If you WANNA see a party that's really broken with American values. They're going to be sticklers about definitions all of a sudden when it comes to socialism when for years the opposite has been the case we've been hearing the Oh there's nothing to fear about socialism because look Sweden his socialist and such and such places socialist and then so when finally we start saying hey well you know we don't really like social and they say this isn't really socialism. You stupid jerks. We don't want government ownership of the means of production so I I don't get why they can't so in other words. I'll give you this example. I gave a talk on Hitler at means you last year the economics of Hitler and his economic ideas and I was arguing the Hitler it was not really for the free market as my wildly controversial talk and that's why we don't like him and so I gave that talk and I was trying to say that because a lot of people will say about Hitler Hitler was a socialist because they want to they want to shock there adversary by saying look after all his party was the national socialist. Okay okay so I was trying to argue that it was legit to use that term for him given that his people often use that term and when he was against socialism he was against the Marcy inversion but if people who and I can prove they have if people on the left are going took carelessly and casualty called Denmark Socialist then yes you can certainly call national socialists Germany's socialist with the huge government sector with the with the national planning the five year plan if that ain't socialist but Denmark mark is than the word doesn't mean anything at all so. I don't know why they want to suddenly I mean I don't mind being sticklers about definitions. We won't use socialism for these countries if they don't want to but then the problem is we get into these distinctions of what's real socialism and what isn't so so you hear the protests that crew doesn't want us to be like Venezuela. He assures us of this. He wants us to be like Denmark not Venezuela. That's that's the thing you hear from Bernie Sanders Mall these people. I'm not thinking of Venezuela but why not you cheered on Venezuela for years what was wrong. Why didn't you tell us at that time? What was wrong with it that you wouldn't want the U._S.? To be like it all we heard was cheering so David Sirotta over at either salon or slate who now works for Bernie had this big big column like told you so column about how great it was in Venezuela and this just goes to show you stupid right wing backwards idiots that socialism works and we could stand a learn something from he didn't say well. This isn't real socialism after all because it's not full government order of the music. We didn't hear anything about that. We heard socialism works so well and you stupid. Backward idiots should accept it and then suddenly nothing then suddenly became clear so that happened before there was like mass yeah really mad before the mass starvation and then suddenly even though nothing about Venezuela had changed in the interim. We're not putting words about that's what they call themselves and so it's true I understand where crewman's coming from it probably is useful to distinguish between democratic or Social Democrats versus actual ownership of the means of production but the point is they're calling themselves that so it's it's kind of funny. The crewmen is lashing announcing this unfair treatment when Republicans are calling them what they themselves call the you know so that's there's that issue as well <hes> on this topic of Sukru. Let me just read this to you in this is where this is classic Krugman where he's linking to something and so he has a fig leaf but the statement if you just analyze it tim possibly be correct and so here's the statement on this example he says a political scientists who used congressional votes to track ideology find that Republicans have moved drastically to the right over the past four decades to the point where they are now more conservative than they were at the height of the gilded age. Tom Your story and one was the Gilded Age Tele folks of about one hundred and this point one hundred fifty years ago just I don't want them to do math. What were the years? Oh the gilded age it'd be like eighteen seventies and okay so at this point. There was no income tax. There was no Federal Reserve. There was no F._D._A.. There was no S._e._C.. There was no social security. Okay all these things in crewman's telling us the today's Republicans are more conservative ideologically than back then and you might say oh well. Maybe he means on on racial issues and stuff. I don't WanNa make this racially charged about. I think we could go dig up quotes from people from the late eighteen hundreds grids that were a little bit more insensitive than stuff republicans are saying today. I just see guys now. I was going to read something that was pretty provocative and then say sorry that Woodrow Wilson 'cause there's plenty of really but I didn't WanNA WANNA ruin the move cruise but by you get my point obviously whether you're talking about this the state of you know the size of government interviews. Today's Republicans are nothing compared to back then and so you wonder okay well that is Krugman just line. What is he talking about? If you go oh click the link. I believe what these people found because they I have a chart and yet it is true that the Republican score right now is bigger than it was in eighteen ninety five and it's a left right spectrum so but again clearly it cannot possibly mean that Republicans in the votes they cast today are for smaller government than what people are voting on in one thousand nine hundred that's not possibly what it means and I think he's talking about dispersion and partisanship and polarization and so I think what it's doing is it's measuring like how far certain voting blocks are from the mean of the party hardy and so they're saying on that metric now the Republicans have more extreme conservative members than even back in the gilded age okay so I think that's what they're doing so it's kind of like the few real outliers the G._O._p.. Today are more extreme compared to their peers. This is the most it's been like that new history but again if you read the sentence what Krugman's want you to think is happening is obviously not possibly what the real situation is. Also the this comparison of the Republicans to parties around the world saying the Republicans were more right wing. I mean the Republicans. It seems to me they. They lose every thing they try. As far as I can see they've lost every major initiative that I can see the left has won every single thing that it his asked for a a a as far as I can see every major victory the last fifty years is a left wing victory. Maybe I'm wrong on a couple of exceptions but I think everything has been left wing's at the Contra cruise that's right and so the Republicans have drifted left themselves because how could they not the Republicans of Nineteen ninety-four would seem right wing compared to today so that is strange thing to say but also these other parties. I mean I mean the at least the rhetoric of the Republicans is limited government and that's not a legacy that other might call right of center parties necessarily cling to that's not necessarily what they're organizing. Principle is <hes> their principal might be the protection of the family and so that requires a non limited government. Those parties are willing to do that. <hes> there are I mean there are so called right wingers in America Today on the alright who want plenty of government <hes> and <hes> who would say that we need <hes> maternal leave policies mandated by government because that will help families and we need higher minimum wages where they're perfectly or even national health care. I've heard that from the alright <hes> so for Krugman into say that the Republicans are more right wing than Hardee's that he I'm sure thinks her borderline fascist the only way he could possibly mean that is that the Republicans at least give more lip service to the free market than those parties do but that's because I think those parties are coming from a completely different ideology. They don't think well let's think of non-state alternatives to try to solve our problems. No they think what's the most practical way to solve our problem and if it involves cracking some skulls through the government they will do that and there's much less of that in in the U._S.. So