Russia moves to protect Putin from prosecution

"We start in russia. Where the duma has backed a bill which grants the country's rulers and their families immunity from criminal prosecution after they leave office and it has set tongues wagging about president putin's political future putin's allowed to stand for two more terms in office when his current stretch ends in twenty twenty four. But is there any need for him to do so if he can retire sooner without fear of prosecution or we're joined for more on this by the russia analyst and regular monocle twenty four contributor. Stephen deal welcome back to the briefing. Stephen always good to hear from you. Tell us it's funny if we if we look back. I don't know a quarter of a century almost now to the sort of an days a of yeltsin now was lots of talk about potential prosecutions and of course putin Gave him immunity as soon as he took over. Is that something Will be very much john on. Putin's mind as well right now. I'm sure his the yeltsin when he stepped down on the thirty first seven nine hundred ninety nine the one thing he'd been looking for in that second term since he's been president since the middle of ninety was someone who would guarantee him immunity from not only him in fact his his blood family and also his wider political family immunity from prosecution for the rest of their lives and the very first decree of then acting president vladimir putin on the last day of ninety thousand nine when he took over as acting president was to grant yeltsin and his coterie fact that immunity and on one thing. We're surprised that this hasn't been done before. But if you think back much closer to to where we are now this year of course we were talking about putin being being able to be president for the rest of his life because of course they changed the constitution earlier this year in russia and it means that the is white cane he can stand again for president in two thousand and twenty four and then if he wants to he can stand again in twenty thirty. They've overturned the previous idea. That president couldn't have more than two consecutive terms. But what this does. I think this is even more significant than and giving him that. Johnston president for life. It means that truly fall ill or something then. This means that he can. He can step down and not be prosecuted at the moment. The russian president compu- prosecuted while he's in office but until this is passed he can be prosecuted if he if he were down. Well it's really interesting statement. I guess it's sort of fun to speculate in a way. What appeals to vladimir putin most is it to just stay in office To sort of become superannuated president be there for decades as it will turn out or is he more concerned about protecting as you said his nearest and dearest and in the immediate coterie from from what we understand and we know about him. What do you think is most appealing to him. In the here and now is the consolidation. Is that endurance that longevity or do you think he'll be drawn to just melting away into the shadows. The shadows putin is someone who doesn't really have friends. He doesn't really trust anyone. That's his whole background as a street ladd in petersburg when he was growing up and even more so when he was kgb officer and so what he feels is that he he can never be sure he always reminded of sort of you know to broussais. And julius caesar and and that that to me is where putin stands that. He's always afraid that someone were to step down. Someone might change things and then drawing prosecute him and there's a number of things that they might want to prosecute for most not be now if we thinking well it's got to be after he's president. What does the state of the russian economy at rome. It's pretty awful. There are some very few at the top who are just unbelievably wealthy. Russia has nine thousand nine billionaires in the country at a time when thirty eight percents of the country at least according to official fingers are living below the poverty line. Russia is still very much dependent on oil and gas. And it's very interesting today. We have the news. That britain is saying no more petrol cars with diesel cars from twenty thirty. You know the world is going away from those fossil fuels and russia's not really doing anything about it and rushing. Business is is is not in a good position and so you know you could say one of his worst legs could be the state of the economy if you want to choose to step down but if this is passed in the duma has has given it its nods so far it has to go to the federation council. The house and then ironically putin himself would have to sign it off which. I have no doubt he would do. I mean i just wonder what do Russian pro democracy activists Putin's opponents have to say about the sorts of moves. Stephen because presumably there would be appetite in certain limited quarters to say look. We can't have a situation where people are protected in perpetuity from their alleged misdeeds. Particularly if it's a question of. I don't know following the money this sort of thing. Do you think that there will be a a counter. Lobby is ernie president to being able to sell it. We can review these These rulings down down the track or is that just a nonstarter. Right now is a non-starter. The doom is heavily stacked with putin supporters. Then indeed the federation council houses to. There's being talk over the is of of election. Rigging putin generally has a lot of popular