"Ukraine Diplomat has left the group."

It's Friday October fourth. Look at your last three months of texts or anything and there you wouldn't want the world to know we start here is Congress gets its first look at encrypted messages about that Ukraine request. I think it's crazy to withhold security assistance for help with a political campaign president even trump asked China in public for the exact same thing. China started investigation into the by. How much does a mass shooting cost. How do you assign value value to suffering will. MGM's number is soaring toward a billion dollars inside the Las Vegas. Settlement deal and survivor say rape is not always the only trauma so when what do you WanNa make a rape kit more accessible of much more harm than good thought doing attorney general who wants these. Diy kits off the markets today from ABC News this year. I'm Brad Milkey. are you hiring with indeed. You can post a job in minutes set up screener questions then zero in on your shortlist of qualified candidates using an online dashboard get started today at indeed dot com slash start here. That's indeed dot com slash start here later. Today is the deadline for the State Department within the trump administration to hand over all these documents these subpoenas of course are part of congressional impeachment inquiry will yesterday the House Committee is in charge of this heard from there. I witnessed behind closed doors a deposition from this former. US diplomat Kurt Volker who recently served as a special on Voi- in Ukraine you remember when President Trump said in that phone call that he would like Ukraine to investigate the Biden's. His team says that was not a threat threat. That was a suggestion. It was totally legal. No push no pressure. No nothing will during this deposition volker hand over these previously encrypted text messages. These are taken from weeks after the call and then one thread Volker is talking to the top US diplomat in Ukraine and they appear to be drafting language for Ukrainian officials. This is a script for Ukraine to announce that they are launching a Biden investigation high. Think and you're at is that nobody push it. Push me. Yes yes and later on in this group thread that same diplomat seems to think that that phone conversation with the president was wildly inappropriate. He says quote I think it is is crazy to withhold security assistance to help with a political campaign and quote the US ambassador to the EU does not like that he responds. I believe you are are incorrect. About President Trump's intentions the president has been crystal clear no quid pro quos of any kind and ambassador. I just quoted he's also a Republican Negga donor. He donated a million dollars at the trump inaugural committee before he got the GIG and he adds here. Let's take this off line Tomlin than adding. I suggest we stop the back and forth by tax and this here. This is the whole thing about that phone. Call with Ukraine. The president has said it was perfectly legal to suggest an investigation but we we also know a lot of records of several calls including this one had been moved to classified servers so people were asking you know if this is all legal why move it to a secret server will yesterday. The president double down on this idea that asking for Biden investigations is totally legal because he called on China to do the same thing this time when he did it in public. China just started investigation into the by what's GonNa. ABC's Karen Travers who covers the White House Karen just explain to me what was happening here because if you were saying wow to the Ukraine this would kind of wow on steroids yeah. This is incredible to hear the president say this at the White House yesterday. Because of course the phone call well he had this summer with the president of Ukraine is the centerpiece of the House Democrats impeachment inquiry. We don't have a choice well either support and defend the constitution of the United States or we won't and that was on a phone call that was private that pressure now you have the president in front of reporters others at the White House saying that China should start an investigation into the Biden what China is just about as bad as what happened with in grades even suggested he might make a direct request to the president of China and I think this was really shocking because if we had learned about this in a week that the president on a phone call with China's President Xi said that it would be another massive scandal here in Washington off off the USA because they deal with fighting where they give the sun a billion and a half dollars instead he says it right there at the White House and it adds another another element to this that he really does believe. He is doing nothing wrong here now as you noted illegal is one thing impeachable is a different standard and Democrats were no surprise jumping on this yesterday by firing once again the president inviting another country to interfere in DR presidential elections repugnant saying here. He goes again while he's under scrutiny. He is asking another country another rival of the United States aides to potentially interfere or get involved in our election. We'll so okay. There were people who were saying. The president should never ask these kinds of things of any world leaders just too political. It's not okay eh but then there are people who are