it's a dumb metric to try to compare the Republican Party of here to those other parties where they're not committed to limited government. Yes so just to amplify that that's exactly what's so I wanna read you again the disparity to what crewmen saying in lead you to believe verse and he has links you know and again at least one of us usually clicks the length since so that's good okay so let me just refresh your memory as to the claims Krugman has made as you can see this line of argument so he saying the modern G._O._P.. So he wants I established at their to the right you know they're more conservative than even their counterparts back in the gilded age in the U._S.. But now he's comparing him to parties abroad. He says <hes> the other the Times published an OP ED analyze party platforms to place U._S.. Political parties on a left right spectrum along with their foreign counterparts. The study found the G._O._P.. Is Far the right of mainstream European conservative parties. It's even the right of anti immigrant parties like Britain's you KIP and Francis National Rally is as crewmen basically and I think I've told you guys before when Krugman says the word basically what that means is the following is a false state but I mean that's what I'm saying. It has to be funny but also that's how he covers himself because if you said we'll not technically that's that's false what you just said. He said basically actually true statement. He doesn't need to have basically he would just say the statement all right. I'm being serious. That's what he that's how he uses that term. Basically if we saw something like America's Republicans in another country we'd classify them as white nationalist extremists and then later. He says one might even argue that the G._O._P.. Stands out among the West White nationalist parties for it's okay so he has data right He's empirical. He's not ideological like we are in. He has the study and so you go to the study to see our when I say you I mean I did. I went to the because I was curious. The House it is like Thomson tuition was correct that that's exactly what happened. They ranked parties according to various metrics and so what could push you to the right is if you're for low taxes low business regulation low minimum wage that kind of stuff so that's how America's 'cause G._O._p.. Got Pushed forward and let me just read from the Times op-ed the Krugman's linking to that then gives him the justification to sit to refer to matter of factly as the White Nationalist G._O._P.. He says according to its twenty sixteen manifesto so this isn't Krugman. This is the the P._C.. Linked to the Republican Party lies far from the Conservative Party in Britain and the Christian Democratic Union in Germany and closer to far right parties like alternatives for Germany. WHO's platform contains plainly xenophobic anti-muslim statements rights racing the today's G._O._P.? is to the right of this anti Muslim party in Europe and then it says the Republican platform does not include the same bigoted policies and it scores pushed to the right because of its emphasis on traditional morality in a national way of life still the party's shares a nativist working class populism with the European far-right said the political science okay so it's plainly admitting yes the G._O._p.. Platform doesn't actually have anti minority statements in it but I mean it's still a populist platform we. I don't know what that means right there. That's that's the arm so it's exactly what time said is. That's how they're the this metric that they're using the G._O._P.. Places far the right because of their economic policies and their their emphasis on traditional morality and then there's so therefore since insert to the right of clearly xenophobic white the ones that are more openly racial in Europe therefore that's crewman's method of say. It's it's a white nationalist party basically all right so this is all this is very very typical of Krugman's political columns we try to do we really do try to coke some economics out of his columns even even against his will and in cases like this <hes> I figured the today since I was talking talking economics I would have sated you for your desire for economic knowledge because this column hasn't got got a lot of that <hes> in there but still it's just so at odds with reality that we just felt some need to to make mention of now we might as we could use this as a springboard speculate about what's likely to happen in the future given the the left. The left were drift of the of the Democrats. It does seem quite likely that we're going to have and given that Joe Biden liden turns out to be a rotten candidate. What surely everyone told you he was going to happen? I mean this is like <hes> you know like Hitler being told look it doesn't matter. I just realized that goes back to Hitler right the. I'm already going down the wrong road if I'm giving a Hitler example but anyway it seems like that's where the momentum clearly is in the in the Democratic Party the youth the energy the enthusiasm. Maybe not the money but even the money is starting to to go there because I think because because I think old money sees the way the wind's blowing and they don't WanNa be left out in the cold. They WANNA have a handle on this so I think that's so it seems to me that our politics and what's actually going to happen. We could see a left-wing drip it at the same in time. The budget constraints are so overwhelming right now the so much of the money in the budget is already accounted for by major major programs for them to launch anything substantial. I I don't see how they could do. They could try I to pretend that they're using modern monetary theory now this matters but <hes> I don't know how long they could get away with it so it seems like the upshot of this. I think Krugman probably is right that the socialist accusation given that a lot of young people actually think of socialism favorably is not necessarily a winning strategy might energize the older base of the Republicans but that's not gonna work forever so I think we are going to start moving that way but as I say the silver lining is once they get empower. I don't see what they can do economically. I don't see how where the next big initiative comes from. Where's the money gonNA come from how you GONNA pay for it? I don't see that it can be done right will there. I mean they. They're going to blame it on trump obviously in his corporate tax cut so that's what's going to happen yeah so they'll they'll undo that but that's not the end of the world we live without that for a while but in terms of major new initiatives. I don't see how they launch any oh I think they will though can I can. I go a different way. Okay Krugman. Krugman has a allying here where he says are just compare the G._O._P.. point-by-point with parties almost everyone would classify right wing authoritarians right so he's saying I'm just going so just for fun. Some of you may have seen this demonstration before I I saw some of this awhile ago so I'm pulled all of the demands of the Communist Party in Germany as done by Marx and angles okay and so they have fourteen points here so I thought it'd be curious to see just point-by-point. Let's compare what today's Democrats call for with what Marx and angles said back in the days the demands that you're in the communist manifesto point one was the whole of Germany. She'll be declared a single in indivisible republic. That's like in our pledge of allegiance and whatever so that's okay check every German having reached age of twenty one. She'll have the right to vote so we have it as eighteen here so where to the left of the Communists <hes> represented the people shall receive payment our elected officials get paid so again check. This is interesting number forces universal arming of the people and so again today's Democrats are weights the left of Markson angles because they don't want people to be armed. Okay <hes> legal services. She'll be free of charge. If you say like you know you get a core appointed lawyer. I guess you could count that <hes> getting rid of feudalism. I would say check yet. We got rid of that <hes>. Let's see this a state bank whose paper issues are legal tender show replace all private banks so here. It's iffy because we do have private banks but in the context when they're writing. I think they were saying private. Banks can't issue their own notes only one monopoly in so by that token can yet. We've got that <hes> let's see there's