support out in the country not so much in moscow some of the other big cities but those who are in power now would definitely know passes laura have no doubt it will become more and because what putin were he say to foil in five years time and so having been reelected in twenty four finally can't carry on steps down if this law is not in place then what frightens him is the idea. Is that in fact with. He's the hub of the wheel and he's taken out. Then we'll spokes collapse will then a real opposition which does exist. but it's very small and sat on very hard when it raises his voice. That actually stopped means something in which case could be a threat of prosecution. So he's he's trying to cover every base. I think it's very interesting that this is come on top of the idea that he could serve the rest of his life. This gives him the get out. I'm not well or on board. I want to step down. But i can still be secure. Won't be prosecuted prompts. The question stephen wh what does any eventual succession. Like i appreciate this. Very very speculative and it could be twenty four. It could be twenty thirty indeed but do we have any better sense of what putin's own Mission is you know he. He wouldn't want to melt into the shadows of you as you suggested but is there any hints of sort of you know a dynastic succession or do you think he's more interested in in the here and now i wonder if we can speculate even about what happens after he takes his hand from the tiller right now to be honest tom. I wouldn't want to name a name. Because i have no doubt that he will stand again. Twenty twenty four. So we're looking ten years since two twenty thirty two elections after that and because he can't stand again if he's still in good health and he's generally a fit man he's you know he's still does his judo and he's sixty eight years old now. But as we've seen in america being in your late seventies doesn't preclude you from standing for president so if he carries on fit. Well no reason why in twenty thirty he wouldn't stand again so you know. There's a whole generation of politicians would come up behind him. Then they may be the ones that maybe twenty thirty six fact we may be looking at three. Fold as a israel change. I'm if there is a change. Before that i can't really see it happening if health matters. Don't intervene before two thousand thirty so really as standing where we are now looking ahead. Ten years that famous phrase in brisbane week is a long time in politics. Ten years off it on.

"Confident and carefree. It's 11 38. Hundreds of thousands of people who are in the country illegally will be allowed to apply for protection from deportation under DACA following a ruling by a federal judge in New York. This reverses a memo issued earlier this year by acting secretary of Homeland Security Chad Wolf, who rich restricted the program to only those who are already enrolled. Araceli are Araceli Martinez. Old Gene is a staff attorney with the National Immigration Law Center, who already have their materials together, have already spoken with immigration attorneys and reached individualized decision to apply for DACA should absolutely resubmit. Trump Administration's is spending all federal student loan payments through the end of January and keeping interest rates at 0% that extends a moratorium that started early in the pandemic. What was said to expire at the end of this month by extending payments by one month, the administration is effectively leaving it to the Biden administration or Congress to decide whether to provide longer term relief to millions of student borrowers. The measure was included on a March relief package and the White House extended it in August, but he got caught on the stalemate over a new relief bill. In announcing the extension, Secretary of Education Betsy DeVos Rebuke Congress for failing to act. Houston i is doing. And we'll be doing in the coming months well it it was This year's been a lot of change for a lot of people pretty much. Everybody and many many industries maybe none more than the travel live events and tourism business Once march hit we had to really really React in a different way Than what our plans. Our plans completely got thrown out the window. We were looking for a record year for tourism for twenty twenty or conventions. We had a great convention calendar In once it became clear over time that that wasn't gonna happen. We had to shift immediately to You know we pulled our domestic and international advertising. We shifted to community support. We shifted to things like stations To be able to put people eventually back in in hotels But the impacts for the hospitality community and anyone in the live event. Business has been Extreme houston i operates. The george brown convention center avenida houston jones hall worthy miller outdoor theatre among other venues. What Trump's Covid-19 diagnosis means for the country

