I will be presiding and we are fortunate tonight to hear from have the chance to question Adam Schiff as many of you know he is chair of the House Intelligence Committee Longtime Congressman Democrat from California he led the House inquiry at that resulted in. The impeachment of president trump last December and then led the prosecution when that case made its way into the Senate and they held their impeachment trial earlier this year here with us tonight to talk about among other things China how much us. Intelligence News about China how US intelligence should perhaps reorganize itself to learn more about China's ambitions and plans and motives. And Congressman I know you have some opening thoughts. So let me welcome you to the council to this meeting and threw over to you, and then we'll get into some questions after you're done. Well thank you very much. Really appreciate the opportunity to speak to the council and at. Thank you for moderated the discussion. Two years ago we began an intensive look at China. The challenge posed by this rising power. With the one fundamental question in mind that was is the intelligence community posture to deal with the challenge posed by this nation across every field or domain. So are we poised to be able to? Analyze the challenge in space in the seas on land through development assistance foreign, policy technological innovation. The challenge ideologically as we see, uplift ration- of Authoritarianism or China's case totalitarianism. Driven by technology by C. TV cameras and facial recognition software, and the integration of big data analytics are we prepared? After decades of focus on the war on terror to deal with these hard targets and significant state a near peer competitors. And the answer is no we were not posture. In the way we need to be We had such a long focus on the threat of terror I n that was necessary and I think we were largely successful until Pensacola. In preventing major of Foreign Terrorist Attacks on. US soil. But as a result, our capacity vis-a-vis some important nation states like China and Russia. Atrophied and give a China's rise in Russia's decline it was. Apparent that we need to put a strong focus on what it will take to compete. To give policymakers the information that we need that the president needs. In order to meet this rising challenge and. So let's we did. Our report is critical of where we are now. But not alarmist. There is time to reorient the aircraft carrier that is our intelligence community and Change Direction. And meet this challenge. It means we need to invest in our people. And make sure that we have the expertise, the language skills. But we also deployed those people. Across the different domains, it's not enough simply a stovepipe focus on China but realize that there's a Chinese piece to so many different threats and challenges we face. And the pandemic, and we'll talk about the pandemic during the discussion is a perfect illustration of how. It's not enough to have a focused on a single nation, but we need to look at the cross cutting series threats. And challenges that can emerge. From that nation or others we, we also need to make sure. That we are prioritizing. Our intelligence posture, we're not able to do everything. We want visa the every threat, and that's going to mean our choices. I. Think that part of the importance of this report is we took a fresh look at how we're postured in the intelligence community. I think that in the defense world than you to do the same thing in the diplomatic world, they needed to do the same thing the the. has changed dramatically and will continue to change It's not that we're being outspent by China, although sometimes it feels that way our defense and diplomatic until budgets are larger than China's or we're utilizing that budget differently and in some ways not as cost effectively. And I. Think we need to take a fresh look At. How we're meeting China's rise across all of those domains. So that was the purpose of our report. I think that Will need to obviously stay on top of our recommendations and continue to do oversight. I'm pleased to say that a much of the work was bipartisan, which is not always characterized our committee Alaska ears but I think there is a bipartisan recognition of the importance of this work. Established for everybody a reminder of how this is going to work the congressmen and I are GonNa work through some questions for fifteen minutes or so and then I will open the floor to all of the rest of your questions. If if US intelligence is not focused away, Zor on China. Just, to give some historical context. A lot of our expectations and I'm not suggesting this intelligence failure. I think this was probably A. For variety of reasons. I get I guess a huge blind spot for the United States and the West. For quite some time we believed. That if China was invited into the global economy and and welcomed into the international community. That, that community would change China more than China would change that community. That economic liberalization would lead to political liberalisation in China that a totalitarian model and a structured economy was not going to be competitive or compatible with a rules-based international order and China would change and adapt. That really hasn't happened. And Somehow China has managed to maintain its autocratic form of government and yet grow economically and very substantially. I think it was also the preconceived idea about China that they were much more internally than externally focused in that would be a permanent. Part of the Chinese orientation. Well. That's changed as well. And very swiftly and aggressively under president shake. So. We got that wrong That's had very serious repercussions. And if we get something like that, wrong again, then. We're going to be very ill prepared to be which I if we don't understand really where China's coming from. What Chinese leadership plans in the tensions are and so I think it's very important at a macro level that we much better understanding of China. and. It's important at a micro level that we understand what's going on in China. What's going on? In terms of Chinese efforts around the world. That will inform how we can compete. With that power. Mentioned, the pandemic and I know this work was well underway before you ever heard of Covid nineteen. But if you had gone looking for an example of a non military threat that might emerge out of China Bingo. How did this? How does the coronavirus? How did it alter your thinking? How does it alter your recommendations? A very similar way to how we're trying to reorient to deal with the rise of China. And that is traditionally the Intel community has been focused on hard threats, the threat of terror, the threat of the threat.

