"All right steve. i'd like to shift gears. I know you happen to be at the state. House where their deliberations on the budget going on in the background. We've been covering latin. We've talked with you about the legislature is doing on police reform. Tell us where things stand right now with the police reform bill. Yeah i anticipate that a bill that is palatable to the governor will be on his desk by late tonight It seems that the senate the house and the governor have all reached a compromise in principle. Barring any surprises it will be passed into law. So i know that it had originally gone to the governor and he had some election setback. Some amendments what has been his opposition to the bill as it was originally submitted to him. Sure a couple of things Where the municipal police training committee was placed. That's the board that oversees police training here in massachusetts currently that is controlled by law enforcement under the executive office of public safety insecurity. Which is a a cabinet secretary under the baker administration The bill the governor return would have put that under the control of the newly created civilian heavy police officer standards and training commissioner post commission. Also the governor didn't like the language severely limiting the use of facial recognition technology. That was in that bill that was first sent to him. So tell us about what changes have been made. How is legislature reacting to what the governor wanted. Yeah they They changed it. So that the municipal police training committee will stay where it is under e ops and police will remain in charge of that the post commission. We'll have some input into police training. But they won't control it Also the softened they softened the language on facial recognition. A law enforcement can still obtain it. but They must submit a written request to the are. Mvp the state police or the fbi in order to get access to facial recognition. So you said at the top you know. You're anticipating a successful compromise. We do know that after the went to the governor. There are legislators saying hey we cannot afford to compromise further so so what are you hearing now with where this is going to end up They're they're accepting The the proposed changes of summer of course disappointed that it doesn't go far enough for their liking and others feel that it may go too far in limiting what police do while not happy. With the entire compromise of senator sonia chang diaz who's a supporter says. It's a good start..

Those shares really don't trade much here. In the US very limited trading so far in the American depositary receipts. Nissan. No, they'll both lower your preparation is. So good. I hesitate to throw your curb all but I gotta do it. We will get coin rolling over the low five thousand eighty one to get a four thousand nine hundred ninety nine handle and bitcoin would be something David is a summary. What have you seen in the last six seven eight days in the crypto cry? Oh blockchain bit bit dog world. I mean, what have you probably the biggest thing from Switzerland? Well, sure, but I look at Invidia. Okay. 'cause that stock fellows nineteen percent on Friday that was directly off of bitcoin. And what's happened is that, you know, people just aren't buying the machines to mind, bitcoin and other. Me. What does mine come on? You've done this for decades. What does accumulate Cumulus mine? All these calculations in order to generate bitcoin, and you need high powered machines to do it and video has the kind of chips running those machines. And by the way, we should point out that stock is down another one and a half percent in today's race. And I just give you the news from Switzerland at the exchange. There has given a green light to the world's first exchange traded product tracking multiple crypto currencies the Amazon crypto E T P will begin trading next week. So they'll be another outlet for your money. If you look. What a fork is this weekend. It's like a roster different than a spoon. It's like a Robert frost opponents a wrote you take the fork in the road takes up when you get there. When you get to the fork in the road, take moving David Wilson. Thank you so much bitcoin. I mean, come on five thousand eighty one is the intraday lie. Let let's talk about something just, you know, Staples like the US government. Let's bring in our expert when it comes to all things related to the federal budget. Jack Fitzpatrick is our Bloomberg government budget reporter Jack Fitzpatrick, the president met with Senate majority leader Mitch McConnell as well. As Richard Shelby. Republican from Alabama Senator Shelby the appropriations chairman he met with them over the weekend. Are we going to get a budget shutdown is that gonna happen there? Thanks for having me guys. There could definitely be a partial shutdown at least right now. There's sort of a disconnect between the president and even Republicans in the Senate, let alone. Democrats. They met on Thursday and McConnell and Shelby came back saying, well, we thought we had a relatively positive meeting, but Trump didn't make any promises about actually signing bills into law, and then you may have seen on Saturday. He said in California. This would be a very good time to do a shutdown if you've ever going to do it. He mentioned the caravan and said that this would be a fine time to do it