"Were always joined on Saturday morning by John Gizzi. He is the White House correspondent and chief political columnist of newsmax dot com and Newsmax TV, John. Good morning. Good morning, Rick. And what a night it wass. Well, obviously, we're following the latest developments on President Trump and his diagnosis with covert 19. What is the latest you're hearing on the president. The president is resting comfortably at the Walter Reed Hospital where yesterday he left the White House. And arrived at the hospital. I might and he left the White House in his usual business suit looking as he always does. Uh, this is not someone who has been felled by the virus. But simply has symptoms of the Corona virus, and he will rest there until doctors say he can come out. Which effectively scotches the debate. Scheduled for October. 15th. But it doesn't mean he's going to be in the hospital through the rest of the campaign, and we may see a newer and better Donald Trump emerged from Walter Reed. For now, all signs are that he's resting and that this is not anything that Americans should be nervous about. John. We know the Corona virus hits each individual differently, assuming the best for the president, where he quarantines for the 14 days and gets through this What is the impact on the campaign for the impact on the campaign is that right now there's an absentee candidate that the president cannot have is make America great again Rallies. He cannot debate He cannot issue pronouncements, although one as the impression after covering Donald Trump for the past four years that no hospital and no confinement Ooh! Ah hospital bed is going to keep him away from his tweeting. Uh, hey, certainly can campaign that way. And another thing. We have a long history in America of candidates who are hospitalized or injured who actually do well as their supporters carry on for them. When he made his first center base in 1948 Congressman Lyndon B. Johnson was laid up for a period with very brutal, Cole. His wife, Lady Bird and others served is very effective Speakers and he went on to win hard fought race. I know of a case of another candidate, Arch war who was elected governor of West Virginia after surviving a helicopter crash. So just because it candidate is hospitalized or unhealthy doesn't mean it's a foregone conclusion. He'll lose well, John. Obviously, we know the polarization across the country and the polarization in the media. And there will be a lot of talk about the 25th amendment, and I just wanted to get sort of a factual look. At the 25th amendment. So when people hear the pundits talking about it, they understand it. Alright, 25th amendment was passed. In the late 19 sixties. It is known as the Presidential Succession Amendment. Its functions are twofold. One Puts into law what had been an informal agreement between presidents and their vice presidents. For a long time before them. And that means when the president is incapacitated, say is when he goes under the knife. For surgery, He turns over the powers. Of his office to his number two who effectively becomes acting President Richard Nixon served his acting president after a heart attack. President Dwight Eisenhower, and after a mild stroke, the president suffered Similarly, when Lyndon Johnson had surgery, Hubert Humphrey was the acting president and Dido for George H. W. Bush. Under Ronald Reagan when he had cancer surgery in his second term. The other part of the amendment is that if the vice president succeeds to the presidency, he or she can then designate Vice president that the Senate must give its advice and consent to I might add that when a president is declared unable to continue in his office for health reasons, the 25th amendment can be invoked. By the vice president and his succession to the top job can be insured. Post debate. Polls are now being released Thursday morning, NBC News National Polling had Biden up 7.9 points over President Trump Real clear politics showing Biden with a 6.6 lead over Trump Fivethirtyeight national polling tracker gave Biden the 7.6 advantage. President didn't seem to gain any ground whatsoever in the debates. Possibly lost some ground. What's your analysis is, we move forward. First of all, I do believe that the polls accurately reflect The post debate. Momentum is with Joe Biden, and it has very little to do with the debate itself. But with the media's interpretation of how candidates Trump and Biden acquitted themselves on national television, and of course, the opinion off the punditocracy is almost unanimous. The president was ruled. He interrupted. He had no consistent thought. And Joe Biden was a gentleman. That is their opinion. Which is being repeated by a lot of people. There's two factors that leaves this reporter to say that these numbers might have flaws in them. The first is the hidden vote. There's a lot of people, certainly, as was the case in 2016, who just won't admit they're voting for Donald Trump. Obviously they do so when they're in the voting booth. The other is that Joe Biden right now, by being cool, is holding on and appearing a front runner. Did. Donald Trump loses the debate? It all depends on who you ask. Chuck Booth, commentator and conservative activists from Nevada said the president decided to use this format to speak directly. To his base of supporters and try and rally them to the polls. He compared the president's performance and his refusal to abide by Time outs to the scene in Butch Cassidy and the Sundance Kid when Butch is facing a much larger man and challenges him to a knife fight. And then says, but we have to go through the rules. The other man says there's no rules in a knife fight at which point which kicks him. And effectively weakens and subdues him. That's what the president's goal Wass with Joe Biden and to his base, he succeeded. So let's turn to the impact on the Senate and the Congress a lot of business to attend to, including the nomination of Amy Cockney Barrett to the Supreme Court. We take pause for well wishes from Democrats. But as we can see in the