With an official impeachment inquiry the house eventually impeached president Donald Trump on two articles obstruction of Congress and abuse of power and in just a few minutes the months long impeachment process is expected to end in the Senate with acquittal as we wait for the votes were joined by some of the entire team that's been covering this from the beginning congressional Michele Kelemen who covers diplomatic affairs for NPR thanks so much Michelle hi there as right now we have our eye on the Senate floor they're going into a quick recess subject to the call of the chair as they say Mitch McConnell just took the floor to speak and sue I want to talk with what is the news of the day just a bit ago Republican senator Mitt Romney stepped on to the four to announce that he was actually going to break ranks in vote for impeachment here's a little bit of how we justify that as it is with each senator my vote is an active conviction we've come to different conclusions fellow senators but I trust we've all follow the dictates of our conscience I acknowledge that my verdict will not remove the president from office the results of this Senate court will in fact be appealed to a higher court the judgment of the American people that about sums it up but can we talk about the person who broke ranks in the end also with you soon yeah I was actually at a surprising bit of an emotional moment on the Senate floor in the beginning I was remarks you seem to get choked up almost tearful understood the enormity of what he was about to do in the political consequences of it like you said this doesn't change the outcome today we do believe that the votes now will be fifty two to forty eight in fall almost exactly on party lines except for Romney to be the only one that breaks ranks and I would note that also in an interview with fox news today he said that he knew he was doing this and would invoke the RAF not just against himself but his entire family and then he had that conversation with his wife and sons and decided that it was the right thing to do he is of course a very devout mount Mormon and cited his faith and said he took an oath before god to do impartial justice which is the oath that senators taken an impeachment trial and they could not with his own conscience and conviction set way in and say that what the president didn't do what the president did was not wrong I want to add one more voice to this senator Doug Jones he is a Democrat from Alabama here is a him for casting his vote however after careful consideration of the evidence developed in the hearings the public disclosures the legal precedents in the trial I believe that the president deliberately and unconstitutionally obstructed Congress by refusing to cooperate with the investigation in any way the person that hangs over all of this is the might of president trump the political might so to speak right Doug Jones is while highly celebrated a vulnerable Democrat in his state ten can you talk about this idea fear of backlash Ronnie's sort of spoke about it obliquely talking about consequences well and and Romney has already facing backlash the Republican Party the GOP has come out with talking points against him they say that president trump is more popular than him in Utah and there isn't a mean tweet essentially from his niece who heads the RNC this is Rama McDaniels yes Rhonda Romney Dan the Romney and and this is a very significant moment in that there has never been in an impeachment someone who broke with their party yeah I president of their party so Mitt Romney is breaking with a Republican president and it is particularly notable because Mitt Romney what has the presidential nominee of the Republican Party eight years ago and now he's a man on an island voting against the president of the United States are at risk of a very great backlash I I wanna before if we can squeeze this in before the Senate gambles back in and they do this big vote I want to just give it a little bit of a preview of what we are expecting in this next hour so how this is going to play out this big final United States and in violation of his constitutional duty to take care that the laws be faithfully executed Donald J. trump has abused the powers of the presidency and that using the powers of his I. office president trump solicited the interference of a foreign government Ukraine in the twenty twenty eight United States presidential election he did so through a scheme or course of conduct that included soliciting the government of Ukraine to publicly announce investigations that would benefit his reelection harm the election prospects of a political opponent and influence the two thousand twenty United States presidential election to his advantage resident trop also sought to pressure the government of Ukraine to take these steps by conditioning official United States government acts of significant value to Ukraine on it's a public announcement of the investigations president trump engaged in the scheme or course of conduct for corrupt purposes in pursuit of personal political benefit in doing so president trump use the powers of the presidency and a manner that compromised national security of the United States and undermine the integrity of the United States democratic process he does ignored and enter the interests of the nation president trump engaged in this scheme or course of conduct through the following means one president trump acting both directly and through his agents within and outside the United States government roughly solicited the government of Ukraine to publicly announce investigations into a political opponent former vice president Joseph R. Biden junior and be a discredited theory promoted by Russia alleging that Ukraine rather than Russia interfered in the two thousand sixteen United States presidential election two with the same corrupt motives president trump acting both directly and through his agents within the outside of the United States government conditioned to official acts on the public announcements that he had requested AA the release of three hundred ninety one million dollars of United States taxpayer funds the Congress had appropriated on a bipartisan basis for the purpose of providing vital military and security assistance to Ukraine to oppose Russian aggression and which president trump had ordered suspended and be a head of state meeting at the White House which the president of Ukraine sought to demonstrate continued United States support for the government of Ukraine in the face of Russian aggression three faced with the public revelation of his actions president trump ultimately released the military and security assistance to the government of Ukraine and has persisted an openly and corruptly verging and soliciting Ukraine to undertake investigations for his personal political benefit these actions were consistent with president trump's previous imitations of foreign interference the United States elections in all of this president trump abuse the powers of the presidency by ignoring and injuring national security and other vital national interest to obtain an improper personal political benefit he has also betrayed the nation by abusing his high office to enlist a foreign power and corrupting democratic elections where for president trump I search conduct has demonstrated that he will remain a threat to national security and the constitution if allowed to remain in office and has acted in a manner grossly incompatible with self governance and the rule of law president trump those warrants impeachment and trial removal from office and disqualification to hold and enjoy any office of honor trust or profit under under the United States each senator when his or her name is called we'll stand in his or her place and vote guilty Chief Justice John
