Man who was with Adam Toledo at time of police shooting is back in custody

"Police are seeking additional charges against 21 year old Reuben Roman of the city's Edgewater neighborhood, and police say he was there when officers shot and killed 13 year old Adam Toledo during the overnight hours of March, 29 Roman at the time, was charged with misdemeanors and released. "Black and Hispanic Americans are about twice as likely to die from covert 19 is white Americans, yet they have been vaccinated. At much lower rates across the country that in Chicago, about half of the city's vaccinations are for people of color. Of uptake in the early days of the vaccine program to now over 50% is remarkable turnaround, and it's really do that the hard work of so many people across our city certainly led by city government, But really, our partners in the neighborhoods deserve the credit because they recognize this life saving Vaccine has to go to those people that are most in need. And in our city That means communities of color. But what's the messaging in this Because, of course, you know, a lot of the hesitancy is historic, based on things that, obviously well, what's the message Inky were able to convince you there's there's no secret sauce, and it's really ah lot of diligence, one on one conversation and getting people who are trusted. Community partners in those neighborhoods who recognizable literally. We've gone door to door for months now to get people educated. Provide them with information really do a lot of myth busting and you've just got a Put in the hard work to overcome their fears. And I think as people have seen people that they recognize whether it's a mayor of color as I am or their neighbors who are getting the vaccine without adverse consequences. It's bringing people who are really standing on the sidelines into the field of play and saying, all right I'll do this. I think it's safe. Have to ask you Mayor Lightfoot, a zoo, you know. Chicago Tribune reported this week that the city spent more than $280 million nearly 60% of the discretionary spending money it got under the Caress Coronavirus relief package. Those were designated dollars where there was really no flexibility whatsoever and how that money was spent, and we spent it accordingly. There were some money, however, that the federal government gave to cities like Chicago to address the unprecedented need to respond to covert 19. And yes, we spent money on a range of first responder activities because they were at the front lines in many instances, particularly in the early days of our covert 19 response. So the criticism that somehow we should have taken a pass on free money from the federal government that came to address unprecedented and unbudgeted needs that were in our city just doesn't make any sense. I make no apologies for the fact that we took advantage of the opportunities that the federal gave government gave us rather than passing on. Was expensive to our taxpayers, so that the the choices do we actually take advantage of the re rope the money that has given us two by the federal government and save Burden on our taxpayers, or do we just pass along the cost to the taxpayers? I understand with our taxpayers every single day and do everything that I can to save them from any further burden, And that's exactly what we did in Chicago. Thanks so much my pleasure.

I can sympathize with teachers who woke up this morning and just said I'm not comfortable. Um, but at the same time, we need to be doing everything possible to get to the point. We're comfortable. We can't use this as an excuse, for example, to go on vacation, you know, to stay home just because some some of that is also clearly happening. So I can't condemn the teachers who decided on staff who decided they weren't going to come in today, But at the same time, they really have to look at their motivation and get on board here to get to the table rather than just saying schools aren't safe. Tell us what you think you would need to feel comfortable. You know, let's let's just get there because it's possible to say that schools can't be made safe that it's an impossibility is nonsense. The private schools in the parochial schools, the schools in Europe, even in heck have proven otherwise. It's possible to get to a place where schools are safe for Children to return, so we need to focus on that and do what it takes to get there. I don't think it's a science problem. I don't think it's a safety problem. I think it's a union problem. Well, I signed the letter on the reason I signed the letter was because in the briefing I had a couple of weeks ago, I did feel it was a science problem. The questions that I asked, were solely focused on ventilation infiltration. I got the briefing on all the other medications and all the other safety measures that CPS was taken. I find them all to be wholly adequate and sufficient. Where I was not satisfied was in the answers that I got with regard to ventilation and filtration measures. When we get several 100 kids and faculty and staff in the same indoor environment, it seems like we're going to a great Deal of trouble and expense to just make up a small portion of the Chicago Teachers union feel a little bit safer. Why don't we say Look, you're you're free to stay home. It's everybody's freedom to stay home and not work If you don't feel safe, but you don't know save inherent right to get paid for not working. Yeah, well, and now you're getting into collective bargaining issues there, you know, and that zoo whole nother can of worms. I don't think we want to open right now. The union is already trying to say that this should be bargaining related is if we were talking about, you know salaries in vacation time. We're not. We're not talking about the conditions of their employment contract. We're talking about the larger environment that teaching happens in. That shouldn't be a collective bargaining matter. But it should. It should, however, be something that all staff whether you're a teacher, Custodian administrator. Anyone who's in the building you are a stakeholder. And the measures that are being taken to make that building safe and you absolutely deserve a seat at the table. But as I said, come to that seat with the idea That we're going to find a way where we can all say OK, we've done it. We can go back to school now and it's safe on. I see foot dragging from the union that suggests, you know they may not be approaching it from a standpoint of good safety. How foolish is it for? Ah Union official to say Oh, no. Follow these safety protocols and then, uh, post photographs of her Caribbean vacation. You know, the optics of that are just terrible on dit contributes to this confrontational environment that we're in right now where you've got the leadership of the union and the leadership of the school system, the administration