Chuck Schumer tweet, it is a one sentence pause. And then we're back into politics. Here's what he said Friday night. We now have two members of the Senate Judiciary Committee who have tested positive for covert and there may be more. I wish my colleagues well, so that's the nicety. And here's the politics. It is irresponsible and dangerous to move forward with the hearing, and there was absolutely no good reason to do so. Well, I would just say that the distinguished minority leader of the Senate, Senator Schumer should look a little bit more. At the rules of the Senate as wrong is there is a quorum of senators in the committee. They could move along, particularly if chairman gavels in now what he's referring to are Senator Mike Lee of Utah and Thom Tillis of North Carolina. Both Judiciary Committee members and both presently incapacitated by the Corona virus. Both could easily recover in a short time. Remember the Judiciary Committee hearings on drugs, Parrots nomination don't begin until the 14th of Oct over. So any judgments about Senator Tillis or Senator Lee? Not being in the job in two weeks is a bit premature. That's the Supreme Court debate. Let's talk about the stimulus deal. New York Times Reporting. Speaker Pelosi said that the president's positive Corona virus test could change the dynamic and produce a Nagre mint on additional pandemic relief. But a compromise remains elusive. The gist of it from Speaker Pelosi is that now the Republicans will take Corona virus more seriously. Well, where do we

Quim Torra, the president of the regional government of Catalonia, has officially been disqualified from office

"Last November in the build up to a general election in Spain Kim Torah, the president of the Regional Government of Catalonia hung a banner on the building in which the government sits demanding the freedom of certain of his colleagues presently in prison or in exile, and what we are going to ask Mister Sanchez. Okay. Obviously and of repression to sit together in these table of negotiations with no conditions that means that we are going to put on. The table, these referendum, these right of Catalonia to self determination, and we want to ask Mr Scientific for the amnesty for our colleagues imprison this week. This act appears to have caused cream Torah his job Spain's Supreme Court has upheld a previous decision banning him from public office eighteen months a consequence of him disobeying an earlier court order to remove the poster which was held to violate election laws against displaying political materials in were indeed on public buildings. He was also fine. Thirty thousand euros treated to a judicial wigging for his quote stubborn blunt repeated and obstinate on quote refusal to do as he was told. Others naturally be afraid of these magistrates if the Supreme Court would decide whether to disqualify democratic and legitimate president for having defended freedom of expression justice prisoners, coalitions, and the return of the exiles these traits today have in their hands. Something much more important than my political futures wanted. Not For any banner. But for banner that defended the fundamental rights denied I mean stylish kitchen. Inevitably given the nature of populist nationalist movements of the tight which Mr Tara leads he and his supporters will regard this damnation as a ringing endorsement. The practical upshot of this decision is that Catalonia has a new acting president, vice president and Economy Minister Arrogance and the Embassy of Catalan independence have been stoked once again with potentially combustible consequences. For Listeners who've been sufficiently bewildered by recent global events that decathlon succession crisis feels like something that happened circa the battle of Salamanca as opposed to three years ago a brisk recap is possibly in order. In October, two thousand and seventeen, the procession regional government of Catalonia through a referendum on independence. This vote had already been declared illegitimate by Spain's national government ruled illegal by Spain's constitutional. Court. and was widely boycotted by pro unionists within Catalonia. What they are pushing is not democracy it's a mockery of democracy travesty of democracy. Referendum do not equal or do not equate democracy. The result was ninety percent in favor of independence but on a turnout of only forty three percent. Nevertheless on October twenty, seventh, two, thousand and Seventeen Catalonia's parliament. Independence Solutia. The COLOSIO Delta repetant parliamentary get rather sit down. Though in Punta. The worst Zimba. Spain's national government was unimpressed by this and accordingly sacked Catalonia's leaders dissolved its parliament and instituted direct rule from Madrid Catalonia's. Can Preach Demont and a few other putative architects of the Catalan nation skipped the country. Wisely, it turned out those who stayed were arrested and charged with treason several received hefty prison sentences including Catalan vice president, Auriol Carris, currently serving thirteen years. President preached amount remains in exile in Belgium from where he has managed to get elected to European Parliament as a representative of Spain Vice? President John Carey has also been elected to European Parliament although for obvious reasons is yet take his seat. Absolutely none of which has caused the idea of Catalan independence to go away at least not entirely though recent polls do suggest dwindling