Former secretary of states and senator from New York. Hillary Clinton says there are many lessons to learn from how the U. S government responded to the attacks. Speaking with Brian Lehrer this morning, she remembered being at ground zero on the day following the attacks. With New York Senator Chuck Schumer, former New York governor George Pataki and former mayor Rudy Giuliani. We were all terrified, Brian, we didn't know, uh, whether there would be more attacks coming. Uh, we did not know how we were going to, uh, you know, tracked down and hold accountable everybody who in any way played a part in a attacking US Catherine called into w. N. Y. You have to forget that you are a husband and you have to talk like a terrorist. You have to think like a terrorist. You have to eat like the way they eat. It's a whole different story. That's Ahmad Salem, one of the most successful undercover operatives in FBI history. He speaks Arabic and English. And his skill that's slipping back and forth between the worlds of radical Islam and the secular west from 1991 to 1993 Ahmad Salem, immersed himself in the planning, funding and ideology of an Islamist terror cell here in the U. S. And he did it by pretending to be one of them. Oh, 20 years ago, On the morning of the 9 11 attacks. It was all chaos and confusion. There's been some sort of explosion into the World Trade Center limited information. I think we have a terrorist act. But not for Imad Salem. He heard the news and knew who did it. I realize this is an Qaeda. Adam was fully aware of their capabilities of violence. Violence honed on battlefields half a world away because at that time I know L Qaeda. In Afghanistan. I know that activity. As Salem understood from the start. The story of 9 11 begins in Afghanistan. Good evening, There was a coup day tie in Afghanistan Today. In the 19 eighties, Muslim rebels called the Mujahideen teamed up with Arab volunteers from around the world to fight the invading Soviet army. The mujahideen began as ill equipped but determined underdogs trudging across snow covered mountains. Ensuring antique rifles and helicopters and tanks. Then everything changed thanks to a billion American dollars and logistical support from the CIA. To support me to kind of sense in the context of the Cold War, which was raging, then CIA intelligence officer Arturo Minos was there our mission, then? Hostage drive the Russians out of Afghanistan because they're communists. And if these Muslim jihadists want to help us? Well, why not? And the Muslim jihadist thought the same thing about us. It was a marriage of convenience. In achieving its immediate goal. The marriage worked. The Soviet Union officially announced this morning that the first Soviet troops have begun their pullout from Afghanistan. Soviet retreat began in 1989. It energized radical Islamists known as jihadists around the world. The great Psychological impact of the jihad in Afghanistan is that for the first time it showed that Muslims can win. The jihadists can win the Mujahideen one against the Soviet army. Among those exulting was a wealthy volunteer from Saudi Arabia, who made his name as a holy warrior in the Afghan conflict. Osama bin Laden. We just toppled the superpower, he reasoned. Why not do it again? This time? The United States. The CIA has a word for the nasty, boomerang effect that comes from some covert actions. Blowback. Former CIA director Leon Panetta knows a lot about blowback, especially as it relates to taking sides with the Mujahideen and their Arab fighter allies. The CIA. Was deeply involved in trying to build that resistance. But I also don't think that There was any discussion about whether we were in a sense investing in our future problems. Steve call author of the book Ghost Wars, describes those future problems loose networks of these radicals who had essentially been fired up by the anti Soviet war. In short, a new animus was moving in the world. Pretty soon it had leapt over oceans and landed in America, specifically in a pair of terrorist cells in Brooklyn and Jersey City, Egypt, 20 minute train ride from Lower Manhattan. Where the World Trade Center stood. The first hint came in November, 1990 at a midtown hotel when an assassin fired what some call The first shot in the war on terror. Okay. Confirmed shots fired. The victim is Rabbi Meyer Kahane Zionist extremists who said things like cancer in our midst. And you don't coexist with a cancer. The assassin is Muslim extremists. El Sayyid Nosair fleeing the scene. He's wounded and arrested. Then taken to the hospital. NYPD chief of detectives Joseph Borelli talks to reporters outside the obvious question is what is he? Apparently it looks like the Middle East and name. I'm not a judge of what nationality he might be in all everything indicates he was acting alone. Nasser, he announces, is alone deranged gunmen. It's the kind of mistake that will dog this story, sliding a particular crime into a pre established pattern instead of seeing it as the sign of something new Of an actual conspiracy. So the NYPD assigns a pair of investigators to the case. Now remember the names of these two buddy cops? FBI Special Agent John Anti sev. And NYPD Detective Lewis Napoli. They worked for the Joint Terrorism Task Force, a collaboration between the FBI and local law enforcement. Anti sev and Napoli. Later they'll play a large role as the handlers of Imad Salem, but their first job is to eyeball the assassin in his bed and start figuring out his story..

Is California Overusing the Flex Alert System?
"As California summers get hotter. State officials are trying to avoid putting a strain on the state's electric did and they're offering issuing flex alerts. But as KCRW's Tara a tree on reports, Californians appear to be getting tired of the heat. And the state's pleased to conserve energy. When temperatures hit the triple digits. Many things can go wrong for the state's energy grid, and that heightens the risk of rolling blackouts for consumers. In the past California was successful at convincing people to voluntarily conserve energy by complying with flex alerts. Consumers are often asked to do things for a short period of time, like keeping the thermostat above 78 degrees, turning off unnecessary lights and holding off on using big appliances for a couple of hours, But there's a growing sense that the state is over using the Flex alert system. The tool was used just around 20 times between 2000 and nine and 2019. But so far this year, the state has already issued flex alerts five times and, according to Politico, Californians are already showing signs of fatigue. Demand for electricity didn't drop at all on July 9th or 10th. Despite to flex alerts, it did dip a little on the 12th when temperatures were slightly cooler. And that bodes poorly for future heatwaves. Experts safe Californians are unable to conserve energy. Higher electricity