saying well. It's really only bad if he saying I'm not GonNa give you that eight. I'M NOT GONNA sell you those weapons. If you don't do what I one but he doesn't had the same kind of leverage with China as he does with Ukraine does he sou remember that trade war that we've talked about many times over the past couple of months yeah. It's still going president. Trump's trump's trade war with China has clearly rattled the markets and America's allies. The president said yesterday that Chinese officials are coming here to meet with senior trump administration officials the president also said yesterday. I have a lot of options in China but if they don't do what we want we have tremendous tremendous power. I will say he's talking more broadly about the trade war here but if you hear the president say that right when he's also talking about China investigating the Biden's. I think people people again are going to make the connection here that the president is going to hold up a deal or the president is going to make this investigation. He's calling for part of the conversation Humber Station when negotiators meet trade next week. Karen is it. Perhaps a savvy move on the president's part to say hey. I'm not hiding anything like this is legal. I believe this is legal talking about it in public like he was saying this entire whistle blower complaint is fiction. I think the Democrats would say just because you keep talking about it in public doesn't make it any more or appropriate. You're just doing the secret surprising thing out in the open but in terms of the whistleblower complaints country has to find out who that person was the person's a spy in my opinion the president and the White House have not actually said what is incorrect in the complaint. There's never been a page aged six paragraph four that didn't happen so yesterday. Our colleague Ben Gittleson asked the question that frankly has been my biggest thing. I've been thinking about for the last couple of today's on this. What is accurate in the whistle. Blowers can play once again. The president just answered by saying it's totally inaccurate but no details all still about what is incorrect there. Karen travers keeping her eye on the ball as new developments pop up every day. Thank you can have a great day Brad Perhaps the scariest thing about recent mass shootings is just how quickly they unfold. Remember in Dayton Ohio. The killer was brought down within thirty two seconds in that time he still shot more than thirty people nine fatally in Paso Texas authorities were on the scene within six minutes minutes twenty. Two people had died new. Imagine how bad these would be if cops just never seemed to arrive two years ago this week at a country music concert right below the Mandalay Bay Hotel in Las Vegas the gunshots started and they didn't stop a constant barrage for what felt like any turn ity it became the deadliest mass shooting in American history and over those years the wounds for so many families have remained unhealed their stories unfinished I but now we know one. Chapter is about to come to a close next tonight. A massive settlement for the worst mass shooting in modern American history fiedler in the company that owns Mandalay Bay could now offer offer up to eight hundred million dollars to the families in the form of a settlement. ABC's chief national correspondent Matt Gutman covered that horrific shooting on the ground and we're talking talking amongst a billion dollars here I mean how do they reach that number. You know it seems like an astronomical number but when you break it down you have fifty eight people who were killed hundreds words of people who were wounded and then thousands of people who suffered some sort of post traumatic stress simply by being there and amidst that heard of people fleeing the gunfire. I'm fire during that Route Ninety one harvest festival. How do you assign value to suffering all through my forehead. I have the hardest part. Is missing my daughter and seen her picture and her not being there. This is a very difficult formula. They actually are going with a third party administrator to assign the specific value alley for each particular claiming but basically the eight hundred million is a big ballpark figure that was reached by the members of the class who are suing MGM MGM and MGM resorts that said this is how much are insurers and we think that we can give up and make everybody feel whole weight than do people have to apply and like explain lean wear mgm failed them like what kind of liabilities are in effect here yeah they basically have to apply they are part of a class action suit or various claimants who are part of attorneys suits against MGM resorts now it started in such a weird way. Brad because obviously many people thought that MGM and it's hotel tell the Mandalay Bay would be liable since Stephen Paddock the shooter bride in ten high-powered rifles thousands of rounds of ammunition right through the front endure the hotel past a sign. I might add that says no firearms allowed so in order to head off a potentially catastrophic suit for mgm the company but he actually sued victims people who had signaled that they were going to launch claims against the company beforehand preemptively these people I I yeah they were using a an anti-terrorism federal law that was instituted after nine eleven basically said if it's terrorism related