enthusiasm for the idea from nearly forty nine percent at the time of the referendum to perhaps forty two percent. Now, President Torre has strongly suggested that regional elections may be held early in two thousand, twenty one, which he is already framing as a choice as he puts it between democracy and freedom or repression and imposition. The, difficulty with this argument is that in the present dispensation, Catalonia is not short of either democracy or freedom. It is the richest part of what is by global standards a wealthy country. It enjoys considerable autonomy electing its own parliament flying signed flag, speaking its own language, controlling its own police and many of the public services, including schools and healthcare. The Catalan independence movement often looks and sounds less like some heroic struggle to slough off a brutal imperialist yoke. The net does populist insurrection like Brexit, another self indulgent tantrum thrown by the complacent citizens of a prosperous and orderly nation rebelling against some imaginary tyranny door is breaking. Independent United Kingdom. The difference of course is that Mr Torah his colleagues and supporters do have a case on the repression and imposition front as well. The referendum of two thousand and seventeen was a stunt which all, but begged Madrid to overreact and indeed. Did Not just in its heavy-handed persecutions of the independence movements, ringleaders. But in the ham-fisted response of the National Police and Guardia Civil, which left hundreds of pro-independence protestors injured and Spain's government looking like exactly the authoritarian overlords that Catalonia's government was accusing them of being. Versus the cycle of Grievance keeps turning in firing president. Torres Spain might be about to discover again the folly of punishing those who want to be punished.

Who Is Strong?

"Just about everybody had one. Strong's exhaustive concordance of the Bible. Seem like you have a Bible and somewhere next to it. You would have strong's concordance. It was first published in eighteen ninety. It contains a numbering system for Hebrew and Greek words. And it has eight thousand, six, hundred, seventy four, Hebrew roots that are numbered and five thousand, five, hundred, twenty three Greek roots that are numbered. This is massive this work, this exhaustive concordance, showing where every word in the Bible could be found with its book, Chapter and verse. It is massive in this before computers before software programs, and before search engines, which means this work was all done by hand well, this same strong also served as editor of the massive ten volume. Cyclo Pedia a Biblical theological and ecclesiastical literature. It was published from eighteen, sixty seven through eighteen, eighty one. And if that's not enough this same strong, finally worked on a committee that produced the American Standard version of the Bible for thirty years. This committee labored from eighteen seventy one until the SV was published in nineteen o one. Charles Hodge was one of those editors Pantheon of scholars of the day one hundred and one editors all worked on the American Standard version, and one of those one hundred and one was the strong. So, who is he well? He is James Strong. He was born in New York City on August, fourteenth, eighteen, twenty, two. He died in New York in eighteen ninety four. He wanted to be a doctor when he was young, but he went off to Wesleyan University in Middletown Connecticut and there he studied Biblical languages among other things he was really layman, and he had a fascinating career. He organized a railroad company, and then built the flushing railroad in the eighteen fifties. It was later incorporated in his actually part of the the railroad subway system of the New York road today. He also served as a mayor of his hometown on Long Island. He taught for a while in Vermont. But his main career was at drew theological seminary, and there he was for twenty five years just prior to going to drew, he was the acting president of Troy University, and sometime in the eighteen fifties, he published an article that the Methodist Church should establish a seminary and the new. York vicinity to train ministers for the Gospel. He was mocked for that article. There were many who thought that you shouldn't train ministers that God just hand picked them, so they should be God trained, not man trained, but strong persistent, and he was soon joined by others and drew theological seminary opened. He was part of what was called the strong five who were among those five who started the seminary. The early president of the seminary was James mclintock. He knew strong back from their days when they were working on that ten volumes cyclope. That massive edited work that strong also served on so the two of them together set off with some other faculty to establish drew. One of his colleagues at drew, said this of James Strong. At night in the library, he worked like a plow horse, but in the lecture room he was a Colt. No one ever went to sleep in his class unless he wasn't bad. Health or an embassy saw well. That's what they thought of James Strong. He spent thirty five years working on the strong's exhaustive concordance. It was published in eighteen ninety. It became a standard text, and as I said just about everybody had a copy of strong's concordance. Well, that's who strong was and I'm Steve Nichols the thanks for joining us for five minutes in Church history.
