"Listening to WTOP news let's talk transportation this morning on WTOP we told you Metro is facing a huge budget gap right now but this morning we're finding out more apparently about the 750 million dollar shortfall and what it could actually mean for riders if they don't bridge that gap by next summer WTOP spoke with NBC for transportation reporter Adam Tuss about this new warning out this week the difference this time is it's coming from Metro's operating side of the budget you have to remember Metro has two sides to its budget basically there's the capital side which deals with the infrastructure things like trains and buses tracks stations all that kind of stuff and then there's the operating side of the budget which are the train operators the bus operators the staff positions the wages they have to to pay that's where they're saying that this massive 750 million dollar budget shortfall exists this and time that's not something that the transit agency has had to deal with in the past usually their shortfall has been on the capital side but Metro is actually saying the capital sides in good shape right now it's this operating side you know all the hiring they've had to do with the pandemic and higher wages that they've had to pay people to keep them because of the pandemic because of worker shortages because of things like inflation because of the pandemic which has stripped Metro of ridership and dollars that's where they're saying that this shortfall tests this comes at a time when some other things are going much better for Metro let's face it we've difficult recently years yeah and I think that's what the general manager's position is right like they've had a lot of things go their way recently the Silver Line opening the Potomac Yard metro station the 1000 series issue seems to be resolved from what it was they're ordering new rail cars and they don't want to want to lose that momentum riders are coming back to the system if you go on the redline at rush hour during the week you'll definitely see crowds on the system and that's why they're saying that they can't believe that they're going to have all these of new things on the capital side but they wouldn't have the money to actually operate the trains and the buses to get people there that's why they're saying they don't want to lose the momentum should we be ready to pay more or deal with service cuts well that's a question i asked the general manager directly today uh you know is a fair increase on the table and he said absolutely i mean they realistically have to look at every option here the thing is even if you raise fares i think the last fare hike they had was in 2018 it doesn't make that big of a dent in a budget gap this of size this in 2018 when they raised fares it brought in something like 20 million dollars so drop in the bucket of 750 million dollars and when you start to raise fares you start to push riders away and then you're bringing in less revenue to the system so a fare increase probably is not the most palatable idea of how to solve this budget problem what's the final thought you have adam my final thought is wow what a number i mean we're talking about three quarters of a billion dollars in one year i think metro and its leaders are to trying push the discussion on really creating a dedicated source of revenue for the transit agency uh something like a sales tax a gas tax we simply have moved into a different period of time when it comes to commuting and the way that things like metro should be funded and i think ultimately i do believe that that the budget gap will be solved there could be some cuts that metro has to make to service but i think the larger discussion here is finding a way to fund the system so that we don't have to go over this over and over again nbc for transportation reporter and wtop alum that's adam tuss speaking with our dimitri soto on the top stories we're following for you on wtop this early morning a trial date is formally set in former president donald trump's classified documents case we'll update you on that plea deal that will likely keep him out of jail republicans are calling it this morning a sweetheart deal same with wtop lp for more on these developing stories in just minutes

If take you the Metro, you could see a major disruption in service and or fare hikes next summer. Metro says this week facing it's a three -quarter of a billion dollar budget shortfall, meaning devastating service cuts if it doesn't get the green it needs. Board Chair Paul Smedberg says inflation, worker salaries, retention and lack of ridership are to blame for all of this. NBC 4 transportation reporter Adam Tuss this morning on possibly paying more. Even if you raise fares, I think the last fare hike they had was in 2018, it doesn't make that big of a dent in a budget gap of this size. In 2018 when they raised fares, in it brought something like 20 million dollars, so that's obviously just a drop in the bucket of 750 million dollars. And when you start to raise fares, you start to push riders away and then you're bringing in less revenue to the system. a So fare increase probably is not the most palatable idea. WTOP, that is NBC 4 transportation reporter Adam Tuss on WTOP. We'll talk in more detail with Adam about the metro concerns next half hour. Stick around. WTOP at 313. The Maryland Senate has passed a bill that would give the state's attorney general independent authority to bring criminal charges against police officers when people die in their custody. This bill ensures that both the investigations and the prosecutions of officer involved deaths and incidents that are likely to cause death are independent. State democratic senator Will Smith there, he's one of the bills main supporters. He says it would help end potential conflicts of interest between local prosecutors and police, but opponents say it would be an overreach of state authority, the bill now heads to the house of delegates. There have been efforts to ease the tax burden on Maryland retirees in recent years, but a new proposal would go even further by cutting that tax bill to zero. Marylanders should not have to consider leaving the state when they retire because of the taxes on their incomes, that's the thinking behind a bill from Republican Maryland state senator Steve Hershey. His bill would phase out taxes on retiree incomes by 2028. The bill Hershey is proposing would take effect in July and would be phased in gradually. Now there is a price tag, according to the state comptroller's analysis, state and local revenue losses would total $3 billion by fiscal year 2029. Kate Ryan, WTO P news. "Have no basis in fact. Springfield area is one of the most diverse parts of this Commonwealth or this country. Though Maryland argues diversity is not the same as heck what he has laid out by the president's executive order. FBI and GSA have set out criteria that are good criteria and they were adamant the criteria won't change as Maryland has suggested. Maryland's understanding still differs though. Outside GSA headquarters John dome in WTO P news. The D.C. parks employee charged with killing 