DSS property crimes are coming in under the 5 year average, which he also says shows police are doing good work, but where Diaz expressed concern that many of those crimes are not reported. The more we can get people to report that crime, it gives us much more accurate reflection about what crime trends we need to actually be addressing and what people are experiencing. Council member Sarah Nelson says the 4% increase in property crime can't be accurate because of the number of small business victims many of whom she says don't report the crimes to keep their insurance costs down poor because they can't get officers there quickly enough to take reports. Governor Jay inslee says action is being taken to clean up a homeless encampment under the ship canal bridge in Seattle, and they're offering the residents a safer place to live. We've identified quite a number of spots to be able to do that in the upcoming weeks. We want to end that encampment as soon as humanly possible. The neighbors deserve that. And I think we have a reasonable plan to get that job done. Residents in the nearby wallingford neighborhood are asking insley to clear the encampment entirely but for now that won't happen. Well, the transportation department is working to clean the area. They say any residents who want to stay at the site will be allowed to do so. Seattle needs more health won in so does the rest of the country according to democratic congressman Adam Smith from our state. Smith took a ride along with Seattle fire's alternative emergency response unit and was impressed. It needs to be much larger than it is right now. Health one's crew includes a social worker trained to deal with mental illness, homelessness, and drug related emergencies. "One 36. Violent crime is up year to year in Seattle coma forest Jackie Kent has more on that story. People ringing in the new year are hoping the city can get a handle on violent crime in 2023. There has been a lot of shootings lately. Which is unfortunate. Johnny Wynn often walks through Seattle's Chinatown international district, which reported 7 deadly shootings in 2022 through November. I don't always feel safe It's generally at nighttime you usually kind of want to be with other people than yourself. Seattle police data shows a 23% increase in shooting death citywide last year with 38. The most happening in the Chinatown international district followed by bitter Lake and north gate. A devastating reality, but not surprising to crime stoppers director Jim futa. It's a bigger focus now with less police on the street and then you've got the courts letting violent offenders out. This data comes out of time when Seattle police are still short about 400 officers. Chief Adrian Diaz addressed the staff in crisis last week, in the wake of a violent attack on a bus ride or a troubled third in pine. So we're putting officers in the right place. So right now, while we don't have enough officers, we're actually putting them in the right place. Fuda and others strongly believe the city is on the right track. Are you hopeful the city can get a handle on violent crime in the new year? I am. I actually spoke with the chief the other night. And when you are hiring officers that are that represent the community is that that's how some of this trust gets built back. When you hire an officer today, it's at least 18 months before that officer could be a viable one person police car So it's going to take some time to build up. There were also 151 non deadly shootings reported through November. That's about 25 more than the year prior. We did reach out to Seattle police, but were unable to get a comment on the holiday. Police search for shooting suspect after man killed at church in Seattle's Rainier Valley
"Inside Emerald City Bible Fellowship in Seattle's Rainier Valley neighborhood. The search for the shooter continues. We get the latest from Cuomo's Carleen Johnson. Police responded to the scene around four o'clock Wednesday afternoon, A man entered the church. And confronted the victim, who was attending the gathering inside. They exchanged words, then gunfire. What we do know is that this suspect was not part of that meeting and that the suspect and the victim were in some sort of verbal. Discussion, so not sure it was targeted specifically to the two. But that is something that will be part of that investigation. Police Chief Adrian Diaz did not release information about the suspect. But they know who he is. And they're searching for him. Neighbors coming by, say, crime and violence in the area is out of hand. But not good for this. Maybe there were about 40 people inside the church at the time. Many of them witnessed the shooting. "The Seattle City Council is considering yet another budget cut to the Seattle Police Department a move that I suppose we should not find surprising. It's a preemptive cut of over dollars. This, of course, on top of what was previously cut, and of course, it has implications. Joining me on the line is interim police chief Adrian Diaz. Ideas. Welcome back to the show. Welcome. Thank you for having me. I really appreciate you taking the time. So what is the $5.4 Million cut mean in terms of public safety? Yeah. You know, we have had, you know some cuts last year. At the end of their session, Another $2 million and some of the other additional cuts that they have This 5.4 million is just One of those things that we're trying to just kind of stabilize our efforts and our hiring efforts. We have some other crude costs that come up. We have You know, we've had a lot of people leave our department. So we had to pay additional money out in separation pay. We've had people because we have Ah, younger workforce, eh? So we've had people that go out on pay parental leave. And so this is some of that money that you know can you know, cover those costs, But we've also had, you know, we really tried to focus our efforts because we've lost a lot of sworn officers. Hiring additional civilian positions that conduce you of riot different works from CSOs, our community service officers, crime prevention coordinators. And you know that you know another additional cut with a lot wouldn't Wouldn't allow us to be able to hire for some of those civilian positions that are so desperately needed. So they've also effectively cut your overtime budget. So how does that work? Because you've got a dwindling for she lost What? 197 police officers last year I'm told that the numbers are still going down. You lost about 20 this month. I don't know if that's been confirmed yet, but you know you've had to use over time as a result of that, of course. Also you had a lot of instances of unrest that you were staffing. So what exactly is the plan this year? Yeah. You know, we've we've actually had to make some obviously some some adjustments. You know, when I moved 100 officers back into patrol we created during that same time we created a community response group. That has been able to handle 911 calls but also be able to, you know, work and deal with the demonstrations, some that direct action that has been occurring for the last several months. And that has helped us out immensely having a group or squad or units that are able to, um Be able to respond to that direct action that is actually limit that's actually pared down some of our overtime. But as we see more people leave the department. You do have to figure out ways that you can have personnel, you know, sure that up, and that means that you know if we have this level of direct action occurring, you know, luckily not on a nightly basis, but it's been enough. Where it impacts our ability to go out and do proactive public safety on destroying to recover guns off the street because we've had an all time high when it came to about an all time high, but 28 year high Yes. You know, we've tracked. You know our shots fired. Going up are you know homicides going up and so we've got to figure out how do we get? Our resource is back into just doing police work so we can Get some of these guns off the street when part of the issue is and you know you made a point to discuss this over the weekend is you'll make arrest. Your officers will make arrest and then nothing really happens. And so you kind of got a little bit of Ah, potential fight brewing with Pete Holmes, Seattle City attorney. You announced this new policy that he will actually prosecute the vandalism by some of these anti for groups and other agitators. His office has since come out and said, there's no new policy. It sounds like someone's playing a game of semantics here. So what was your conversation with him like between inauguration night violence that that broke out which you indicated? That's when the conversations started to happen? At least and your press conference? What was the conversation? So you know, I'm not going to speak for homes. What I can say is that e think we can all agree that the actions of the direct direct action of these groups that have you know Been breaking windows and created property damage and assaulting, you know, people, there's no tolerance for it. Um And I do think that you know Pete Holmes had mentioned they not gonna prosecute peaceful protesters. We don't arrest people protest. Yeah, Exact. That is not what our focus is. You know, our focus is literally trying to make sure that people that are committed to property damage. Uh, that we address those issues, you know, right away, and and so you know, and we've we've taken you know some different approaches over the last several Uh, months to try and reduce the confrontation between our officers Because direct action. People are looking for that confrontation. And so you know, we've we've taken a different stands on it. And actually Wednesday, the Wednesday case on Inauguration day he did charge and so I'm grateful for that. We have to put good cases you know, together and making sure that officers when they do arrest somebody. They have all the elements of the crime and and I will keep on pushing that our officers need to go out and do their job and making arrests in and try to Fine cases. And then I'll work with Pete Holmes on a case by case basis of making sure people are held