a couple means of transport rallies. Canal steamships are all publicly-owned okay so that's not that's not one the right of inheritance to be curtailed. If you count the inheritance tax you would count that <hes> let's see universal and free education of the People Yep <hes> the state guarantees a livelihood all workers and provides for those who are in capacity for work. Yes if the people who want the other basic income guarantee that's true <hes> the introduction of steeply graduated taxes that it Yup Obe Blissett. They want the abolition of taxes on articles of consumption so again today's Democrats are to the left of Marx Engels all right so of all the ones so I skipped some that weren't true but of all the ones I'm gonNA rated as out of the seventeen points I think I misspoke before seventeen gene points out clearly eleven of them and so my Canada's haves and edit them together are the modern Democrats by the same token affairs probably the modern G._O._P.. As well okay and so again point-by-point I think arguably we're all communists. Now God bless America well. We are not concluding the episode on that point so she okay the last thing here is that that I have at least is <hes> again. This is throwaway line the so part of this besides the substance such as it is in Crewman's column. Is this these affairs so unfair these these lying G._O._P.. People smearing the Democrat you know how dare they call all them socialist when they call themselves socialist that kind of thing <hes> and then so he says here at the end still a lot will depend on how the news media handled dishonest attacks. That's one of the themes of crewman's columns leave you haven't seen as part of the reason Putin was able to steal the election election is because the U._S. media was asleep at the wheel right. They were reporting both sides and not weighing in telling people what a bunch of liars the G._O._p.. was and so in this context what he's saying is we keep seeing headlines that repeat false claims claims and then in quotation marks trump says Democrats will ban hamburgers with the information to the claim is false buried deep inside the article. Okay so you going click that so I don't know if some of you have heard about that so yes there. Was this thing where a bunch of Republicans were you no and saying hey hold some guy was holding a hamburger in the Pelosi wants to take this away from you that kind of thing all right so where that came from again. It's not like this was a four Chan troll that the Republicans fell for where it came from was Akhazia Cortez's staff when she released the green new deal and their thoughts on it had an F._A._Q.. Okay and so one of the things said why so the goal was to get to net zero commissions net zero meaning the we still have gross emissions but then we do things like plant trees and whatever to offset it and so one of the items in the ethic you say why did you set a goal to net zero rather than zero emissions in ten years. Here's okay so again. This is where these quite reasonable people that they're answering the question. We're going to get net zero in ten years and you're probably wondering why don't we just get rid of all co two emissions in ten years period okay the again. These are the quite reasonable people that you know how how dare we call them Socialists and so this is what they rhone they said <hes> because we set a goal the net zero rather than zero missions in ten years because we aren't sure that will be able to fully get rid of farting cows and airplanes that fast okay okay. That's not the onion that was in the F._A._Q.. That Cossio Court has a staff released. It wasn't a hack. It wasn't like someone snuck in. You know that one guy who does the investigative comes in with the hidden camera it wasn't that they posted that then when people started flipping <music> out they said oh you thought we were trying to get rid of hamburgers when we said ten years no no we know that's and then so now people referring to what they posted are a bunch of dirty rotten liars. It's this weird thing against like saying. You can't call Bernie Sanders the Socialists even that he says he's a socialist all right so again this I give you didn't know the backstory there they so they took it down and they said Oh that wasn't intended for public consumption but that's almost even worse like saying no. We're secretly plotting and take away your hamburger. We're GONNA let go for a while. Can you possibly imagine if if the Republicans put up something that said why aren't you limiting all abortions right now and they said well because the public you know it'd be to to bran all abortions within ten years would be too much so that's why we're just they put up something like that and of course all the women's group would flip out and then they took it down instead. We don't want anyone to report on that anymore that you're lying if you say that because we took it down. Can you possibly major some trying to argue that with a straight face and yet that's the move pulling here the Bob it's almost like there's a double standard in situations like most isn't it all right well the show notes page which will not be up for anybody I will. Took some time off this weekend while I usually take the weekends off anyway but in particular this weekend because it was amy's thirteenth birthday she's my middle daughter out of the five and we spent a lot of time together and did some fun things so what I'm going to do for you folks today rather than again. Leave you orphans here with the podcast is I'm going to share with you a talk from my pass now. This one does not have the OH. I don't know the the woods wit that you've come to expect over the years this. This one's very straightforward because I was speaking to a group of retired folks. I believe they were called the Auburn University lifelong learners or something like that and this was back when I lived in Auburn Auburn Alabama and I was a resident scholar at the Musa's Institute and on the side I was giving this little lecture series in American history to this group of retirees so I didn't try to do woods humor and I tried to sound as reasonable reasonable as possible so as not scare them way but anyway in this talk. I talk a little bit about what happened. In the nineteen twenties in American history. Just some highlights particularly areas that people don't often get right and one of those areas he is not not the whole subject of the talk by any means but one of those areas has to do with foreign policy because everybody is under the impression from the Old High School Textbook that the United States was so called isolationist during the nineteen twenties but this is is not true and I give a lot of evidence to show this is not true unless you're defining isolationist in some bizarre way. It certainly does not apply to the U._S.. The Nineteen Twenty S. I think it's important to correct that for a number reasons which is one of them is is to show how sloppy historians are and how sloppy political commentators today are that they just thoughtlessly use the word isolationist to refer to the nineteen twenties. I think we cannot emphasize enough example after example of this consistent insistent sloppiness in terminology and sloppiness in conceptualization so we're talking about the nineteen twenties talking some domestic stuff some international stuff here in this particular talk much of this is material that does not appear in my politically incorrect guide to American history. I did not discuss the foreign policy material the nineteen twenties in that book I had so much I wanNA talk about in that book but they gave me a strict eighty thousand word limit. I don't remember I've told the story on this on the podcast before but they said when I wrote that book eighty thousand words you know so I I sent them one hundred thousand and I thought they'll be happy here's twenty thousand words for free for Roya and they took every one of those words out the one way or another they surgically removed the twenty thousand extra words above the eighty thousand limit I had been given they showed me. We said eighty thousand that's what we want and it wasn't like they took the lousy parts. They just kind of took arbitrarily. They just took stuff out what you're killing me. This stuff is great so I did use some of that for my follow up book thirty three questions about American history. You're not supposed to ask I did do that anyway. We're talking about the nineteen twenties domestic and international and I've