needed then you can protect yourself and companies not liable obviously ultimately that would not hold water and they didn't actually demand any money for the thousand claimants that had had actually preemptively sued but that did cause massive outrage now the attorneys and the victims with whom I'm speaking are saying okay now. We feel better about this finally. MGM stepped up to the plate and demonstrated some corporate responsibility. did the right thing to huge dollar figure amid the largest number of victims and witnesses to any mass shooting in America ever. You wonder if this is the kind of thing companies are thinking about the institute their own new policies across the country Matt Doc Goodman thank you thanks Brad next up on start here. It's the most serious missile launch of the year but the US tells North Korea were still down to chat. Then North Korea said it was working on a missile well you can launch from a submarine we spoke to ABC's chief. Global Affairs correspondent Martha Raddatz who told us that's a worrisome escalation because it means North Korea can launch potentially a nuke from anywhere. Where will this week is the trump administration prepared for possible? We start of nuclear talks. North Korea claimed it's gone ahead and done that. North Korea said Thursday a projectile title it fired. This week was a ballistic missile launched from a submarine. We Got Martha back with us now in DC Martha. That's how scary right. Should I be scared. It sounds like I should be scared well. It's a little confusing because when you say a missile was launched from a submarine that it was a submarine launched missile the truth is the missile wasn't actually launched reached from a submarine they did a test from a platform in the water but if they perfect that and they do launch one they test fire it from Thomas Submarine then we really better look out that is a significant development and it is scary in the sense that submarines are stealthy. They don't want anyone to see those submarines. I mean I think we have plenty of satellites up there right now that we can see things that happen on land but it makes it harder to detect the missile and you know submarines can move wherever they want so then it came off this platform. This still technology to be perfected is one of the higher profile launches since these two leaders met face as to face a very very good meeting with chairman. Kim and the trump administration was going to have these talks with North Koreans right. was there have not been a lot of lately. I guess I I think everyone thought that must be the end of those talks. It's not why it's not an I think they're bully aware that uses fully aware that what North Korea is trying to do is get itself in a strong strong negotiating position. you know not pushing too far. They're not launching long range missiles and testing long ranger. ICBM's they're doing these shorter order range missiles. This in fact was a short range missile despite the fact. They're trying to perfect it for submarines so it it it's Kim Jong UN saying. Hey don't forget yet what I'm doing over here. Don't forget even if we'd go back to a negotiating table what's the strategy then from the US saying actually yes we will still meet with you in theory that could throw up their hands and say we're not meeting with you well. You've heard the president the missile deaths evolving short-range ballistic missile death no he has downplayed the short range missile launches because in fact they're short range. Missiles weren't part of the agreement. He said he had with Kim Jong UN although the UN isn't isn't too happy about these launches. You Insecurity Council has passed resolutions that ban the north from using Ballistic Missile Technology John Young rejects that saying the sanctions are an infringement on its right to self-defence we have a chance for the total de Nuclearization of an an area of the world that was very dangerous in in many ways the US donald trump. The administration really needs progress here. This was something something key has talked about that. He's going to get North Korea denuclearize so the United States really wants this to happen. You can imagine the sort of good cop bad cop routine as the deal with at the US really wanting needs to go forward Martha Raddatz. Thank you happy to talk to you brad last month this new product kind of burst onto the scene. It is called the metoo kit their website says their product empowers victims to collect evidence in a setting and timing of their choice to one of a couple of diy kits for rape victims includes swabs medicine bags step by step instructions the idea is you use this in the privacy of your own home and even if you don't know your next steps he will have some kind of evidence. If you ever WanNa bring charges against your assailant the creator of of the Metoo Kit Medicine Campbell spoke to ABC News live yesterday our main point of starting the company is in order to ensure that survivors have options after they've been sexually assaulted feel empowered but increasingly states have begun demanding these kit makers. Take them offline. William Tong is the Attorney General of Connecticut Etiquette. We have snagged him on the phone during a busy week because Attorney General Tong Connecticut became the latest State to issue this warning to these companies saying they might violate free trade laws. What what