Just walk us through your thoughts on the federal government's response thus far. Well I think you're absolutely right. The speed at which this has moved has been just breathtaking. And I think we're all trying to come to grips with what it means in the near term what it means in the long term for the country in terms of the response we lost precious time frankly while the administration tried to downplay the significance of this even when it became quite apparent that we were not going to be able to keep this virus out of the country. That was never a practical idea. We could try to limit our exposure. But it was going to come here. We lost very important. Time in developing tests and distributing them widely and being able to essentially surveilled this virus where it was and do so at a time. I think when it was very important to try to minimize the spread. That's time we'll never get back and I think that for quite a while the president to use this as more of a public relations crisis than a health crisis Those days are now over but we have a lot of catching up to do and and sadly taught a time. Now in the Congress. We moved to pass a couple bills in rapid succession to try to surge resources to hospitals and clinics to try to speed the development of a vaccine to try to make sure in the second bill that we provided for paid sick. Leave that we've provided extended unemployment compensation food for kids. That would normally get their food at school and other really key emergency measures but even those are really a down payment on what's necessary to address both the health crisis and the verging economic crisis. Talking to Dr Peter Hotel has he is most concerned with the fact that regardless of people's ages it seems like those in the healthcare system are getting hit as hard as someone say past seventy. There's been a couple of ER doctors that are now on respirators. And they're in their forties or fifties. That's not supposed to have them to learn their seventies. There's so much that they don't know but what he said was in. This is what I wanted to pass on to you is he said the government needs to put together some plan for convalescent antibody therapy for our first responders and our doctors and basically what that is patients who cover from Cova nineteen. They develop antibodies to the virus. And those anybody can be collected from a blood donation of a recovered patient and then processed and then turned around either as there be for potentially sick patients or as temporary preventative care for first responders or frontline healthcare workers. What's going on in Congress right now? There's a real sense of urgency. We're obviously hearing a great deal from our constituents our neighbors our families our friends and we're particularly concerned with taking every measure. We can't flatten this curve. And do it. We can't push up good information. That's why really eager to participate in your podcast. The more good information we can get out there. The more that people can take steps on their own to mitigate the spread of the more weekend relieve some of the enormous pressure and strain that has been placed on our healthcare system and save lives. But also you know. All the members are deeply concerned about the economic impacts of closing down all restaurants and bars. In movie theaters. And places where people congregate obviously. It's impacting anyone connected with those industries in any way shape or form or those that are the customers and the customers dry up those businesses dry up and so I think there's also a sense of urgency to deal with the economic impacts. I think that'll be the subject of the next big bill. Coming out of Congress and many of us are advocating that we send cash to each and every American immediately to help get them through this difficult time that help keep struggling businesses. Afloat WanNa make sure that the small business administration is fully funded and can provide emergency loans to small businesses but in terms of the mechanics at the capital. We are doing as much teleworking as possible. We're trying to be a good example as well but there are certain things that we're going to need to be present for. We're GONNA need to come in. I think in vote on a new package even now the package that passed the house. We're still running into difficulties among some of the members with that. And if that's so foreshadow of future difficulties where one or two members can hold up Relief for an entire nation than we're going to have to make sure that we're all hands on deck if that's necessary to steer the country through this and how about the White House. Yes when someone's predominant conservatives for themself but we hope that he rises to the occasion they're certainly. I think a different tone in the last day or two in the press conference although he still has a year to lash out at others and the fights that he's been provoking with state governors are very. I think that mental to getting an appropriate federal and state and local response. But look. We're on this together. We're going to have to overcome and overlook differences during this crisis. We've I think move very quickly on important legislation that we have been able to continue to do that. And we'll certainly part and congressman.