presumably after the election. He he doesn't seem to think there would be as many political consequences to shut down. And meanwhile, you have the Democrats saying, you know, we we don't want to provide any border wall funding. That's what really this is all about is Trump saying he wants at least five billion dollars for the border wall Republicans being sort of reluctant because they've already drafted legislation with less than that. And Democrats saying well, you have to give us something at least on DACA or asylum-seekers if you want more border wall funding, and this has gone on for for months now. And and we're coming up on December seven th deadline. And clearly there's a pretty big disconnect between really all three sides of the negotiations. Here. Does anybody use that phrase is this any way to run a government? Yes. The especially the Republican senators that that was basically the message from McConnell and Shelby. I don't know about the exact words, but they said they came back and said, you know, we told Trump shutdown would be a very bad thing McConnell said about a month ago in in an interview with all of us at Bloomberg saying, he had repeatedly told Trump nobody wants to shutdown never worked for the side that imported it. So you you have a lot of Republicans who have met with Trump or or Pence over the last few months and have expressed that message, but especially publicly even if Trump says you'll get that in those meetings publicly there have been plenty of times on Twitter or on the campaign trail where you've hinted that maybe he still thinks it'd be a good idea. Okay. So that's where we are. But it's lame duck. And I guess behavioral change check, your grizzled watcher of this whose behavior will change come January. Well, there's still a question as to whether it gets to January because I think one x factor here is how badly Democrats want to get this done. They have made it very clear in the house that Democrats don't want to come in and take the majority in January with work left to do from the previous year. But also, they have more leverage after winning the majority, and they know that if they put off a deal and keep delaying these negotiations they'll just get more votes when the new members actually come in and the new congress, so we won. I think that's a significant factor is do Democrats really desperately want to get this work done. So that they can have a fresh start or do they say we will have the leverage, and we will have the votes lined up to get more of what we want. If we wait until January. I think that's a significant unknown. Now. Thank you very much. That's that's a hot to process Jack Fitzpatrick Bloomberg's government budget reporter. I mean, it's like we could almost put this on a tape and play it on a regular basis. Shuts through the lame duck lame ducks a lame duck, and this one, of course, is always odd being congressional and presidential. But for sorry for the lowest extraordinary negative, fourteen on futures around all these ten stories Danske Bank, Nissan king of Saudi dansko Bank is that investigation and now deutchebanks and John Farrell nailed that by the way, just put on Twitter, log charter bitcoin, and I quoted the bitcoin expert Robert frost, two roads diverged in a crypto would and sorry, I could not travel both. This is Bloomberg. Now, let's go to Mr Michael Barr and find out what's going on in the world, Mr. Barr. Thank you, Pimm. Thank you. "To an agreement and it's just a couple of votes the gets it through were you know it's not going to get through to the senate will they come to the realization that we can't allow what happened to health care to happening here and therefore let's come to would deal where we we just cut the corporate tax rate by five percentage points that i know it's not what people want thirty five to thirty and and just middleclass tax cuts which if you give little class tax cuts everybody actually in a way gets a tax cut yet right or you even move the input income parameters around although the iraqis you you can't you keep the brackets you you keep those you know the the the the brackets the you know the the same you may move the income you don't have a little bit here or there but you increase the deficit a little bit and if you agree sold the deficit a little bit more humane and by the way i'm talking politics here folks i'm not talk not not out loud what i pursue russ he is our plan but you increase you increase said you somehow work that through the budget whatever you need to change the budget on that and you say look it's the best we can do right now and you think about if anybody thought you know we haven't been able to lower the corporate tax rate and how long so even lowering it to 30 percent is a great is a great accomplishment and to to be able to lower the you know the the the brackets a a little bit uh still makes it in a positive way in you see how optimistic the public is right now how really optimis businesses to now they may be optimistic because they think they are getting twenty but they wouldn't be ticked off if they got thirty and it brought down there effective tax rate a couple of points right yeah i i think you could see something like that and it depends on where there if we don't see this bill today than i suspect that's that's part of the problem there that they're going to realize that that not only in.