is the problem will. We're very concerned because sexual assault is of course one of the most serious crimes and it's very evidence intensive intensive to investigate and prosecute these crimes and if you can go online we heard that one of these kids was being sold hold on Amazon previously if you can go online and buy a kit for twenty nine ninety nine we're not sure what a survivor of sexual assault is getting and you mentioned swabs and testing kits. We don't know at all. Whether that's you know based in science how affective these tests kits are how reliable they are and the problem is is that we don't know if the evidence collected is going to be admissible and then it it it cuts off potentially additional services. you know like medical services. If you've been a violently attacked and healthcare services mental health services it you know screenings and preventative treatment what is a cutoff those services yeah because you might not go to the hospital you might not go to the police department and so you don't get screened or treated for. Sexually Transmitted Infections because you think you've got this twenty nine ninety nine kit and you can use at home and you don't you don't access the criminal justice system and the way you should survivor did not report my sexual south. I found shame and embarrassment. I felt like I was not going to be believed output but generally I mean part of the reason these kids are being sold is not because there are just so many women going to the hospital or the police after being assaulted writes the opposite problem. We know a majority of women don't report whether it's to traumatizing too afraid to confused after all this Madison Campbell says I'm just trying to give them some sort of action they can take. Are you saying what it's doing more harm than good. I think it does much more harm than good and puts puts people at risk because we want them to do and we want to encourage them to do from a law enforcement and healthcare and public health perspective is just just say no. You've gotta come in and we need you to come in so we can take care of you and provide you the help and services that you need and we know that it's difficult in in Connecticut. we've done everything we can to make it possible for survivors to get the help they need. They can come in anonymously actually when we collect evidence pursuant to a state certified Rape Kit you had the choice as to whether you want to go Ford with making a charge or we'll hold that rape kit and the evidence for five years will so you say you've done everything you can but due respect there are still huge numbers of these women who are not using these services so what you're saying. There's nothing else you can do. That would make this process more accessible more accepting. I mean in Connecticut. I think what we're or doing is we're offering these services or at least the the rape kit and the testing for free and we're doing all the we can to encourage people and protect attack them and to keep them anonymous but but look out on the flip side right the risk of somebody staying at home and using one are these kids and thinking that what they're collecting is admissible and usable in a future prosecution and you know a a year later. Let's say right They've decided they do want to move forward. They go into the police station and they say sorry What you've collected isn't reliable. We you can't use it now. That person is not only out of luck but we can't go over that perpetrator. WHO MAY BE A serial sexual assaulter? There's so many things the the victim maybe a minor there are so many reasons why we have to do everything to encourage people and access to healthcare services and criminal justice system in the way that we need them to right now even if you are to use a sexual assault evidence kit as it is. I'm on currently utilizing government. It's not automatically admissible by John keeps going to determine disability. We're asking for detailed information about their business and what they've done comply with very stringent requirements on a Connecticut Law for kids and testing of this sort and if we find misconduct doc. We're going to go after them right attorney. General William Tong from Connecticut General thanks for taking the call thanks Brad and one last thing in the south of course football is king and authorities are constantly on the lookout got through violations. You're not allowed to hook up an athlete with a nicer car. You're not allowed to get his family a nicer house if they want to. Come play for you well recently in Tampa Florida a coach. Ah Plant Highschool was suspended for helping to make living arrangements for a player. The stories actually very simple and that was there was a child in need and we answered answered. He was living with an elderly caretaker but suddenly she couldn't take care of him anymore. He had nowhere else to turn so coach. Robert Weiner arrange for this to stay with someone who used to have kids at that school. My only thought was at that time. Let's find a place for this kid and we've got a producer in Florida who immediately said this is. Not some football powerhouse was bringing in Star quarterbacks from out of state. This school is one of the best academic public high schools in the area. Their team has not won a game this year and Oh yeah this kid we're talking about. He's not allowed to play play in games.