got some material as I'd like to go over that is in the texts that I'd like to elaborate on in some material that's not the twenties were inevitably brought face to face with presidents harding and coolidge and historians feelings about them and I have a little commentary about that at the beginning of my chapter on the twenties that we always get these polls of historians that presumed tell us who the great presidents were then they try to rank the president's in order of their greatness and then we're all supposed to accept that and so every so often the American public has to endure another one one of these polls of professional historians. This practice began in one thousand nine hundred forty eight with Arthur Schlesinger senior who pulled fifty five historians and publish the results in life magazine and then fourteen years later he did the same thing for the New York Times magazine then his son Arthur Schlesinger junior published yet another one of these polls in nineteen ninety six and then numerous other such polls have appeared C. Span did such poll the Wall Street Journal did one last year and just goes on and on well who comes out on top and these polls and as I said the occasion for bringing this up is the low ranking that the president's we're talking about today consistently receive well the top three you could probably guess our George Washington Abraham Lincoln and Franklin Roosevelt those are always the top three and these polls also toward the top in these polls are these three Theodore Roosevelt Harry Truman and Woodrow Wilson so the Great Presidents Are George Washington Washington Abraham Lincoln Franklin Roosevelt so-called near Great Presidents would include it least T._r.. Harry Truman and Wilson well. It's not surprising given that we know where you know what the politics of most else historians are that president who strengthen the federal government either through new domestic initiatives or through war typically find themselves exalted as great whereas those who exercise their power more modestly are relegated into the designation of average or worse Woodrow Wilson once said that the president quote is at liberty both in law and conscience to be as big a man as he can unquote well if he accepts this invitation the president that President can expect to be richly rewarded by our court historians now there was a time in American history when a powerful presidency was viewed with suspicion rather than held up as an ideal and I I'd like to quote here if I may the founder founder and president of this very institute Lou Rockwell who describes the older view of the president this way he says the president is mostly a figurehead in a symbol almost invisible to myself and my community. He has no public wealth at his disposal. He administers no regulatory departments. He cannot tax US send our children into foreign wars pass out welfare to the rich or the poor appoint judges to take away our rights to self government control a central bank that inflates the money supply and brings on the business cycle or change the laws Willy Nilly according to the special interests he likes or seeks to punish likewise elections and election campaigns. We're not the be all at end-all of American liberty and again. Lou Rockwell says for those who do nonvoting do not care about politics in the old view their liberty is secure. They have no access to special rights yet. Their rights to person property and self-government are never in doubt for that reason for all practical purposes they can forget about the president and for that no matter the rest of the federal government might as well not exist people do not pay direct taxes to it. It doesn't tell them how to conduct their lives. It doesn't send them to foreign wars regulate their schools pay their retirement much less employ them to spy on their fellow citizens the government there's almost invisible well. Alexis de Tocqueville who was the nineteenth centuries most perceptive foreign observer of the United States observed in the eighteen thirties in some countries a power exists which though it is in a degree foreign to the social social body directs it forces to pursue a certain track in others the ruling forces divided being partly within partly without the ranks of the people but nothing of the kind is to be seen in the United States their society governs itself four itself the president has but little power little wealth and little glory to share among his friends and his influence in the state is too small for the success or ruin of faction to depend upon his elevation to power but it doesn't sound like the presidency today needless to say but that was how the presidency was viewed in those days early nineteenth century Bob Higgs one of the great economic historians. We have living said this. The people who ratify the original constitution solution never intended the presidency to be powerful office spawning quote great men article two sections two to four which enumerate the powers of the president comprised but four paragraphs most of which deal with appointments and minor duties well the twentieth century. This minor position was transformed into a larger than life office. WHO's occupant is expected to exude vision leadership and greatness well this this view of the president is what we would expect to hear and Mussolini's Italy or at any fascist regime where the leader capital is expected to exert bold leadership on behalf of the people? You may consider this to be a cheap shot but I've mentioned in this context that Adolf Adolf Hitler wants told The New York Times correspondent I have sympathy for Mr Franklin Roosevelt because he marches straight toward his objectives over Congress lobbies and bureaucracy Hitler later described himself as the only European leader who expressed quote understanding of the methods and motives of President Roosevelt Unquote the one idea that is absolutely anathema to all such regimes is this society is capable of running its own affairs without the paternal custodianship of a great leader her and his vision now the historians who were consulted in the rankings have presidential rankings. Tell us which presidents were supposed to like conceive of the ideal president is a far seeing demi-god rather than a humble executor. The laws now Theodore Roosevelt is a president. I've written very negatively about in the past he's very very popular among great many Americans on left and right but I've been very critical of him because I believe he basically was almost almost single handedly responsible for putting together this new kind of presidency where the people are talked to have a kind of superstitious reverence for the occupant of the presidency and there he is at number four in C. Span's two thousand poll historians chance that poll ranked the president's on their quote vision on quote setting an agenda other categories included public persuasion crisis management economic management moral authority international national relations administrative skills pursued equal justice for all and so on and on while there's nothing on there there's no ranking on how faithful was he too the constitution or or traditional American principles and this is the main problem with these polls they they take for granted that there's some objective scientific standard for determining how great a president is but of course there isn't to evaluate whether a president is any good or not you have to have a standard of measurement philosophical moral economic and constitutional institutional prisons what constitutes Good Economic Management Keynesian economists will say one thing and a free market economist will say another. How can you in a non ideological way rank the president's on those grounds or what does equal justice for all me well that phrase has hanging over time under Andrew Jackson Andrew Jackson's philosophy of government? We're talking eighteen thirties now was called Jacksonian democracy and he used the phrase equal rights but with Jackson meant by equal rights was that nobody gets anything from the government. We're equal in the sense that nobody no big business no lobbyists. Nobody is able to use the coercive arm of the state to exploit his fellow man. That's the sense in which were equal. Nobody's getting adding any special privilege. We're today when the phrase equal rights is used nearly always refers to some kind of grant of special privilege so how can it the constant category for evaluating the president's the meaning changes over time