and the mayor's office. Engaged in this public relations battle TOC who can make each other look bad if there was ever a time where we should all be putting aside our political differences. It's now literally lives are at stake and the health of our Children. Can we can we just put that aside for now and focus on the best interests of our Children? screen that I can do all sorts of things I can so one of the stories we're hearing about today has to do with the a city council following the states lead giving bars another revenue source and I guess well who would be against this this sounds like a good idea I'm not no one's against it and it's certainly a small bit of help for an industry that's really been struggling during cove it but it's a bandaid no the real goal here is getting limited capacity indoors so these folks can have a more stable revenue stream right now they have to be outdoors and as you know whether in Chicago's unpredictable so yeah to go cocktails that helps but that certainly isn't the solution it is this going to be something permanent yeah it is Mike you know there's there I guess they could repeal this down the road but I I doubt that will happen it's going to take this industry a couple years to recover and that's assuming we have a vaccine and we get to full opening so I think that'll be a a remedy that's in place for a while another headline to come out of the city council meeting planned to spend one point one billion windfall of federal stimulus money passes the city council what exactly does that mean for folks around here the the bulk of that money was sent to us by the federal government to offset costs that are related to cove it so the hotels that we've been renting for first responders to stay socially distance from their loved ones those types of things will be reimbursed for this kind of money it's a lot of money but it's being used for contact tracing which is critical for us to be able to bend that curve in and get to hopefully normal again but yeah a lot of money there's a lot of debate many of my colleagues thought this was like a a for we got a full of a billion dollars to play with and and create new programs with and that's not what that was for there is no free money now that that's just a fallacy and so this money has to be tagged for cove it related expenses the vast majority of it and that was with the debate really was focused on this what can we get away with spending this money on other than cove it and the answer is you can't stop also yesterday the city council voted to approve the mayor's plan to prohibit Chicago landlords from evicting tenants and this is just a continuation of what's been going on since this virus hit isn't it is and actually I believe governor Pritzker late yesterday afternoon issued another executive order that extends rent relief through July all fess up I voted against that ordinance yesterday while I was one of twelve that voted now because while I am incredibly sympathetic to renters who are job displaced because of the the the corona virus crisis the pandemic you have to think about those folks that own a two or three flat this is where they live as well and they rent out the other units those folks aren't Daddy Warbucks they they can't float a mortgage by themselves and and I think if you're gonna do rent relief which I think is deserve it you also need to couple that with mortgage relief you can't put all this on the small landlord and so for me of course I support the policy of supporting renters you can't leave the small landlord holding the bill I'm so that's why I voted no on you version the forty second were downtown and this must sometimes be a bit complicated because it's the central business district but now you've got what like ninety thousand residents in your war almost yeah more than that but yeah so it it's a neighborhood and it's also where the restaurants are in other businesses so sometimes I mean representing both interests must be difficult at times now it's a data set very delicate balancing act but I remind people I live here too and whenever I look at any issue I look at through the lens of a local resident but again the city depends on the central business district we are the economic engine for the city of Chicago and sell while everyone love a little slice of Lake Forest right here downtown quiet bucolic I have a responsibility keep that engine moving so yeah this push and pull in some of the street closures that we've done to support restaurants have annoyed some people but if you want to see those restaurants here this time next year these are the three things we have to do extraordinary things we have to do to support the business community and at the virtual city council meeting yesterday the did the subject of the police department come up sure subject of of much debate there will be police reforms enacted here in the city of Chicago the next few months there Lightfoot certainly as well credentialed in that area as the former head of Copa but now we're gonna have work groups and we will produce legislation that that results in real reform at the city there's a lot of debate about removing police officers from the Chicago public schools personally I'm willing to listen but I need to know what the plan is to protect teachers and students if it's about the optics having a police officer in that school let's have a discussion but the bottom line is that we need to make sure these kids are safe and I can tell you there been plenty of instances where that police officer in that school save lives so that requires more conversation than simply passing an ordinance back in the day as there was I think it was call officer friendly and there'd be a a cop in the neighborhood who got to know the residence whether that officer was in the school I can't remember probably not back down but the idea of of the officers really getting to know the residents of an area I mean you can't beat that now that's critical and in fact that's where a lot of the police reforms being discussed that's what they're they're aimed at re establishing this personal relationships on the street with the folks who live there that's that's the key you have to build trust any need kids to look up to cops yep that's important so yeah I think that's to be a big piece of how we we shape up the department of the next year yeah and so many of our good cops are what I term just great neighborhood Chicago people and they they want the best for their neighborhoods like anybody else they live here too and they're human beings what do you know about fireworks plans I haven't heard anything about what's going on in the city or not going on this year and do we know anything Bob actually I don't have guidance for you on fireworks if you've got a great view from your studio all as I'm wondering I I think I'd do anything in navy