13 year old Quran Blake has been released by a judge while he waits to return to court. Jason Lewis attorney argued successfully his client should be released on his own recognizance and will return for his next hearing in June. As attorney confirms, Lewis will wear an ankle monitoring device as part of D.C.'s high risk supervision program, back in January, Lewis turned himself over to police, he had been in D.C. jail ever since. Back on January 7th, Lewis told investigators he saw teens breaking into cars along his street. He said he fired a shot at a car before firing at Blake, who was running toward him, Lewis is charged with second degree murder while armed, he also faces other gun charges. A Maryland bill that would expand the attorney general's powers in police investigations is moving forward as the Maryland Senate approved it 27 to 20. It would give the state attorney general independent authority to prosecute police after investigating officer involved deaths, supporters of the bill say it aims to end potential conflicts of interest between local prosecutors and police officers, but opponents like state senator Justin Reddy say it's an overreach of state authority. I can't for the life of me figure out what the problem is we're trying to solve here. There's not some widespread issue of state's attorneys being found to be dismissing cases that are not founded. There's not some there hasn't been some widespread scandal or scandal really of any kind since it did pass in the Senate. It now moves on to the House of delegates. There have been efforts to chip away at the tax burden non Maryland retirees. Now, there's an effort to phase out those income taxes altogether. Maryland state senator Steve Hershey's bill proposes facing out all retiree income taxes by 2028 The bill comes a year after lawmakers passed legislation that gives individual marylanders a $1000 break if they make less than $100,000 in retirement income. Married couples making a $150,000 or less a year, get a break of $1750. This session, Maryland governor Wes Moore's testified on his own bill to reduce the tax burden on military retirees, Hershey, the Senate minority leader, says the rising cost of living hits retirees especially hard, Kate Ryan. So what metro has done here is they've changed a lot of the circuitry on the tracks that now better tells the operators and everybody involved when a particular section of track is occupied. It's been tested and retested and then that equipment then communicates with the train itself. Metro says it's going to switch the system back on, sometime in the summer. Jeff Klebold news. All right, thanks so much, Jeff. Four 41 now on WTO, metro trains have been under manual control for more than a decade after the deadly crash of 2009, the biggest crash ever, but now metro is making its final preps to bring automatic train operations back NBC four transportation reporter Adam tuss joined us earlier to talk about when we could see it happening. What metro would like to do is switch the ATO system back on on the red line first and that'll be in the summer sometime in the summer. They can't say specifically yet. And then all of the lines by the end of this year and when you take a look at the operational efficiencies that something like this could have, it really could be big business for the metro system getting riders to come back because for so long now we've been hearing from riders who say, look, it's taking too long in between trains, the wait times are too long. Something like this, if you equate it to automated driving system in your car, it can cut down on seconds, which then leads to minutes and then leads to a better ride for everybody. 9 people died in that 2009 crash on the red line, as we mentioned, it was the deadliest in metro's history. "Automatic operations system, metro switched off that system after a deadly crash in 2009, the deadliest in the agency's history, but now it's making final preparations to bring automatic train operations back with us as NBC four transportation reporter Adam tuss. So Adam, what is metro's timeline for phasing automatic train operations back in? Nick and Sean, thanks for having me always good to come back home. Are we allowed to say sprawling crawl, by the way? Yeah, yeah, go ahead. We'll bring it back, sure. Some might remember deep cut. Exactly, keep that save that one. Yeah, Sean, it was back in 2009, you know, when we had that red line crash by fort totten, the deadliest crash in metro's history, as you mentioned there, 9 people died. That was not a complete failure of the automatic train operation system, but it was a failure of the larger track system, which basically played into ATO. And Nick to get back to your question about timeline, what metro would like to do is switch the ATO system back on on the red line first, and that'll be in the summer, sometime in the summer. They can't say specifically yet. And then all of the lines by the end of this year, and when you take a look at the operational efficiencies that something like this could have, it really could be big business for the metro system, getting riders to come back because for so long now, we've been hearing from riders who say, look, it's taking too long in between trains, the wait times are too long. Something like this, if you equate it to an automated driving automated driving system in your car, it can cut down on seconds, which then leads to minutes and then leads to a better ride for everybody. Well, Adam has been more than a decade since metro trains ran automatically as we mentioned, has metro made any changes to the system to make it safer. Yeah, what I was mentioning before about ATO and automatic train protection. You know, a lot of this stuff gets very technical, but the automatic train operation system that we're talking about here, there was really nothing that has changed between this time period in 2009. What has changed with metro is some of the track circuits that they use to basically tell the train operators and the train control system, whether or not a specific portion of the track is occupied. That is important because in that 2009 incident, what happened was the striking train was told that the tracks ahead were clear when in reality there was a stop train ahead. So what metro has done here is they've changed a lot of the circuitry on the tracks that now better tells the operators and everybody involved when a particular section of track is occupied. It's been tested and retested and then that equipment then communicates with the train itself. So a lot of this stuff is highly technical and a lot of times when I go into these metro stories and hang out with metro officials, I'm kind of blown away because you think metro is just running trains and buses and it really isn't. It goes back to like RadioShack days where we're talking about circuitry and signals and all this other system, but metro does believe that it tracks circuits right now guys are at such a point and have been upgraded to a point where they can turn the automatic train operation system back on. We'll see if it works. NBC four transportation