now Jeff Humble. Who's a professor surround? The West Coast has argued that from the point of view of Libertarians of many of whom occupied this very building. The Greatest President in American history was actually Martin Van Buren well. I'm sure some people didn't know Martin. Van Buren was the president but elected in eighteen thirty six van Buren had been vice president for a term under a little over a term under Andrew Jackson. Another candidate has been proposes the greatest President from a libertarian overturn point of view. I've heard William Henry Harrison only because he died a month after he got an office. We didn't have a chance to do anything bad so therefore he's the greatest but Martin Van Buren has been propose and Hummel's argument is that Van Buren was was was the best president because he resolutely supported the free market and the constitution and a time when every incentive existed for him to do otherwise his his his banking policies introduced what what is arguably the greatest banking system monetary system the United States has ever had he also managed to avoid not one but to unnecessary wars one with Mexico and one with Britain which is the fact that particular significance when we recall what the founders often said about war. It's tendency to undermine free societies now where does poor van Buren wind up in the presidential polls well he lacked vision I suppose but he kept the country at peace and was resolutely committed to the constitution. Come what may in one thousand nine hundred eighty eight he was number fifteen out of twenty nine presidents nineteen sixty two. He was seventeen out of thirty one and in two thousand five he was twenty seven out of forty. One Arthur Schlesinger junior complained that van buren lacked executive of energy another historian described Van Buren inaugural address as quote essentially a charter for inaction by hardly need to point out to those are bad things to the official historians who rank our president sports now consistently low rankings have presidents like ulysses grant or president we discussed today. Warren harding are due in part to the corruption associated with their administrations now to a certain degree. That's all well and good but what is the Teapot Dome Scandal compared to Woodrow Wilson's catastrophic decision in the face of strong popular opposition to involve the United States in World War One a horrific conflict at the very least Wilson's decision it has been argued pave the way for for the ultra nationalistic policies Adolf Hitler in the Nazis who protested a punitive Versailles treaty that the allies would never have been in a position to impose without American assistance yet Wilson is consistently ranked among America's best presidents forget at the foreign policy disasters. He was responsible for the historians old seemed to be saying and forget the American deaths as decisions caused the man had vision well this brings us to the twenties and hardy and coolidge because what will find is although they he did do more domestically than people think realize in terms of building up government the fact is that they were by twentieth century standards relatively inactive and they're therefore we're supposed to hate them and rank the low but again. That's an ideological judgment okay. If you want to decide which are the best presidents you have to decide that on the basis of your own views and what these people did when they were in office and whether or not they conform to your views well. There's a lot of scandal mongering we could talk about with with harding official scandals tables and personal scandals but I hate to being a scandal longer the guys dead now as it is. I already condemned him in the book you know so let's not dwell on that too long. It is interesting to know that on two occasions when he confronted people who who had been engaged in corrupt behavior under his presidency people went and committed suicide after confrontations with with harding so apparently he could be quite rough on people apparently early but what I want to point out focus on instead is one in fact he did what he did do economically so I wanNA focus on the tax policies of the twenties because they are they are worth revisiting. It seems like nothing could be less relevant than the tax tax policy the twenties but let's remember that during World War One the top income tax rate had been increased from seven percent to seventy three percent. Now I've got I've got the students in an online course I teach and they all they're always flattering themselves about how wise they all are. They're saying they were saying at one point. Well we know that in our country we would never tolerate tax rates of fifty or sixty percent of course we you would never I said not only would you but you did for for many years in American history that rates were very very high. I gave the example of in Britain. The top rate at one point was ninety five percent. That was a that's democracy ninety five percents the top rate which is why the song taxman George Harrison says of the tax man. He's he's putting himself in his shoes. There's one for you nineteen for me. That's a ninety five percent rate. See how these very high rates coming in because of the war well after the war is over naturally you would expect the rates to come down and they do come down the twenties but as I suggested last time as tends to happen in emergencies they never quite come down to the level where where they were before the emergency. They never come back down to seven. That'll never happened again. I could say with absolute certainty that never in my lifetime will the top rate ever be seven percent again but did come down substantially the twentieth and why is that it has a lot to do with Secretary of Treasury Andrew Mellon because he was noting that we had more and more for millionaires in America and a lot of wealthy people but yet you didn't have a lot of investment going on a lot of business activity. It seemed to be seen not to make sense. Why should that be? Why do we see people doing well but yet we don't see enough business expansion going going on and he concluded that it was the tax rates are too high by start out something I succeed then I get to keep twenty? Seven cents on the dollar seventy-three will be taken away. If I fail I lose the whole doll well who who and his right mind would I would consider those to be good odds so mellon was of the opinion. The tax rates were so high they were actually stifling business activity that what businesses individuals were typically doing was instead of using their funds to open up businesses and get people working they were taking their money and putting it in state local municipal bonds because they were non-taxable so states and localities were awash with cash for they had enough baseball stadiums the last them eighty years you know what to do with all the all the money but meanwhile the private sector was starved for capital so what could be done so mellon believe that if the rate were lowered people would be more willing to expose their income taxation than they are now now now the only get twenty seven cents on the dollar. There's no point doing it but if we make their reward greater we lower the rate then it's it's worth taking your money and putting it into a business venture so that was his proposal that was in fact what was happening now. This may sound a little familiar. If it sounds familiar with you may sound like something out of the Reagan years it worked better the twenties than it did in the Reagan years but basically what was being proposed here is an anticipation of something called the laugher curve the late nineteen seventies economists named Arthur laugher l. a. f. f. e. r. proposed this relationship and really what Andrew Mellon the Secretary of Treasury that twenty doing his anticipating. This relationship laugher in the seventies proposed Jose Graph. Let's see we can get one little darker and those of you who are listening in. I'm sure you can see a copy this graph. If you just do a Google search putting quotation marks Arthur laugher as come right up he says as of. Let's imagine a graph here where we've got. We got on the X. Axis. We got the tax rate and on the Y.. Axis we have revenue and laugher said well suppose the tax rate is zero. Obviously the governor will collect zero in revenue uh-huh so the point zero zero is plotted on this and suppose the tax rate is one hundred percent that for every additional dollar above a certain amount to