense of what's happening in Europe. Well, Europe is stuck for different reasons. This is not about containment or lockdowns as in as in China. It's really all about the world. And energy prices and the reaction to the war in terms of obvious sanctions and the counter effect of those on the European economy. But I have to say that the whole global economy was decelerating already before the war. I mean, in a way, what we're seeing is just an acceleration of a trend. And this is because the scarring of the pandemic is happening as we speak globally, including Europe. So the big problem you have in the U.S., meaning scarcity of labor supply is an issue in Germany and that's part of the story. It's an issue in New Zealand where we had rate hike just a few minutes ago. So we have supply constraints in Europe, you are asking about your that are making it harder to grow beyond the impact of energy prices which are indeed massive. So for Germany that. Record deficits since we haven't seen it in literally ever is really about higher energy prices, but lower exports. By the way, partially to China. So it's like a vicious circle, everybody is this is really a synchronic slowdown for different reasons, but they're all relevant and that's why each country is feeding each other. So for trade today and that will impact Germany down the road for China, we're going to see additional deceleration of imports. And there you go, Germany, we suffer most within Europe. "As we know it on earth. Right? We don't know what we're going to come back into. But make the most of it. Stay present, find good people. You can laugh with, you can experience this life with and do the things that you that you want to do. Do them. Even if they don't come out how you like, you can always look back and say, but I took a risk on me. I bet it on myself. You know, listening to your answer there, it took me back to your song crazy crazy classic life, where that's what that and particularly in the video, that's what that is all about living that crazy classic life. And there's a line in there that is very, very pointed, but speaks to what you were just talking about is you saying, I am not America's nightmare, I am the American Dream. Talk about the power in being able to articulate that, say it out loud for everybody to hear. Yes, I am not, I am not America's nightmare. I am the American Dream. I am. I get to define that on my own term. And that's what I love about afrofuturism in this book is that we see ourselves black and brown people. We get to determine these things on our own terms. We get to say how we thrive in the future. We get to talk about we don't have people discussing our narratives that haven't lived them. They don't know the stories that have been passed down generations to generations to generations of us that we are telling ourselves to remain sane. They don't know those things. And so I think that the American Dream is defined by us, you know, it shouldn't be because of what white folks have done and been able to do, if we're doing what they're doing, then we're living the American Dream. No, the American Dream could be to somebody I want to smoke my weed. I want to be able to drive without being pulled over. I want to provide for my family and take our family on trips without being racially profiled. I want to run up and down the street naked without people thinking that I, you know, that my body is their body. I get to define freedom on my own terms, especially as long as I'm not hurting anybody. Let's redefine what the American Dream looks like as well. Right. You know, talk about the people and stories that are in the memory librarian. How did you how did you gather them and why was it important to tell the variety of stories that are in it? Well, you know, because the memory library is inspired from the same soil as dirty computer. I had so much to work with. I mean, this is a project that is centered around memories being a race literally like the new dawn, this corrupt totalitarian regime, taking people's memories, making them become versions of people that they want them to be. They want them to assimilate, so they'll manipulate them, take their memories and give them new identity. And so this is a story of black and brown folks queer community like pretty much all of the leads in here are of the communities that I care so much about and they win. They prevail, like this is just a reminder that throughout history, you can try, you can try, you can try, but we will prevail. The uprising will always happen. You can't erase us. We can't be right. Our stories will never be a race. We will figure out a way to come back to the dirt, the dirt that is us. So we are up to it, right? And so I collaborated with 5 incredible writers, I collaborated with Danny lore on a short story called never mind. I collaborated with the liodon Johnson on the memory librarian, shari Rene Thomas, on time box altered, evaluating on time box, and I also collaborated with I have one more story that I'm missing that is just so near and dear to my heart. Oh, your honka Delgado, on save changes. And so this is a group of black and brown writers who please check out their work if you can, but it got inspired from a thought experiment. I was like, what if in the world of dirty computer there was a memory librarian? Memory librarian who knew everybody's memories who knew all of the towns passed identities. What does that mean though when the memory librarian wants to fall in love? What do you do when you know everybody's secrets? And also being someone who does find a love interest in Alethia in this story. She also gets brought back to her past and who she was before she became a memory keeper. And then there was another story called time box. What does it mean. To reclaim your time? Literally, if there was a time box, a room in your apartment that you didn't know exist, what you found out when you walked into this room, the time stop. You could really make time stop. And this speaks to time poverty. This speaks to all of the time that we lose fighting against white supremacy fighting against racism, fighting against classism, all of that, and you're out on the streets marching. How are you using that time? Are you resting? Are you having sex? Are you telling the rest of the community about this place? What does that mean? And so I really started from these kind of thought experiments. Talk more about Alethia, whose full name is Alethia 5 6 9 three four. And you say her number indicates a known deviance. But also that she has been cleared for full reintroduction to society. What does that mean in this world of the dirty computer that she has been cleared for full reintroduction to society? Well, I don't want to give away too much of the story, but Alicia is a trans woman and Alicia in our stories. It's not like we live. We exist nobody is made to feel less than, and this story really does speak to the trans experience. It speaks to love within that experience and how two people are disconnected with their hearts. What's happening in the country right now, particularly when it comes to the trans community. In particularly to young trans people with states passing laws that criminalize providing criminalize their parents and doctors for providing them with gender affirming care. One state, which escapes my mind right now, was going to make it illegal for parents to go out of state to find that care for their children. What do you, what do you make of what's happening in this country when it comes to trans rights? And transgender Americans rights to be free and live their lives. Free of harassment. I think it's awful. I think it's awful from every angle for you to tell somebody who they are. And try and control somebody's body, their mind. Like, how are you going to tell somebody who they are? Better than they can tell themselves who they are. Kids know who they are, they know who they are, like I have a niece and a nephew and they were showing us things about themselves, you know, at a very young age. And I think that is just wrong. And I have lots of trans friends and family and people I love and care about. And I just want to say sorry. You know, I'm so sorry that this is being your life experience that you're not being taken care of in the way that you should. As a human being, trans.
