The federal judge in San Francisco saying that secretary of commerce Wilbur Ross failed to offer a plausible reason for adding a citizenship question to the census judge Richard Seaborg wrote in his ruling that Ross's reliance on the Voting Rights Act could justify the question was, quote, arbitrary and capricious. The supreme court is due to take up the issue in April this year"