pay one hundred percent tax well in effect the government will also get zero revenue there because people will just stop working or they would work under the table or they engage in fraud or they'd they shelter their income whatever necessary but unless people say oh. I'd love to be a slave. Take all my money away. No one's really going to do that so effect. In effect the amount of revenue the government would get under one hundred percent rate is negligible that it may as well be zero so he says these are the only two points at his graph that we know with any certainty we can't plot anything else with any cert- but he proposed that if we were to connect these two points we would wind up with a graph that looked perhaps something like this. We're I for a while. The higher the tax rate becomes the more revenue the government collects sensibly enough but eventually as you approach one hundred percent some of the disincentive effects here ear and a one hundred percent rate began to come into play and people begin to withdraw their money or as I say put it in tax shelters whatever they start getting that start getting perverse effect the rate goes up but yet revenue goes starts going down so he proposed that. Let's let's imagine imagine this as the peak point. He says that this here is what is called the prohibitive range that even from the government's own point of view you would wanna tax in this range because you're actually getting lower and lower lower revenue here. YOU WOULD WANNA tax up to this point. You want attack somewhere around here so that's what that's what laugher suggesting now he was probably suggesting something that looked a little more like this so there was a bigger prohibitive range now as I said he doesn't quite like nowhere that is and the Reagan years there are a lot of promises that taxes are so high right now than if we lower the rates they'll be so much business activity encouraged that the tax cuts will pay for themselves because they'll be so much new business business revenue coming in with people opening businesses stuff and I think I think it was like seventeen to twenty percent was made up but the tax cuts didn't pay for themselves the eighties and then all the all the people who proposed this later said. We never said it would pay for itself. We said it would slightly pay for itself well. I don't know maybe they turn the microphone off when they said slightly but in the nineteen twenties they did pay themselves. The rates were so high that they were actually punishing and discouraging of business activity so that in fact you did get more government revenue when over the course of the twentieth top rate was reduced from seventy three to forty and then later from forty two twenty five percent. You did get more government revenue. You actually got the national debt not the deficit the death reduced by third in the twenties so this had tremendous mendes consequences and that's that's the important thing that Mellon has to show from self now. This is significant and I think that although next time when we talk about the depression we're going to see some of the aspects of the nineteen twenties economy that were unhealthy and not sustainable. I think it's safe to say that some of these tax rate reductions were responsible for some of the twentieth prosperity and eyesight the fact that in nineteen twenty six the unemployment rate reached an unbelievable one percent which has just unthinkable given that they're always some people who were in and out of work and yet it was only one percent the United States became in the twenties solidified its position as a great economic power. You're so that total world production it's shared total world production was thirty four percent so that's an astonishing figure. The next closest country in share of total world production was basically tied with Britain Germany and they had with each ten percent so it's an extraordinary achievement and so no you know they didn't they weren't as interesting and exciting Teddy Roosevelt going safaris or anything like that but well the country was prosperous and for the most part at peace so seems probably in some ranking that account something now the second and last aspect. I want this third. The first part was ranking the president's and why that's difficult to do. The second part is domestic stuff. The third part is just a briefing about foreign policy because it's often said that in the nineteen twenty s the United States became isolationist okay and that that that was a bad thing that's that's actually not true and most historians now our not really saying that anymore first of all the term isolationist as a ridiculous word that was invented to smear people it does not shed light on anything I have never known anybody who was an actual isolation so just thought that we should just block our ears and everybody they just sit in the corner and not have any interaction whatsoever with the rest of the world for the country isolationist typically somebody who disfavors neutrality and foreign policy that's all it means nothing weird about. It's all it means now the reason I think some people have believed that the country became isolationist in the twenties is I think it's two two reasons one. Is that it it certainly was not as involved in world affairs as it is today so by that standard yes it did it did retreat somewhat but and that's not a reasonable standard of measurement but the second thing is that there are a couple of things that U._S.. Government did the did have a kind of isolationist flavor to them. The first one was an increase in protective tariffs in the twenties tariff rates went up substantially and then what you could say that sort of an isolationist thing you're you're cutting yourself from international trade and you do that so arguably that was some what isolationist and the reductions in immigration that occurred in the twenties have argued as as evidence of isolationism. Uh Immigration was restricted to one hundred fifty thousand people per year which international standards is still fairly generous. This is supposedly the meanest angriest wickedest decade of all an immigration. You're still talking about one hundred fifty thousand per year which is about one hundred and fifty thousand more immigrants than say Japan admits to this day but those are the arguments there but but beyond that you don't see isolation we see internationalism for better or worse. I'm not endorsing or knocking any of the things about to disclose to you but just I'm telling you that the myth of isolationism in the twentieth does not hold so for instance the Washington Naval Conference which was held in one thousand nine hundred ninety one to twenty two brought together the major naval powers of the world which would be the U._S. and Britain and France that's and Japan and Italy and they they reached agreements on the limitation of armaments and this conference had real consequences the major powers actually blew up some of their largest ships that were called capital ships and it was based on kind of a we'll Sony an idea that large stops of armaments tend to lead to war and so therefore disarmament was a key to peace so that actually occurred now. The United States was led that occurred in the United States so it doesn't seem like something did an isolationist country would do leading an international disarmament campaign of course this is a time when air power is beginning to be more important in wars and and of course the Washington Naval Conference doesn't deal with air power so so it doesn't it doesn't it doesn't cut out everything of significance but it does reduce naval armaments at least the United States also joined what we're called the four power packed and the nine power packed the four power packed which consisted of the U._S.. Britain France and in Japan urge signatories to consult with each other matters pertaining to security in the Pacific because all of those powers had Pacific possessions the United States had the Philippines for example the nine power packed consisted of these four along with China and four other European countries aimed at securing what was called the open door in China in other words ensuring that trade with China would be open and free to all nations and would not be characterized by exclusive Joseph Privileges for one country or that that a lot of countries had sometimes tried to acquire in defiance of the week and frustrated Chinese government so these are two examples of pacts in which the United States enters in which it agrees trees to engage in consultation with other powers now isolationism means you don't give Dr what other powers have to say so again these tend to overturn that myth but that's sort of international diplomacy or politics but an international economic policy the United States was also also internationalist. Some of you may know in one thousand nine twenty-three Germany experienced one of the most destructive bouts of monetary inflation in history monitoring inflation so bad that there's a special word for it called hyper inflation. The inflation is so bad that the currency unit collapses altogether the people would go to a bar in order to two beers at once because if they drink one and then order another one the price will have doubled by the time they ordered the second one. I mean that's how fast it's going as soon as you get the money as soon as you get paid you have to in fact workers were getting paid twice a day because they'd get paid one time you gotta stroke just whatever by anything by anything with it but just get it off your hands and it just sort of leads to a vicious circle. Everybody's got to get rid of people panic that it's going to be worth less and less and less. There's a story of somebody maybe Apocryphal story but had a wheelbarrow full of German marks to go shopping to set it down to look at a shop window window to see if there's anything worth buying and then turned around and find that the money was still there but somebody had made off with a wheelbarrow. There's no point in trying to trying to run off this money. It's not worth anything there photographs of children who are who are using the WHO are glowing the worthless marks together to fly kites or putting them together as blocks and making pyramids out of them people burning the currency to keep warm is a complete disaster. The German government had been recklessly inflating its currency in order to make its reparations payments in inflated therefore less valuable currency but the strategy spun out of control whether this hyper inflation at the height of this hyper inflation it took over four trillion million German marks to equal one American dollar so in one of the government business partnerships that was increasingly common in the twenties. It was banker Charles Dawes who encouraged by the White House put together a reconstruction construction plan for Germany called the ause plan does established a new payment schedule in line with Germany's ability to pay. He developed a plan to put German currency on a more stable footing and manage to raise one hundred in ten million dollars in emergency loans that were issued by private bankers not the U._S.. Government in order to see the German government through the Crisis Dawes was also able to secure French withdrawal from the RUHR which was a resource rich industrial area of western Germany that the French had occupied in nineteen twenty three out of frustration with half-hearted German compliance with the reparations payments so again. It's not something that isolationist power engages in Dawes ended up winning the Nobel Peace Prize for that and became the Vice President Nine hundred twenty four now then in one thousand nine hundred thousand eight we have something called the Kellogg beyond packed. Some of you may know about signed by dozens of countries and this was an international initiative. With a lot of pacifists were involved in it and the purpose of it was to try to outlaw war as an instrument of policy and declared aggressive war to be illegal. Well all right. Nothing is easier than to ridicule this document. I I mean how are you going to enforce war being illegal to go to war that would be okay because they're only declaring aggressive war to be illegal. If somebody engaging aggressive war you could still go stop them but the thing is that no aggressor who engages in aggressive war ever says I'm an aggressor engaging aggressive war they always claim they're acting in self-defense or their liberators or whatever and there was no enforcement mechanism but whether we think this was a valuable document documented a silly document or naive or whatever the point is that an isolationist country unconcerned with world affairs would not have spearheaded an international campaign on behalf of an initiative like this in the culture culturally we see an internationalist analyst sort of spirit. The United States never joined the League of nations as you know but it did take part in certain league activities and joined a number of Lee committees there was an internet there was a League of Nations Committee on Internet on intellectual cooperation. This league on intellectual cooperation was formed because intellectuals thinkers and journalists and writers were oftentimes ashamed of the way they had acted during World War One they had just been Schill's for their governments. They had repeated obviously false propaganda they had demonize the enemy as some human and they looked in thought gee. We're the intellectuals we're the ones we're supposed to be above all this and we got right down the muck as well and so a lot of intellectuals wanted I had to form an international group like this like the League's Committee on Intellectual Cooperation to foster international scholarly communication to held international conference of various subjects so this league committee looks to to try to bring thing about for example things like textbook revision that if there's a French textbook that says all the Germans are barbarians but we should probably not do that. We WanNA foster international understanding so there was that type of thing or encouraged countries to learn to institute things like the study of the history and languages of the United States for instance Russia China and Japan there now you had official at the college level. You had departments teaching the languages cultures of these places on the understanding outstanding that the more we know about the country's of the world the more we understand them the less likely there will be misunderstandings that lead to war so that was the internationalist spirit behind this wasn't used to coincidence that these academic departments could start at the thinking was the more we know about other other cultures the more we will encourage piece it was also during the nineteen twenty th at the Student Exchange Program get started which is now. The previous highest increase would be October twenty four twenty seventeen which came after these smackdown invasion of raw which was up sixteen percent over the previous week smackdown retained eighty six percent of the raw audience slightly up from the usual but in the normal range no sports competition on cable raw ended up doing two point four five live million viewers a four percent increase from last week the hours were pretty good two point three eight which was kind of low I our but the second hour two point five zero third hour two point four eight million viewers the third our beat the first hour of raw which is very very rare. There were a lot of strong gains. Women eighteen to forty nine were up eighteen percent which is unheard of says Dave Meltzer many eighteen forty nine nine percent teenage girls girls of thirty six percent teenage boys up thirty nine percent overall gains would have been higher but the largest audience which is over fifty two point nine percent from the first third which is still better than usual so so what does that mean well. I thought that rob Monday was a better show than it had been the week before which is not exactly high praise because the week before I thought was a very very bad show so so dave's theory Dave meltzer's theory last night interesting of radio particularly for smackdown was that everybody his theories at everybody knows that summer slam is a big big show and therefore everybody is tuning in to find out what the big matches are going to be on summer slam now upon looking at these numbers. Here's my problem with that. Theory raw also featured matches to determine who is going to be entitled matches at Summer Slam and I think everybody would agree. I don't know if maybe the blue brand fans we had a few two years ago or are still is passionate. They were a couple of years ago but think everybody would agree that the big matches are the rob branded matches who's brock listener going to face universal champion etc so raw which had a bunch of matches matches to determine who were going to be in the top matches at summer slam that was only up four percent week over week and it was coming after a pay per view so to me why would only be four percent to determine that summer slam matches and smackdown which also determined summer slam matches was up fifteen percent that doesn't make sense so the theory that some people have and they may very well be right is is that everybody tuned in because they thought it was going to be the first Eric Bischoff smackdown now. It wasn't a week ago. I think everybody that knew that Bischoff in and Heyman were coming aboard for whatever they're doing. I mean everybody knew that last week. He wasn't in charge but some people because originally he was going to be in charge of this week. Show in charge I put an air quotes by the way but he wasn't and we'd reported that earlier earlier in the day but it's still very very big number so I think it's actually more likely that a lot of people tuned into smackdown thinking it was Eric Bischoff s- I show and wanting to find out what changes he was going to make now as we've mentioned countless times on this show these are not. I don't want to say they're not real gigs. Because I mean Eric Bischoff moved. He moved to Stamford Connecticut for this job so it's not like his name is just on a piece of paper. Whatever means to be the executive director of smackdown? That's what they are but it's still vince McMahon's raw. It's still L. Vince McMahon smackdown for whatever it's worth last week when they did the creative meaning for smackdown Bruce Pritchard was the one who ran that meeting but it's not Bruce Pritchard show either. It's Vince McMahon's show now. Paul Heyman is is going to get some things through is not going to get like everything through if he if he offers. I don't know ten things. That's what he thinks of the evolve or not the evolve the cruiserweight title all I can tell Oh you about tool five live is that it is an absolute ghost town the gorilla position when to a five life starts like everybody's there for smackdown. Everybody's there watching the matches. Everybody's they're doing all of their work and as soon eh shows over everybody goes home. I'm talking to people that work in Doda me not everybody obviously but like they all go home and that's two Oh five live and there's there's positives and negatives to that I mean the negative is I mean they don't care about it one bit and so it gets no publicity and they they never push anything on. You're getting a program that Vince has no fingerprints on whatsoever you want to see a great long match with Chad Gabel and Jack Gallaher or you're going to get it onto five live announcer outstanding. Although a waste of time in my view <hes> of rock hopefully pays off really well in summer slamming. The thing you have to remember about Wrestlemainia is Wrestlemainia. This year was all about the Ronda Rousey Becky Lynn Charlotte match and that match was going to close the show so well given the dead match was going to close the show everything else on the show. You can really do whatever you want and they decided literally by the way at five thirty P._M.. The day of the Shell Dave Wrestlemainia at five thirty P._M.. They decided UH students match. I shock people and they through the match out there and they did the match the way they wanted to do the match for the shock of it I mean at the time you gotta remember there. was there was strong consideration. That brock was gonna go to U._F._C. N._F._C. and so they went in there they did the match they changed the title and that was that things are very different. Just a few months later brock is not going to you have see and the universal title match the Listener Rawlins match is going to close <unk> summer slam. It's going to headline the show as far as I know it's the final match on the show for Summer Slam and so they're not going to go in there and do a five minute match. They'RE GONNA go in there and they're gonNA do a real match this time so if you're one of those people that was disappointed with the media match catch well. You'RE GONNA get a real match coming up at Summer Slam so that is a change. This person here says am I missing something. Something happened on smackdown that I missed almost three million viewers last not almost three million it was just over two million and the show was maybe a notch or in most two levels better than the raw two weeks ago. Go figure yeah nobody can figure it out and I'm not kidding. I've talked to people in W._W._e.. And they have no idea why the show did so well. They're baffled as well so maybe it's the BISCHOFF thing. I don't know nobody knows in really if there's not even a lot to discuss right now because it was one week if the show is at this level next week and the week after then I I don't know summer came and people are in Summer Slam. If it's if it's way down than it probably was one week bump to find out whether Bischoff is going to do on the show even though he didn't actually do anything on the show and we had reported that is there anything actually actually going on with Daniel Bryan or the teasing a retirement well there are teasing a retirement but he's not retiring they have some sort of storyline and they've just decided this is a storyline and we can try out for a while and get people tuning in so they promising he was going to make an announcement on the shell and they didn't give you the announcement and the idea is you'll tune in next week and find out what the announcement is but dingle Brian is not retiring it it is it is not a series. It's just a storyline same thing and a lot of people were upset about the ICONEX versus Kabuki warriors match and quite frankly. I wasn't upset about it but I was like again. There was so much on smackdown that was just a total waste of time. That's another reason I was baffled about the rating but yeah they promise this match and the match started and the iconic walked outside immediately got counted out in that was the match obviously obviously that's not the end. They're they're probably going to set up some sort of match where you can't lose via count out and then they'll win via Deke or they'll lose V._O._D.. Q. Then they'll probably do a match no candidates not cues and then we'll do the title change probably at Summer Slam that would it'd be my guess so we'll see where they go but I wouldn't be to outraged about that would just look at that is a step in a longer story that they are doing go to the phones. I think I cracked the smackdown mystery you crack the code I did so we know that the viewership number it's not like a measure of the total number of people who watched the show. It's an average because people are tuning in and tuning out right. Yes a typical smackdown has three or four matches even with the no commercials edith they've been wrestling through the commercials because of the split screen this show had seven matches and most of them were really short so my theory would be that you could have had a similar number of people engaging with the show Joe as prior weeks but if they were not tuning out for as long periods of time during these long matches they don't WanNa see that by itself could away outreach so you're telling me they're the same aim number of viewers but they tuned in and out less. I'm saying that's a possibility well. The problem is long if you if you if you watch smackdown and you normally you watch fifteen minutes and then tune out for thirty minutes and then come back and watch ten minutes or whatever you're still only counted as one viewer so if you tuned out Ryan yes it's an average of the number of people who are watching at a given moments and so if the same person is watching on more minutes that going to be counted as having watched in more segments and that will increase that average number. I see what you're saying. It's not I mean yeah. I I guess it's possible but I don't know I mean listen. Here's the other thing so we've already had people asking about Daniel Bryan like it's possible that there were two things that caused people to watch the show in larger numbers trying to find out what bishop was going to do and concern that Daniel Bryan was retiring. They're doing a story line so I don't know track it next week for me Tim if they do seven matches next week and the number is up then maybe we got something they do four matches next week and the number still up. They are starting to do the changes. I just don't believe like that when to get on Fox they can book it like a sport. I I think it'll just be the same show with like minor differences dude.
